About this file

This is a federal contracting provision template for the Buy American Certificate (October 2022), prescribed under FAR 25.601(a)(2).

The provision requires offerors to certify that all end products are domestic end products, except those identified as foreign end products in a designated table. Offerors must list foreign end products manufactured in the United States that do not qualify as domestic end products, and for non-iron/steel foreign products that are not commercially available off-the-shelf (COTS) items, indicate whether domestic content exceeds 55 percent. Offerors must also separately identify by line item number any domestic end products containing critical components as defined in FAR 25.105. The provision includes a table for listing foreign end products with their country of origin and domestic content percentage, and a separate section for identifying domestic end products with critical components. The Government will evaluate all offers according to the policies and procedures in FAR Part 25. This is a standard template document with no specific procurement details, response dates, or agency information.
