T-001 Seed Project SOW - SECTION 01 04 00 Unit Price Book and Software Requirements (pg. 35)

Since the contract is going to change to a Gordian-provided Construction Task Catalog (CTC), is SECTION 01 04 00 of Attachment 1 going to be revised to reflect the different methodology used in a Gordian CTC? Specifically, since proposers are to provide a single coefficient, to be applied to two different price books with different line items, will the Government allow the selected contractor to revise their coefficients once the new CTC is incorporated into the contract? If not, then please provide detail as to how proposers are to reconcile the different line items to a single coefficient.

All revised documents, to include Section 01 04 00 of RFP Attachment 1 will be provided with Amendment 0001. Offerors will be provided with an additional time to prepare for the proposal due to changes made in Amendment 0001.

The coefficient will not need to be adjusted since the offerors now will use only one price book listed in the Construction Task Catalog (CTC), utilizing the eGordian software. Specific instructions regarding to obtain temporary access (free of charge) to the Moody SABER CTC are provided in Section L and throughout the RFP revised attachments.

SECTION B – Supplies or Services & Prices or Costs (pg. 4)

When are the Line Item Estimating fees (Section B and Attachment 1, Paragraph II.3) paid? Unclear if each TO proposal receives $250 for the effort in producing the estimate and supporting documentation, or is this a fee paid if the Government requires a TO proposal but doesn’t subsequently award the TO for execution?

Each proposal should include the LIE fee of $250. If the TO is awarded, then the LIE cost is already included in the proposal. If the proposal is not accepted and a TO not awarded, then the LIE fee of $250 will be paid for producing the estimate.

L-6.3.2 Coefficient Rate

(pg. 69)

Since the contract period is for 4 years, are the wage decisions incorporated in the solicitation binding for the entire 4-year period (i.e., no changes during the 4-year period)?

The proposed coefficient is not subject to economic price adjustments and will remain unchanged for the entire 4-yr ordering period. To incorporate fair inflation rate adjustments to the unchanging coefficient rate, the CTC will be republished annually during the contract to be applied to the proposed construction price to finalize all SABER task order prices.

The incumbent contractor’s pricing (coefficient) is protected information. Therefore, the government is unable to release that information for doing so is illegal as well as unethical.

No, the price proposal/cost estimate will be from the CTC and in a Masterformat. When using eGordian CTC, the offeror must use the CTC format; therefore, providing a bid sheet is unnecessary.

Upon review of the Seed Project SOW (Attachment 3), it does not appear that any mechanical, electrical, structural, fire protection, life safety, or energy design is required for this project, however, the RFP calls for preliminary calculations, equipment selections, and layouts for all trades listed to be provided as part of the proposal package. Please confirm that there is no design scope for mechanical, electrical, structural, fire protection, life safety, or energy as part of this project. If these trades are to be included in this project, please define the requirements for each trade.

T-009 Seed Project SOW (Attachment 3)

When was Building 326 constructed? Will an environmental report be necessary, as there is peeling paint and vinyl floor tile and mastic to be removed?

The building was constructed in 1972, but the interior has been remodeled multiple times. No environmental report is necessary. N N/A

Is it possible to provide a list of the appliances and furniture in a typical unit in Building 326?

The information is available and the list of furniture/appliances was added to the RFP. Please see the RFP Attachment 3c -B326 Furniture Inventory.

T-011 Seed Project SOW (Attachment 3)

In the sections Dorms 4.1.2 Flooring, and Day Room 4.2.2.

Flooring, it states to remove ceramic tile and to surface scrape the floor, but also it says bathroom floor tile is to be deep cleaned. Can the government confirm if ALL flooring is to be removed from these dorms, or if the bathroom is staying.

Bathroom ceramic tile remains in place and will be deep cleaned.

This is updated and reflected in the SOW and Amendment 0001 Y

Can the government confirm if the QC manager, SSHO, and superintendent can all be one person?

QC Manager and Superintendent cannot be the same person, dual “hat”-ting among other positions is authorized. Y

T-013 Seed Project SOW (Attachment 3)

Can the government confirm that the day room will be cleared of all furniture and recreational equipment prior to construction as discussed at the site visit?

Furniture and recreational equipment will remain in the dayroom, it can be moved within and covered up during construction. If there is an issue with items remaining in the dayroom the government will remove them.

K-002 SF 1442 Once all RFIs have been answered we are requesting an extension of the proposal due date by 21 calendar days.

With the release of Amendment 0001, the proposal due date will be extended by 21 days. Y Amendment 0001:

K-003 N/A We are requesting the contract be awarded 30 days after proposals are submitted, as vendors will only hold their prices for short periods of time.

The RFP requires a minimum bid guarantee of 180 days;

therefore, the offeror should ask the vendors to provide prices that will be valid for at least 180 days. Awarding an IDIQ contract within 30 days from the proposal due date is not mathematically feasible, considering the government must conduct a formal source selection that requires a numerous documentations and multiple level of clearance/legal reviews.

Also, the CTC is only updated annually, so the proposals the offeror provides must be technically valid for a year. If for some reason, there is an economic anomaly with a material/labor cost increase within the minimum bid guarantee of 180 days, then the issue will be addressed prior to issuing the task order for the specific project.
