About this file

This document is a Site Visit Request for Information (RFI) Questions and Answers for a Painting IDIQ 2026 contract and Building 1017 Paint Exterior Task Order at Maxwell Air Force Base.

The solicitation involves an Indefinite Delivery/Indefinite Quantity (IDIQ) painting contract with an initial task order for exterior painting of Building 1017. Key service requirements include exterior painting using elastomeric paint on the building structure, pressure washing of sidewalks and paving stone areas, caulking, painting of exterior lighting posts, metal railing painting, plaster/concrete wall repairs prior to painting, and louver repainting. The contractor is responsible for obtaining field measurements and quantities. Coating selection for metal items such as railings and hardware should use latex or oil-based paint if previously painted with oil-based paint; otherwise direct-to-metal paint is required. Excluded items include downspouts, gutters, anodized items, and stair treads. The IDIQ contract and initial task order will be awarded sequentially, with source selection based exclusively on CLIN 0001 pricing for the seed project. Past performance evaluation requires a minimum of 12 months of documented performance within the preceding three years, with additional minimum durations (75, 90, or 120 days) applicable based on relevancy ratings (Somewhat Relevant, Relevant, or Very Relevant). Offerors may submit up to three past-performance references and ongoing contracts are acceptable if they meet the 12-month requirement. For very relevant ratings, actual lead-based paint removal experience is required. A Letter of Bonding Capacity from a surety company must be submitted with proposals, with performance and payment bonds required only when specified for individual task orders. Attachment 9 Task Order AF Form 3052 applies specifically to the initial task order, while the Paint IDIQ AF Form 3052 serves as a cost breakdown for future task orders throughout the contract life.

Numbe r Question Answer

Please confirm the complete pricing submission required for the initial task order/seed project, including whether offerors must submit AF Form 3052, a detailed cost breakdown, bid schedule, or any other supporting pricing documentation in addition to the completed Section B and SF 1442/SF 30.

Please follow the instructions as stated in Section L and M of the solicitation.

Please confirm whether the IDIQ contract and the initial task order will be awarded simultaneously and whether the Total Evaluated Price used for source selection consists exclusively of the CLIN 0001 price for the initial task order. Please also confirm whether any other IDIQ pricing, unit-price schedule, coefficient, discount, or estimated quantity will be evaluated.

They will be awarded one after the other. The total evaluated price for CLIN 0001 is exclusively that of the initial task order/seed project.

Sections L and M state that recent past performance must include at least twelve months of documented performance during the preceding three-year period. However, Table 3 establishes minimum performance durations of 75, 90, and 120 days for the Somewhat Relevant, Relevant, and Very Relevant ratings. Please clarify whether each submitted contract must include at least twelve months of documented performance or whether contracts meeting the applicable 75-, 90-, or 120-day duration thresholds are eligible for consideration.

There must be at least 12 months of performance within the last 3 years.

In addition to the 12 months, the minimum performance durations for Somewhat Relevant, Relevant, and Very Relevant ratings apply.

The text in Table 3, Past Performance Relevancy Ratings, is truncated along the right side of the page. As a result, the complete list of the five required scope elements and portions of the rating definitions are not visible. Please issue a corrected version of Table 3 that identifies all required scope elements and provides the complete definitions for each relevancy rating. This is not merely difficult to read; the actual uploaded PDF cuts off the language. Table 3 is attached for clarity

Section L instructs offerors to submit information for no more than three recent contracts; however, the PPQ instructions refer to each of the three submitted contracts. Please confirm whether offerors are required to submit exactly three past-performance references or may submit fewer than three without being considered incomplete or adversely evaluated. Please follow the instructions as stated in Section L of the solicitation.
