About this file

This document is a "Questions & Answers #2" file for the Capitol Mall Parking Structure Structural Upgrades project, involving the Department of Administrative Services (DAS) in Oregon. The document provides responses to 13 technical bidder questions regarding a structural reinforcement project, with key clarifications about FRP (Fiber Reinforced Polymer) strengthening, seismic connection demands, welding requirements, pipe removal, and site logistics. Responses address details such as the seismic demand of 88 kips per connection, approval for alternate reinforcement methods, painting/coating specifications for FRP, drilling through reinforcing steel, and ventilation requirements. The document also includes a material substitution request for FRP system manufacturers (KonTek 111 LV-IR, Tyfo SCH-41 Composite, Tyfo S Epoxy), which was approved by the architectural and engineering team.

The questions and answers reveal specific project parameters, including contractor responsibilities for removing abandoned pipes and conduits, staging area provisions (six parking spaces below grade and six parking spots in a state-owned lot), and technical installation requirements. The project appears to have specific environmental and technical constraints, such as substrate temperature ranges (50°F to 100°F), minimum dew point requirements, and detailed surface preparation protocols. Supplemental technical documentation for the proposed materials (KonTek and Tyfo products) provides extensive technical specifications, including material properties, installation guidelines, mixing instructions, and limitations, which suggest a technically complex structural retrofit project requiring specialized expertise in epoxy injection, carbon fiber reinforcement, and structural rehabilitation techniques.

A&E: Painting / coating shall be approved by owner and as recommended by FRP manufacturer.

4 The plate details show a defined bolt spacing typical for each plate. What is the intent when reinforcing steel is encountered at that spacing?

Are we to drill through the reinforcing to get to the imbed depth or will the plate need modification?

A&E: Wall reinforcing may be drilled through for placement of anchor bolts.

5 Is GPR scanning required for all locations that receive a plate bracket?

A&E: No

6 The drawings indicate field welds at the connection of the horizontal and vertical plates. Is this required or can the plates be welded during fabrication offsite prior to installation?

A&E: Shop or field welding be utilized.

7 Per onsite discussion it was indicated we could remove decommissioned steam pipes as needed to facilitate plate install (full removal not required) please confirm. Given the pipe is supported by hangers is there any requirement to secure the remaining pipe left in place further than what is existing? Will additional hangers be required? At

DAS EAM: Please remove all abandoned pipes and hangers.

the south wall there were several pipes stacked on top of each other

8 As per discussion on site, the engineer indicated that the exact location of the plates is less of a concern as the total number of plates. Is there a total number of plates per floor required?

A&E: Total number of connections shall be consistent with spacing noted on plans. Some connections mya be shifted during construction with EOR approval to avoid conflicts; however, this will be reviewed on a case by case basis.

9 Are the column numbers/signage being removed and replaced by others?

DAS EAM: No, contractor responsibility to remove, DAS will reuse same signs/column numbers.

10 Ventilation will be required for cutting/demo, can the garage fans run for the duration of pipe demo?

DAS EAM: The Contractor will be responsible for temporary ventilation of the work areas. (ie. To the general parking areas from behind the chase walls on the upper levels) DAS will determine if additional mechanical ventilation needs to be provided by a DAS system.

11 Is it expected to remove the pipe at locations of concrete repair?

A&E: See sheet S-106 for concrete repair location

DESCRIPTION: KonTeK™ 111 LV-IR is a two-component, very low viscosity, structural, epoxy adhesive specifically designed for low temperature pressure injection grouting using KonTek System automatic meter, mix and dispense application equipment. Primary uses include the structural repair of cracks and delaminations in concrete, masonry, stone and sealed wood; filling of voids in porous and honeycombed concrete and grout; adhesive bonding of steel plates (external reinforcement); and, anchoring bolts, dowels and rebar into concrete, masonry or stone. Applications requiring material thickness in excess of ¼ inch may be facilitated by pre-placing aggregate in the void. KonTeK 111 LV-IR bonds to dry, damp and wet substrates. The components do not contain volatile organic compounds (VOC's).

FEATURES: The physical properties of the product allow its use in applications requiring resistance to creep and stress relaxation, maintenance of mechanical properties at high ambient temperatures, high lead bearing strength and excellent adhesion under adverse application conditions, e.g., cold, wet and underwater concrete. Unlike many other high modulus epoxy adhesives, KonTeK 111 LV-IR cures to a tough, resilient polymer with excellent lead transfer capabilities.

Exceptional substrate wetting and very low viscosity allow filling of fine crack and void networks into which more viscous resins will not flow.

KonTeK 111 LV-IR can be pressure injected at lower temperatures than most other epoxy resin products. It has a convenient 2:1 (by vol.)

mixing ratio and contains special colorants for contrasting component color.

LIMITATIONS: The recommended minimum substrate temperature during installation is 35 °F. (Notes: Caution must be exercised to avoid ice at low temperatures. Cure rate at low temperatures is very slow.)

The maximum in-service temperature should not exceed 20 °F below the HDT in bonding applications subjected to substantial and sustained shear stresses that may cause creep. Installed thickness in excess of 1/4 inch may require the use of pre-placed aggregate to dissipate heat generated during the cure process. Do not add solvents or otherwise thin this material.

PACKAGING & COLOR SELECTION: Standard package sizes of Part A + Part B are 3, 15 and 150 gallon units. The standard color of the mixed components is dark purple. A clear amber color is available and may require minimum quantities and/or slightly higher cost.

