Questions Regarding the 309th Maintenance Wing Equipment Support Source Selection
1. Will there be another pre-proposal conference?
No.
2. Will there be a sample project associated with this proposal?
3. Concerning the team list, roles and responsibilities attachment, do we need to list every sub that we could possibly use or just the main team members?
As described in the instructions for the Team List, Roles and Responsibilities list each “team member participating in your proposal.” Each of those subcontractors will need to provide relevant contracts for the past performance evaluation portion in accordance with Section L paragraph 12.2.
4. What to do with the Subfactor 1 and 2 blocks provided on the form: what does it mean when the boxes are checked and when do I check them?
As described in the instructions for the Team List, Roles and Responsibilities, You need to clarify which subfactors your team members will be participating in. If a subcontractor will play a role for you in Subfactor 1, then check that box. Subcontractors will provide relevant contracts for the past performance evaluation. Subcontractors not participating in a particular subfactor will not be evaluated for that subfactor.
5. Is the “Team List, Roles and Responsibilities” sheet to be inserted in the technical proposal section?
A revision will be made to the instructions to address this. The sheet should be placed in the
Past Performance section.
6. Is each team member to supply a task order management and quality and safety plan to the
General and the Government or is it to be provided by the General to the Government only?
Only the prime will submit the Task Order Management Plan and Quality and Safety Plans to the
Government.
7. Is there a preference for a Small Disadvantaged Business with this contract?
8. Is there a list of equipment to be maintained? Do we need to have teaming arrangements with the equipment manufacturers?
There is a list of equipment types in Appendix A of the PWS, but not a comprehensive list of all the equipment that the 309th maintains. There is no expectation that you have teaming arrangements with the original equipment manufacturers.
9. What is the expected amount of time to make a bid for an average task order? How many days between the release of a statement of work and a bid submission?
PWS section 1.15 states that the proposals shall be provided within seven business days of the applicable site visit, unless otherwise specified on the task order.
10. What is the expected amount of time an offeror has to hold a bid for? What is a typical offer acceptance period?
This will be specified at the Task Order level. No unreasonable period will be expected.
11. What is the expected role of the prime contractor in regards to project management on the task orders? During a task order, is the prime contractor expected to be involved in all meetings, or can the responsibility be delegated to the primary subcontractor or appropriate team representative?
Our contract will be with the prime contractor. Bottom line, the past performance of any task order performed will be rated against the prime contractor. The responsibility can be delegated, but it is in the prime’s best interest to ensure an appropriate level of oversight.
12. In the PWS, Section 4.12.1: Does this imply that the 2 or 3 winning contractors will compete once a year for a "special TO for emergency type work" as defined in Section 4.12.1? If so, would the contractor be able to bill for OT, holiday, weekend and/or swing/grave hours on jobs under this TO?
The winning contractors will compete once a year, using the Emergency Task Order Multiplier in the “Equipment Rates TEP Worksheet” for the first year. That contractor will be able to bill the government for emergency work using the emergency rates. Contractors will propose a new multiplier rate in competition for future year emergency task orders. A revision to the PWS will be made to further detail how the annual Emergency Task Order competition will work.
13. In Section L, Section 6.5: "Foldout pages shall be limited to 10." Is this for each volume or the entire submission?
Foldout pages shall be limited to ten pages for the entire proposal submission.
14. Has consideration been given by the government to allocate space on Hill AFB for secure: (1) material staging, (2) truck parking, (3) placing a trailer, etc., for each of the award winners?"
Consideration has been given to this. Amenities may be available as identified at the Task Order level but not at the contract level.
15. Will the Government consider changing the size standard from $7M to $10M for the Small
Business Set-Aside?
No. This is determined by the Small Business Administration.
