About this file

This document contains pressure washing specifications for a Paint IDIQ contract at Maxwell Air Force Base (AFB).

The contractor shall provide all management, personnel, equipment, tools, materials, vehicles, fuel, supervision, and services necessary to perform pressure wash cleaning at Maxwell AFB as needed per Task Order. All pressure washing must be conducted with water only, unless cleaning solutions are required for areas where water alone is ineffective. Cleaning solutions require prior approval and direct supervision from the Civil Engineering Environmental Department. Approved solutions are limited to Topsall #30, Enviro-Klean, or Simple Green Oxy Solve Total Outdoor Cleaner—all of which must be eco-friendly and on the EPA's Safe Products List. When cleaning solutions are used, all solutions and rinse water must be captured and prevented from entering ground or storm water systems through implementation of Best Management Practices (BMPs), including placement of storm water drain covers, berms, barriers, plugs, and dikes. Cleaning solutions shall be applied only with a bucket and stiff bristled brush on identified, approved difficult areas. Pressure washing equipment must be PSI-calibrated to prevent surface damage and comply with all federal, state, and local laws and regulations. Exterior cleaning requirements include achieving uniform, clean appearances on door frames, windowpanes, awnings, fixtures, and exterior walls without dirt, mildew, bugs, grime, pollutants, debris, or detergent residue. The contractor must protect surrounding areas (vehicles, sidewalks, landscaping) from over wash—defined as backsplash of particulates and cleaning agents—through cordoning and tarping. Prior to any structure cleaning, the contractor must conduct a pre-work assessment inspection identifying surfaces at risk for damage, present a cleaning strategy for each surface with associated costs, and submit the assessment to the Government within five days of the scheduled work date.

PRESSURE WASHING SPECIFICATIONS

SECTION 1.0 – DESCRIPTION

The contractor shall provide all management, personnel, equipment, tools, material, vehicles and fuel, supervision, and services necessary to perform pressure wash cleaning at Maxwell Air Force Base (AFB) as needed per Task Order (TO). All pressure washing is to be conducted with water only. Cleaning solutions may be used only on areas where water only is not working and only with the approval and under the direct supervision of the Civil Engineering Environmental Department. The contractor shall submit specifications for the equipment and applicable Safety Data Sheets for cleaning solutions that they plan to use. All cleaning solutions used must be eco-friendly and be on the EPA’s Safe Products List. Maxwell Air Force Base allows the following cleaning solutions: Topsall #30, Enviro-Klean, or Simple Green Oxy Solve Total Outdoor Cleaner. If cleaning solutions are used, all solutions, including rinse water, must be captured and not allowed to enter ground or storm water systems. BMPs must be enforced to ensure that none of the runoff off enters the storm water system. Storm water drain covers, berms, barriers, plugs, and/or dikes must be placed over the drain openings to catch all runoff. Cleaner shall be applied using a bucket with the solution and stiff bristled brush and only on identified and approved difficult areas. No work using any cleaners shall begin without the Environmental Department’s approval and cleaners can only be used under the environmental department’s direct supervision, per MDEQ requirement.

Pound-force per square inch (PSI) calibrated equipment used shall be calibrated in such a way as to not damage surfaces being cleaned. Pressure washing shall be accomplished in accordance with all federal, state, local laws and regulations, and commercial standards as defined in this document.

1.1. Exterior Cleaning:

1.1.1. Door Frames: All doorframes, windowpanes and frames, awnings, and fixtures shall be cleaned in a manner that achieves a uniform and clean appearance without dirt, mildew, bugs, grime, pollutants, debris, or evidence of detergent residue after cleaning is accomplished.

1.1.2. Exterior Walls or Facades: All exterior walls shall be cleaned in a manner that achieves a uniform and clean appearance without dirt, mildew, bugs, grime, pollutants, debris, or evidence of detergent residue after cleaning is accomplished.

1.1.3. Over wash: Defined as the back splash of particulates, to include cleaning agents and surface residue, produced in the Pressure washing process. The contractor shall protect items around the effected cleaning area through various methods such as cordoning off the area and laying down tarps. The desire is to leave the area around the surface(s) cleaned undamaged with a neat, clean, and professional looking appearance. This would include vehicles, sidewalks, landscaping, etc.
