About this file
This document is a Questions and Answers (Q&A) #1 file for the Capitol Mall Parking Structure Structural Upgrades project in Marion County, Oregon, addressing bidder inquiries received before 4/25/25 at 7:30am. The document covers seven key questions related to project specifics, including work hours, Fiber Reinforced Polymer (FRP) painting requirements, concrete repair locations, FRP strengthening intent, FRP fabric weight considerations, traffic coating scope, and crack injection length. Responses are provided by the Design and Architecture Services (DAS) Project Manager and the Architect & Engineer (A&E) team, clarifying technical details and project expectations.
The Q&A reveals several important project parameters, such as no required night or weekend work (though contractors can opt to work these hours without changing the contract price), the need for FRP paint to match existing colors, concrete repair at the stair tower, and confirmation that FRP is intended for crack repair and shear strengthening. The document also indicates flexibility in FRP fabric weight with Engineer of Record (EOR) approval and notes that traffic coating is no longer part of the project scope. A key technical detail confirmed is the 1,000-foot length for slab injection, which bidders should use for pricing purposes. The responses demonstrate a collaborative approach to addressing potential bidder questions and providing clear guidance for the structural upgrades project.

BIDDER QUESTION A&E / DAS ANSWERS
1 Will any of the work on this project require off hours or weekend work?
DAS PM: No, nights and weekends will not be required.
Note: Contractor has the option to work weekends & nights but will not change Contract Price. If Contractor plans to work weekends and nights, cost must be written into the bid.
2 The existing FRPP has a white painted surface. Will a similar or same painted finish be required over the completed FRP wraps on this project?
DAS PM: Yes, FRP paint must be as close to the original/surrounding colors as possible. Color selection must be approved by Owner’s Representative.
3 Locations, if any for the patching shown on details 6/S-401 and 7/S-401?
A&E: Concrete repair is required at stair tower per sheet S-106.
DAS PM: Provide finish painting to match the surrounding surfaces (as close as possible). Final color selection must be approved by Owner’s Representative.
4 Please clarify the intent of the FRP strengthening, if the FRP intended for axial or shear strengthening?
A&E: FRP is intended for crack repair and shear strengthening. See photos 9 A-C on sheet S-401.
5 The general notes list performance criteria on sheet S-001, but limit the maximum area weight of FRP fabric to 18 oz. per yard, can heavier-weight fabrics be utilized for a more economical installation?
A&E: Yes, with EOR approval
6 Is the extent of the Traffic coating limited to only the hatched areas on the plans?
A&E: Per updated Addendum noted as Delta 1, traffic coating not included in scope.
7 For keynote #3 I just want to confirm that the 1000’ for the injection for the slab is what we will use for bidding purposes.
A&E: Correct.
