About this file
This document is a questions and answers (Q&A) from an Invitation to Bid (ITB) for the Control Room Renovations project at three youth correctional facilities in Oregon: Eastern Oregon Youth Correctional Facility, Oak Creek Youth Correctional Facility, and Rogue Valley Youth Correctional Facility. The ITB seeks to establish a contract to update the control rooms at these facilities, which are located in Harney, Josephine, and Linn Counties. The Q&A addresses questions related to the specification of horizontal blinds for holding cell windows, the inclusion of monitor mounts with the OFCI monitors, and the extent to which existing raised access floor pedestals and components can be reused.
The contract opportunity does not provide detailed pricing terms, set asides, or funding information. The document indicates the state and local jurisdictions involved, which include the state of Oregon and the cities of Albany and Grants Pass. No additional salient information is provided regarding the incumbent, current environment, or other key details.

Questions & Answers
Dated: 06/25/2024
The following questions were received prior to the deadline listed in the Invitation to Bid (ITB). The questions were submitted timely and the answers to those questions appear below.
Q1. Can you please provide a spec for the horizontal blinds for the holding cell windows?
A1. We did not specify any blinds in our initial proposal. For the cell windows, we recommend simple manual venetian blinds manually operated, because one-way film doesn’t work well due to the dark-to-light transmission. The blinds will be color-matched to the walls.
Q2. The 4ea monitors that are OFCI per the New Equipment Legend, Tag E04 also call for mounts. Are the mounts OFCI, too?
A2. Correct, monitors and mounts for monitors are to be encompassed as all-in-one OFCI.
Q3. The demo drawings say to “Demo raised access floor panels, see new scope for reuse of existing pedestals/components where possible”. I don’t see directions though on the floor plan unless I’m missing it. What extent can we reuse pedestals & floor panels/tiles?
A3. New floor finish on raised access floor system. Refurbish existing tiles if available. If we are not able to refurbish, we need to provide new tiles. Existing pedestal to remain.
