About this file

This document is a business case for the Matrix Access System Upgrade prepared by the CVG Airport Authority for a comprehensive security system modernization project. The project aims to replace legacy access control system components dating back to the 1990s, including upgrading outdated panels, replacing copper line data transmission with network drops, and switching from magstripe to more secure iClass/magstripe combo card readers throughout the airport. The project schedule indicates appropriations will occur in 2024 Q4, solicitation in 2025 Q1, award and notice to proceed in 2025 Q2, with project completion and closeout targeted for 2026 Q2-Q3.

The total project cost is estimated at $604,114, with major cost categories including $493,114 for construction/installation, $50,000 for CVG provided data pulls, $50,000 for contingency, $10,000 for force labor, and $1,000 for miscellaneous expenses. The project will be funded through CAPEX and is justified by the current system's vulnerability to failures, limited documentation, and outdated security technologies. The primary business objectives are to upgrade the Matrix access system hardware to meet current security access standards, increase reliability, and align with industry best practices. The recommended approach involves engaging with the Matrix provider to obtain upgraded control boards and access points, and comprehensively documenting the system configuration for future troubleshooting.

Matrix Access System Upgrade

Current Situation/Background Information

The current system consist of several legacy (dating back to 1990's install) panels containing various components such as remote control modules, alarm cards, control boards etc. All panels currently rely on copper lines (outdated technology) for data instead of fiber and network drops.

Additionally, we currently have magstripe card readers at the majority of gates and doors throughout the entire airport, which are outdated and use badges that are easily duplicated, thereby potentially putting us at risk for security breaches.

The older technology in our panels is leading to more widespread (instead of isolated) outages in the system that affect widespread areas resulting in negative impacts to normal operations. There is little documentation/as-built drawings on the actual installation of the current system, which hinders troubleshooting efforts by our technicians and increases outage time.

Project Definition

Project Information: Upgrade the Matrix access control system hardware by

• Replacing outdated components within all panels throughout the system

• Providing network drops at all locations that currently rely on copper lines for data

• Replace all magstripe card readers with more secure iclass/magstripe combo card readers

The business objectives: Upgrade our Matrix access system hardware to meet current security access standards, increase reliability and align with best practices.

Project Justification: The current system is prone to failure, is not easily restored to service in an outage, and requires a high-level of contingency support during outages due to the large amount of the system that becomes non-functional during an outage. The current hardware also only allows for swipe card technology which is below industry standard for security best practices.

Project Approach

Engage with our Matrix provider to provide us with upgraded control boards and access points. Document the system configuration for future troubleshooting.

Alternatives

Continue to replace boards and access devices as they fail leaving the airport vulnerable to long duration access control outages.

Continue to use swipe badge technology leaving the airport more vulnerable to security breaches.

Recommendation

Replace all outdated control boards and update all access control devices to be iClass/biometric capable.
