QUESTION:
Your answer to an earlier question on journeyman and apprentice labor categories stated that a contractor could “weight the „electrician‟ rate for the task order accordingly.” Since there is no apprentice SCA rate, could the contractor use/classify the apprentice as a “Laborer”: $10.75/hr or a “General Maintenance Worker” : $16.62/hr. to reduce his bid and still be in compliance with the SCA?
Could the contractor also use this strategy to reduce his NTE composite rate (to reduce his TEP?)
ANSWER:
For purposes of the TEP, all contractors must bid to the Wage Determination rates. As stated in the answer to the earlier question: "The "journeyman" rate for each category will establish Not-
To-Exceed rates for the basic contract." Weighting would take place at the task order level only.
