Q- When looking at PWS, we see a transactional tasking and some continuous operation and repair of equipment. What is the difference of these and their relevance?
A- The operation part is coming out. It is more along the lines of functional testing.
Please thoroughly review the PWS once the final one has been released.
Q- Are you going to stay with the current NAICS code of 811310? What if we haven’t done any services for the government under that NAICS code, could you add one under this requirement for the Past Performance?
A- NAICS code 811310 is the best fit for this acquisition. We will only have one NAICS code for this entire acquisition so make sure that your past performance information is recent and relevant (see Sections L&M for those requirements).
Q- What about size requirements, initially it was SB then 8A. What are your plans for this?
A- TBD. That is part of the reason we are having this Industry Day so we can make the best determination for this acquisition. (A recent determination was made to go SB)
Q- Previous contracts were smaller dollar in comparison to the $51 million. Why the changes?
A- There is an engineer change which will cause additional work flow through the requiring office, which could possibly increase the amount of work to be done through this contract. Please keep in mind that the $51M is only a program ceiling – not a guaranteed amount.
Q- How will the task orders be funded?
A- They will be customer funded.
Q- Can you talk more about the work out in Utah Test and Training Range?
A- We have at least a dozen buildings out there that we service. It’s probably not on a regular basis, but we do need to support them.
Q- Would there be any design involved?
A- Possibly, this is why there are engineering technicians and CAD/Drafter categories on the labor matrix. Again this will probably be the exception, and not the norm.
Q- Will past performance be reviewed for each task order?
A- Yes and PK will help train the customers on filling out the forms and ensuring equality throughout the process.
Q- The past performance evaluation at the source selection level will be evaluated on what we have done before?
A- Yes, you will be asked to submit past performance which needs to be relevant and recent (see Sections L&M for definitions).
Q- Are you going to add a sole source component to the contract?
A- No not at the moment. We have that option at the task order level if it meets all the requirements set forth in the Federal Acquisition Regulation (FAR) and other policies/guidelines.
Q- Is each task order Firm Fixed Price (FFP)?
A- Not necessarily. There could be more than one type of pricing on this contract. For example, there could be a Contract Line Item Number (CLIN) for FFP and a CLIN for Time and Materials (T&M). This will be determined based on input from industry and our pricing folks.
Q- In the draft documents, there is a spot where it says “contractors will be competing against other contractors for each TO”. Will I be proposing against everyone?
A- Yes, each task order will be sent to all awardees for proposals.
Q- How is material to be priced?
A- Under the Firm Fixed Price line item your total price will include material, labor, profit, etc. Under the Time and Materials line item it will obviously fall under the materials portion of that line item and it will be the cost of the material plus a material handling fee (a percentage).
Q- Will the Government provide all the material?
A- No, not all of the time. There may be times where the Government will provide material but for the most part you the contractors will be required to provide the material (i.e. conduit, wires, ductwork, controls, etc.)
Q- Will there be logical follow-on’s to the task orders?
A- Yes that is a possibility and the contracts will be structured to allow for logical follow-on’s. That determination will be at the task order level.
Q- Where are the wage determinations located?
A- The Wage Determination is located on the Department of Labor website. The following is the link that will take you there – www.wdol.gov. When you get there click on selecting SCA WD (service contract act wage determination). Then select Utah and for the county select Statewide. Then the following question appears - Were these services previously performed at this locality under an SCA-Covered contract? Click on Yes. Then this question appears - Are any of the employees performing work subject to a Collective Bargaining Agreement (CBA)? Click on No. Then the following questions appear - Are the contract services to be performed listed below as Non-Standard Services? If so, high-light the service by clicking on it, and click "Yes". If the contract services are not listed below then click "No". Click on No. Then the last question appears - Were these services previously performed under an SCA wage determination that ends in an even number? Click on Yes. That will pull up the wage determination for Utah, Statewide. Click on the printer friendly version because it’s easier to read.
Q- Will the rates be different for the test range area?
A- No, we checked the statewide and Tooele counties, which are the only two that we would use under this contract, and there are no differences for the labor categories that will be used under this contract.
Q- Will this contract have a construction piece?
A- No it is not construction.
Q- Will we have to provide Certified Payrolls?
A- No, because this is not a construction contract
Q- How do we price our supervision for this contract?
A- Your supervision/management will be built in to the fully loaded rates. Under this contract we will have a Firm Fixed Price (FFP) line item and a Time and Materials (T&M) line item, but we will only have one set of rates for this contract. Based on past history we’ve only used T&M approximately 5% of the time so we will predominately be using FFP. The Government is not bound by that statement because things could change but we wanted to give you, the contractor’s, an idea/estimate of how often we use T&M.
Q- What is included in a “fully loaded rate?”
A- Fully loaded rate includes management/supervision, profit, overhead, operating costs, G&A, and any other indirect costs that are part of your estimating system.
http://www.wdol.gov/
Q- Where do we charge rental/solely-owned equipment under T&M?
A- These charges will come under the materials portion of Time and Materials.
Q- What is considered relevant and recent?
A- Recent will be anything in the last 3 years. For our relevancy definitions and further explanation on recency please refer to Section M.
Q- Will there be a sample task order to propose? If so, will there be a site visit? Will it be awardable?
