Section L-6.3.2(a) (a) Coefficient Rates. The offeror shall provide a single rate of coefficient to be applied for all SABER Task Orders for the entire 4-yr Ordering Period in Section B, Price Schedule, in SF 1442. The offeror's coefficient rate shall include all contractor costs not included in the total of all the line-item bare costs for a particular task order. This includes, but is not necessarily limited to: costs for burdened labor, all site and home office overhead and profit, general &administrative expenses, bond premiums, insurance, taxes, mobilization, demobilization, daily and final cleanup, payroll taxes, gross receipts tax, general conditions, wage difference between R.S. Means and local labor rates, special clothing for workers, off-site storage, site superintendence, quality control, routine security delays, subcontractors overhead and profit. Offerors also should consider that typical SABER projects include but are not limited to projects that take place during normal working hours (0730 - 1630), Monday through Friday excluding federal holidays, and projects that take place outside of the normal working hours or in a secure area where the contractor must be escorted.
The coefficient shall represent “net" (equal to 1.0) or a percentage "decrease from" (e.g., .82) or an “increase from" (e.g., 1.12) to the unit prices listed in the appropriate RSMeans Facility Construction Cost Data Unit Price Book. The proposed coefficient is not subject to economic price adjustments and will remain unchanged for the entire4-yr ordering period. To incorporate fair inflation rate adjustment to the unchanging coefficient

Offerors also should consider that typical SABER projects include but are not limited to projects that take place during normal working hours (0730 - 1630), Monday through Friday excluding federal holidays, and projects that take place outside of the normal working hours or in a secure area where the contractor must be escorted.

To accomplish this, the initial TEP (for the ranking purpose only) will be calculated by multiplying the offeror’s coefficient rate proposed in Section B against the CSI format total construction cost submitted under Technical Factor (Volume 1), Subfactor 1(c). Then the subtotal will be multiplied by the CCI to reflect the current local inflation rate into the total price. Based on this process described, it is imperative that each offeror to provide the accurate/reasonable construction cost estimate under the Technical volume and propose a reasonable/realistic coefficient rate in Section B of the SF 1442 in their initial proposal.
To ensure efficient evaluation process, the Government will rank all proposals from the lowest to the highest priced offerors, as indicated in Section M-1.3.2, to establish the proposal evaluation order. Work performed under this contract shall be bound by rules, laws, and regulations of each particular installation as well as local, state, federal, and Air Force regulations. This contract covers Air Force construction efforts at Moody Air Force Base (MAFB), and Avon Park Air Force Range (APAFR). MAFB is located in Lowndes County, Georgia; and APAFR is located in Polk and Highlands Counties, Florida. Maps available upon request.
