About this file

This is a Question and Answer document for Washington State Contract 24123 for Survey and Mapping Equipment and Supplies. The document addresses three key questions regarding the contract specifications and requirements for providing land, sea, and air equipment, along with associated software and supplies necessary for surveying and mapping operations.

The document clarifies that pricing can be updated up to twice per calendar year while maintaining the same MSRP percentage discounts throughout the contract term. Trade-in allowances are permitted under section 8.6 of Exhibit D, where contractors can take ownership of purchaser's equipment for an agreed-upon discounted amount. The document also addresses concerns about equipment specifications for Robotic Total Stations, GNSS Receivers, 3D Scanners, and Digital Levels, confirming that bidders can offer equivalent alternative solutions by providing written justification in the Written Response column of Exhibit B1.

Question #
Question
Response
Did this change the solicitation?
1.
Does pricing have to stay the same as the original bid?
No. Per Exhibit D – Cooperative Purchasing Agreement, Contractor may request, up to twice per calendar year, to alter goods on Exhibit B - Prices for Goods for any product updates or changes, if such changes fall within the scope of the Contract. MSRP % off discounts must remain unchanged during the term of the Contract.

No

2.
The 02918 contract allowed for trade-in discounts of existing or used equipment. Are trade in discounts allowed, and how will they be handled with this contract?
Per section 8.6 of Exhibit D – Cooperative Purchasing Agreement, Trade-ins are allowed under the 24123 Contract. Equipment trade-ins are defined as an agreed upon transaction between the Purchaser and Contractor, in which Contractor takes ownership of Purchaser’s owned equipment, often for a discounted amount. The Contractor must work with the Purchaser directly on trade-in equipment. The trade-in process must include an individualized assessment of the item to be exchanged and coordinating a return process with the Contractor.
Yes
3.
In Exhibit B1 – Required Specifications, the specification listed in the “Required specifications” for the Robotic Total Stations, GNSS Receivers, 3D Scanners and Digital Levels are specifically written to meet the specifications of one manufacturer. How would we go forward with our bid as it pertains to [bidder’s] Portfolio?
Per Exhibit B1 - Required Specifications, if Bidder can offer an equivalent alternative solution to what a certain specification states, or if Bidder only partially can meet the stated specification, Bidder must provide a written response that addresses how Bidder meets that specification in the Written Response column. If Bidder’s proposed alternative or partial solution (if applicable) is determined to be insufficient, the bid will be deemed to be nonresponsive, and Bidder will be disqualified from further consideration.
No
