About this file

This document is a Questions & Answers #3 file for the Capitol Mall Parking Structure Structural Upgrades project in Marion County, Oregon, received before 4:28/25 at 4:00pm. The document addresses seven specific technical questions from bidders regarding project details, including clarifications on abandoned steam pipe removal, steel angle part finishing, drawing references, column reinforcement specifications, and surface preparation requirements. Key requirements include complete removal of abandoned steam pipes and hangers, confirmation that all pipe insulation has been tested with no hazardous materials present, and allowance for contractors to perform work during non-working hours (5:30pm-6:00am on weekdays and weekends) at standard billing rates.

The Q&A document provides technical specifics that supplement the original bid documents, including existing column concrete strength (4,000 psi), reinforcing details (#4 rebar at 18" to 22" o.c.), concrete cover (1.5"), and column load demands (D = 579 kips, L = 130 kips unfactored). Contractors received clarification on multiple technical aspects, such as approval to cut slab reinforcement, primer finish requirements for steel parts, and specific structural assessment details. The document represents a critical communication tool for ensuring bidders have precise technical understanding of the structural upgrade requirements for the parking structure, helping to minimize potential misunderstandings and standardize bidding approach.

QUESTIONS & ANSWERS #3

All questions received before 4/28/25 4:00pm.

BIDDER QUESTION A&E / DAS ANSWERS

1 It was mentioned that the second walk to get into the tunnel was the last and final. After looking at the Q&A that just came out, it appears that all abandoned piping needs to be removed completely and not just where the brackets are going.

DAS EAM:

• All abandoned steam pipes and hangers to be removed from the site and disposed of.

• All pipe insulation has been tested within 90 days by a qualified testing firm. No hazardous materials are present.

• Awarded contractor may choose to perform work during non-working hours (5:30pm- 6:00am on weekdays and weekends).

Performing work during non-working hours to be billed at the same rate as during normal working hours.

• No additional site visit will be scheduled.

2 Do the new steel angle parts need to be dipped galvanized or just primer finish?

Do you want an alternate to dip galvanize these new steel parts?

A&E: Primer only required with rust inhibiting paint.

3 Page S106 calls out detail on 4/S301 , I believe this to be in error and should in fact reference 4/S-401 not 4/S-301. Please confirm.

A&E: Correct, call out to be similar to other sheets.

4 Grid E4 : Should the column on Page S-106 reference Key note #01 and not call out for #03, is this in error ?

A&E: Call out should be Note 1 similar to other columns.

5 FRP Specific Questions:

a. What is the existing column concrete strength (f’c)?

b. What is the existing column reinforcing & strength (fy)?

c. What is the column concrete cover at the existing reinforcing?

d. What are the column load demands?

A&E:

a. 4,000 psi per the original construction documents.

b. #4 at 18” to 22” o.c. depending upon column, ASTM A615 Garde 60 per the original construction documents.

c. 1.5” per the original construction documents.

d. D = 579 kips, L = 130 kips (unfactored)

6 There was a clarification on reinforcement being able to get cut with a rebar eater. The response appears to be specific however to the WALL REINFORCING, but what about the slab reinforcement? Can we plan to cut those rebars too?

A&E: Yes

7 Please identify the finish on the metal shear connection plates on S401

A&E: Finish shall be primer with rust inhibiting paint.
