About this file
This document is a Revised Questions & Answers (#1) file for the Capitol Mall Parking Structure Structural Upgrades project, involving Marion County, Oregon and related engineering stakeholders. The document addresses seven specific bidder inquiries about project details, including work hours, FRP (Fiber Reinforced Polymer) painting requirements, concrete repair locations, and strengthening specifications. Key clarifications include confirmation that night and weekend work is not required (though contractors can opt to work these hours without price adjustments), FRP paint must match existing surfaces, concrete repair is needed at the stair tower, and FRP is intended for crack repair and shear strengthening.
The questions and answers provide technical nuances critical for bidding, such as approval for potentially using heavier-weight FRP fabrics with Engineer of Record (EOR) approval, clarification that traffic coating is not included in the primary scope (only touch-up painting as needed), and confirmation of 1,000 linear feet for slab injection. The document appears to be part of the pre-bid clarification process, helping potential contractors understand precise project requirements and technical specifications before submitting their proposals. While no specific pricing details are revealed, the document demonstrates a structured approach to providing bidders with comprehensive technical guidance to ensure accurate and competitive bid submissions.

BIDDER QUESTION A&E / DAS ANSWERS
1 Will any of the work on this project require off hours or weekend work?
DAS PM: No, nights and weekends will not be required.
Note: Contractor has the option to work weekends & nights but will not change Contract Price. If Contractor plans to work weekends and nights, cost must be written into the bid.
2 The existing FRPP has a white painted surface. Will a similar or same painted finish be required over the completed FRP wraps on this project?
DAS PM: Yes, FRP paint must be as close to the original/surrounding colors as possible. Color selection must be approved by Owner’s Representative.
3 Locations, if any for the patching shown on details 6/S-401 and 7/S-401?
A&E: Concrete repair is required at stair tower per sheet S-106.
DAS PM: Provide finish painting to match the surrounding surfaces (as close as possible). Final color selection must be approved by Owner’s Representative.
4 Please clarify the intent of the FRP strengthening, if the FRP intended for axial or shear strengthening?
A&E: FRP is intended for crack repair and shear strengthening. See photos 9 A-C on sheet S-401.
5 The general notes list performance criteria on sheet S-001, but limit the maximum area weight of FRP fabric to 18 oz. per yard, can heavier-weight fabrics be utilized for a more economical installation?
A&E: Yes, with EOR approval
6 Is the extent of the Traffic coating limited to only the hatched areas on the plans?
A&E: Per updated Addendum noted as Delta 1, traffic coating not included in scope aside from touch-up painting as needed to match existing conditions, as requested by Agency.
7 For keynote #3 I just want to confirm that the 1000’ for the injection for the slab is what we will use for bidding purposes.
A&E: Correct.
