SUMMARY OF CHANGES

Section L-4.3.1.1 L-4.3.1.1 Provide a preliminary design across all disciplines in accordance with (IAW) the Seed Project SOW (Attachment 3 and all the sub-attachments). The following essential elements are the minimum requirements for the concept design:
(a) Scope of Work:
i. Provide a written narrative summarizing, explaining, and documenting the preliminary design to address, in detail, the offeror’s technical approach, at a minimum, to the following components: mechanical, electrical, structural, fire protection, life safety, and energy. The narrative shall also clearly illustrate compliance with local, state, and federal building and construction codes and Life Safety Codes.
ii. Provide the drawings describing a preliminary design, including basic layout and planning of work, and at a minimum, the following components: mechanical, electrical, structural, fire protection, life safety, and energy.
iii. Provide design calculations to substantiate appropriate equipment or material selection/sizing, component assembly, and proposed labor and sizing of utilities and structural elements (e.g. mechanical, electrical, structural, L-4.3.1.1 Provide a preliminary work plan in accordance with the Seed Project SOW (Attachment 3 and all the sub-attachments) to demonstrate coordination efforts among the different trades/subcontractors, the sequencing of construction, and the implementation of roles and responsibilities of the key personnel.
(a) Scope of Work – Provide a written narrative summarizing, explaining, and documenting the processes anticipated to successfully fulfil the requirements of the seed project from task order award to final acceptance.
Identify the different trades and subcontractors and demonstrate how each will coordinate work to show a fluid sequence and minimize down-time or delay. The narrative should clearly define the roles and responsibilities of all key personnel and show how each will implement their responsibilities.

Section M-3.1.1 M-3.1.1 The standard is met when the proposed preliminary design across all disciplines demonstrates the offeror’s technical capability for successfully executing and completing the seed project IAW the Sow and the proposal provides:
(a)(i) Effectively and sufficiently detailed narrative summarizing, explaining, and documenting the preliminary design to address the offeror’s technical approach.
(a)(ii) Effective and accurate concept design drawings describing a preliminary design, including basic layout, and planning of work that depicts all components IAW Moody AFB Seed Project SOW.
(a)(iii) Complete and accurate calculation to substantiate appropriate equipment or material selection/sizing, component assembly, and of utilities and structural elements (e.g., mechanical, electrical, structural, fire protection, life safety, and energy) in compliance with SOW paragraph 9.
M-3.1.1 The standard is met when the proposed work plan demonstrates the offeror’s technical understanding and capability for successfully executing and completing the seed project IAW the Seed Project SOW and the proposal provides:
(a) Efficiently, logically, and sufficiently detailed narrative summarizing, explaining, and documenting the preliminary work plan processes to address offeror’s technical approach.
Section L-6.3.2, Coefficient Rates
Added: The offerors shall not include the eGordian fee into the proposed coefficient. Only the selected SABER awardee will include the eGordian fee as a separate line-item in each task order cost proposal.
