About this file

This is a Pre-Bid Walk-Through Attendee List for the Chiloquin Fitness Center Expansion Project (RFP-KTHFS-2026-003) managed by Klamath Tribal Health and Family Services (KTHFS) in Oregon. The project involves general contracting services for a 19,975 square foot addition to an existing fitness center in Chiloquin, expanding the total building area to approximately 35,471 square feet. The addition will include fitness studios, workout areas, wellness services, locker rooms, restrooms, administrative offices, a community room, teaching kitchen, wellness center, and smoothie bar. The mandatory pre-bid walkthrough occurred on September 22, 2026, at 1:00 p.m. at 320 S. Chiloquin Boulevard, with bids due October 8, 2026. The construction project is classified as Type V-B with a 493-person occupant load and is expected to complete within seven to eight months from contract execution, with a maximum contract term of one year. Twenty companies and twenty-one participants attended the pre-bid walkthrough, representing contractors specializing in general construction, electrical, mechanical, flooring, insulation, and equipment services.

The project requires contractors to be licensed with the Oregon Construction Contractors Board and comply with Davis-Bacon prevailing wage requirements and Tribal Employment Rights Ordinance (TERO) provisions, including TERO Contractor Certification and a two-percent TERO fee of the total contract amount. General liability insurance of one million dollars per claim and three million dollars aggregate is required, with the Tribes named as additional insured. Evaluation criteria include cost (20 points), meeting specifications (30 points), general contracting experience (20 points), medical facility construction experience (10 points), and local presence (20 points), with up to 15 bonus points available for Indian-owned businesses, businesses training or employing American Indians, or woman-owned or minority-owned businesses. All design documents including architectural, structural, mechanical, electrical, and plumbing plans are provided, and construction must comply with 2025 Oregon Structural, Mechanical, and Fire Codes, 2023 Oregon Electrical and Plumbing Codes, and 2024 Oregon Energy Efficiency standards incorporating ASHRAE 90.1 (2022) energy compliance requirements.