Yes we will have a sample task order with a site visit and the Government reserves the right to award it.
Q- Do you have a maximum ceiling for each contractor?
A- Each contract will have a program ceiling of $51M because we will not know how much and which contractors will be awarded the task orders as they are competed.
Q- Can we count on set number of days from the release of the RFP to when proposals are due?
A- Yes you will have the 30 days.
Q- When will start work be?
A- As soon as the contracts are awarded and task orders are issued work may begin.
Q- How many task orders at a time should I be ready to propose on?
A- We can’t predict that number, but you are not required to propose on every task order.
Q- Is there a min or max dollar in each task order?
A- No, with the exception of anything less than three thousand dollars would not go on this contract.
Q- When we respond to a task order, are we going to respond to just price or technical also?
A- You will be given a PWS which needs to be addressed (skill level(s) for required labor categories on that specific PWS, i.e., engineering technician II, electronics technician III, truck driver heavy, etc.). You will submit your prices for each applicable labor category, materials, and equipment if necessary.
Q- If all three did not propose, would you use another avenue?
A- Yes, we would find another contracting vehicle to put it on or award it under an individual contract that would probably be competed.
Q- Do you want a response time if we are not going to propose on a task order?
A- I believe there is something in the draft already, giving 24hrs or something similar. If it’s not in there, we will put it in.
Q- How long do you expect each task order (TO) from project start to completion?
A- It can vary and it will be specified on each task order.
Q- When you install or remove equipment, if the power/water needs to be changed are you going to include that.
A- Yes, if required by that task order.
Q- What is this response time discussed from the contractor in the PWS?
A- We want someone to acknowledge our phone call/email concerning the problem within the time frames set forth in the PWS. We know that the actual problem may not be solved right away but we want to know that you are at least working on it.
Q- If there is any work done out at the UT Test and Training Range, do you foresee the people staying there, or Salt Lake, or what?
A- We did not put a travel CLIN in our solicitation. I can’t tell you how to run your business so at the time of proposal you will need to determine that.
Q- What we have done as Past Performance, has been done as subs for other prime contractors, does this still give us credit for past performance?
A- Please read sections L&M about past performance.
Q- On the separate projects (task orders) are you going to want to know specific prices or do you want a lump sum price?
A- We need to see more of a breakout. We have to determine if the price is fair and reasonable.
Q- Hopefully the sample task order will not be a specific job which a certain contractor hasn’t already done or just done very recently?
A- We are trying to find a unique one which requires a lot of dynamic skills. It is going to be hard to find something that somebody hasn’t had some input in. We will do the best we can. Please don’t make any assumptions when putting together your proposal just because you have had some experience with this type of work in the past. Follow Sections L&M, PWS, Solicitation, etc very carefully.
Q- Is there a max amount that you are looking at for bonding?
A- Davis bacon is not part of this contract so don’t worry about bonding. There is a minimum amount of insurance that you will be required to have that is stated in the PWS.
Q- Is there criterion for mentioning who you have worked with up here at Hill AFB?
No, we are looking for specific projects with point of contacts so we the Government may contact them for the past performance information. Submit recent and relevant past performance (see sections L&M).
Q- On Past Performance do you want us to write in detail the jobs or the equipment we have done? What exactly are you looking for?
A- There will be an attachment to the solicitation titled Past Performance Information Sheet (PPIS) and on that document is where you will tell us why it is this relevant to our contract, list the point of contacts, etc.
Q- What is the duration of the contract?
A- Five years
Q- What types of machines/equipment will be utilized?
A- Our Industry Day briefing gave some examples and appendix C provides a list of certain machines that may be utilized.
Q- How much is Past Performance weighed?
A- Three factors will be evaluated, Technical (pass fail), Price, and then Past Performance. Past Performance is going to be significantly more important than price (see Sections L&M). The lowest priced offeror will not necessary win an award. We do a best value decision.
Q- Are my competitors mechanically driven like us?
A- We will post the company names and you will have an idea of the competition.
Q- Are the jobs all over the base, or are they at the control area?
A- Typically they are in the Maintenance area; not all of them are in the control area.
There will also be jobs at little mountain or the test range.
Q- Will we be required to run LAN and telephone lines?
A- Worst case scenario you might have to run the wire, but not hook up them up.
Q- Will we have any on base facilities for the contractors?
A- No
Q- Are you going to have a start up period where we can ramp up?
A- You will have seven days to answer the proposal, and hopefully be thinking about what kind of a crew you will need. We will look into adding some extra days for ramp up time.
Q- What kind of licenses are you looking for in the labor categories?
A- We are looking for certified workers. We are not requiring you to submit anything.
Q- What does the one year warranty mean?
A- Just the work that the contractor does, not the equipment.
Q- Can you describe the pricing for the 5 years and what you are looking for?
A- You will be required to submit fully loaded Not to Exceed (NTE) rates for each year that is listed on the pricing matrix. You will have to take into consideration things like inflation, cost of living, etc. so you can provide rates for all 5 years. You will have the opportunity to address those rates if there are changes to the wage determinations. For example, if the wage determination changed the rate of Heavy Equipment Operator from $22.30 an hour to $23.30 then we would add that $1 increase to your overall fully loaded rate for Heavy Equipment Operator.
