About this file

This is a Payment Bond form required by the City of Carmel, Indiana, for the 2027 Rock Salt for Drinking Water Softening contract. The successful bidder must submit a payment bond using this approved form or an equivalent document containing the same material conditions. The bond must be executed after the contract date and, if the contractor is a partnership, all partners must execute the bond. The surety company must appear on the U.S. Treasury Department's current list of "Surety Companies Acceptable on Federal Bonds" (Circular 570, as amended) and be authorized to conduct business in Indiana. Sealed bids for approximately 8,000 tons of coarse southern United States rock salt meeting AWWA specification B200-22 and NSF60 compliance standards will be received through the City's e-Procurement Portal until 8:00 am on Wednesday, August 19, 2026.

The payment bond guarantees that the contractor will promptly pay all amounts due to subcontractors, material suppliers, and other claimants providing labor, services, materials, and equipment for the work. The bond's penal sum is to be specified by the parties, with interest accruing at the maximum legal rate from the date of demand, plus any attorney fees and court costs incurred by the City to enforce the instrument. The surety waives notice of any changes, extensions of time, alterations, or additions to the contract terms and agrees that the bond remains in effect for one year after the City's final settlement with the contractor. No defect in contract proceedings or delays in the City's enforcement shall discharge the surety's obligation on the bond.
