Palm Harbor Recreation Center Construction Project - Technical Specifications Summary
This document comprises comprehensive technical specifications for the construction of a 28,000 square foot recreation center in Palm Harbor, Florida, prepared by Pinellas County's Construction Services Department in partnership with design consultant Wannemacher Jensen Architects. The project encompasses detailed construction standards across multiple divisions including general conditions, plumbing, fire protection, HVAC systems, electrical infrastructure, and building finishes. The specifications detail requirements for all mechanical systems including chilled water systems, variable frequency drives, direct digital controls, ductwork installations, terminal units, air distribution devices, and centrifugal fans. The project incorporates extensive piping systems for domestic water, sanitary waste, storm drainage, refrigerant lines, and HVAC applications, with specifications for materials including copper tubing, PVC piping, stainless steel components, and galvanized steel ductwork. The contract term is 425 consecutive calendar days from the Notice to Proceed, with a non-mandatory pre-bid site visit scheduled for October 29, 2025, Step 1 bid submission deadline of November 11, 2025, and Step 2 deadline of November 20, 2025. Liquidated damages are assessed at $487.07 per calendar day for project delays.
The specifications require compliance with numerous industry standards including ASHRAE, NFPA, SMACNA, AMCA, and UL certifications for all equipment and systems. The project mandates a 15% Small Business Enterprise (SBE) participation goal for subcontractors and requires comprehensive documentation including shop drawings, coordination drawings, performance certifications, and manufacturer warranties. Bidders must demonstrate AHRI certification compliance for chillers, AMCA certification for fans, and proper seismic qualification for all equipment. The specifications establish performance requirements for noise control (NC35 maximum in occupied spaces), energy efficiency standards per ASHRAE/IES 90.1, and include detailed requirements for testing, balancing, and commissioning of all systems. Insurance and bonding requirements are specified, with contractors required to provide bonding letters indicating maximum bonding capacity. The project incorporates dual functionality as both a recreational facility and an emergency hurricane shelter designed to American Red Cross standards, necessitating specialized design considerations for structural resilience and operational flexibility in mechanical and electrical systems.