SHELF LIFE: Three years minimum in unopened, original containers when stored between 60 and 90 °F in a dry place away from sunlight.

Remixing of components may be required upon long-term storage.

CHEMICAL RESISTANCE: KonTeK 111 LV-IR has excellent resistance to a wide range of commonly encountered chemicals including acids and bases, aircraft and automotive fluids, petroleum fuels, cutting oils, etc. It has limited resistance to hydrocarbon solvents. Performance is a function of the specific chemical and concentration, ambient and solution temperatures, exposure times and housekeeping procedures.

For information on specific chemicals and exposure conditions, contact a ConTech Group, Inc., technical representative.

SURFACE PREPARATION: Concrete surfaces may be dry, damp, wet or underwater, but must be sound and free of all bond-inhibiting substances. Prepare cracks by blowing clean with oil-free compressed air or by flushing clean with an appropriate cleansing solution as required to remove foreign substances and contaminants. Prepare exposed surfaces for bonding in accordance with ASTM D 4259, 'Standard Practice for Abrading Concrete,' or ACI 503R, Chapter 5, 'Preparing Surfaces for Epoxy Compound Application,' and ConTech Group, Inc.'s specific recommendations. Properly prepared concrete surfaces should have a minimum strength of 250 psi in direct tension.

Steel surfaces should be cleaned to 'white metal' according to SSPC

SP 5.

MIXI N G: KonTeK 111 LV-IR is a two-component adhesive specifically designed for use with KonTeK Systems automatic meter, mix and dispense application equipment. The resin to hardener (Part A: Part B) mix ratio is 2:1, by volume. The KonTeK System Guideline Specification includes provisions for routine periodic testing of the KonTeK System grouting equipment to determine that it is metering the components accurately and delivering thoroughly mixed material.

INSTALLATION OF THE TYFO® SCH-41 SYSTEM

DESIGN

The Tyfo® SCH-41 system is designed to meet specific project criteria dictated by the engineer of record and any relevant building codes and/or guidelines. The design shall be based on the allowable strain for each type of application and the design modulus of the material.

FyfeFRP LLC engineering staff may provide preliminary design, specification wording and application details based on the project requirements.

INSTALLATION

The Tyfo® system is to be installed by FyfeFRP LLC trained and certified applicators in accordance with the FyfeFRP LLC quality control manual, project specifications, and design requirements. Tyfo SCH-41 is differentiated from the similar Tyfo SCH-41-2X as it does not have a red thread at the edge of the roll.

SURFACE PREPARATION

The required surface preparation is dependent on the type of element being strengthened. In general, the surface must be clean, dry and free of protrusions or cavities to prevent voids behind the Tyfo® system. Column surfaces that will receive continuous wraps typically only require a clean, sound substrate. Discontinuous wrapping surfaces (walls, beams, slabs, etc.) require a minimum CSP-2 profile to prepare for bonding, achieved by light sandblast, grinding or other approved methods per ICRI 310.2R. Tyfo® Composite Anchors may be incorporated in the designs. FyfeFRP LLC engineering staff will provide the proper specifications and details based on project requirements.

MIXING TYFO® S EPOXY

For pre-measured units in 5-gallon containers, pour the contents of component B into the component A container. Mix thoroughly with a low speed mixer at 400 to 600 RPM until uniformly blended. Ensure epoxy is transferred between the A and B buckets. For 55-gallon drums, mix component A and component B per the appropriate weight or volumetric mix ratio. Resin may be heated to achieve desired viscosity (i.e. radiant heating, drum heaters, water bath). Mixed Tyfo® S Epoxy may be thickened by adding up to 7 percent by weight of fumed silica (such as Cab-o-sil TS-720) or approved filler such as HDPE fibers. DO NOT THIN. Solvents will prevent proper cure.

PROTECTIVE COATINGS

Apply a final coat of thickened Tyfo® S Epoxy to all fabric edges, including butt splice, termination points and jacket edges. Paint between 24 and 72 hours after final application of epoxy. If more than 72 hours after application, prepare the surface by light sandblast or hand sanding to lightly etch the surface. Please refer to FyfeFRP LLC’s NSF Listing for the NSF-61G listed application method (www.NSF.org).

LIMITATIONS

Recommended substrate temperature range is 50°F to 100°F (10°C to 38°C). All coating applications to be performed at a minimum of 5.4°F above the dew point.

Maintain conditions for the first 48 hours of cure.

Temperatures below 50°F will significantly increase the viscosity of the mixed product. Higher viscosity will reduce fabric penetration, introduce additional air into the system, and extend the cure times beyond 48 hours. DO NOT THIN. Solvents will prevent proper cure.

For overhead surfaces use up to 2.5 lbs. per kit or 6.7 percent by weight. Site conditions may affect the amount of fumed silica required to achieve desired thickness. Do not exceed 7 percent by weight.

Short Stuff by MiniFibers, Inc. can be used as an approved alternate to Cab-o-sil TS-720. Use up to 2.6 lbs. of the highly fibrillated HDPE per kit. Do not exceed 2.6 lbs. per kit.

APPLICATION

Tyfo® S Epoxy is applied to the Tyfo® fabric using a saturator machine or by approved manual saturation methods (trowel, roller, or similar).

Hand saturation is allowable, provided the epoxy is applied uniformly and meets the required fiber-to-epoxy ratio. Tyfo® S Epoxy is applied as a prime coat by brush or roller. Please refer to FyfeFRP LLC’s NSF Listing for the NSF 61-G listed application method (www.NSF.org).
