1.0 Executive SummarY

SCA Environmental, Inc. (SCA) conducted apafüalpre-renovation hazardous materials survey for lead-based paints, asbestos-containing construction materials, and associated environmental hazards at the Alcatraz Cellhouse Citadel

Level at Golden Gate National Recreational Area i¡ San Francisco, CA (hereafter referred to as "the Building") on

Tuesday, November 16, 2010.

Prior to any renovations or demolition, the National Emission Standard for Hazardous Air Pollutants (NESHAP) mandated by the Envi¡onmental Protection Agency (EPA) and locally enforced by the Bay Area Air Quality Management District (BAAQMD) require that buildings be inspected for asbestos-containing materials (ACM) and materials subject to damage or which will be made friable, be removed.

Sampling by SCA in November 2010 found the following ACM:

. None identif,red at the Citadel Level.

Sampling by Cal Inc. in November 2002 simila¡ly found all tested substrates in the Citadel to be non-4sbestos (see

Attachment 6): -

"Ttaee" asbestos-containing materials (>0.1% and<lo/o asbestos byweight) sampled by SCA include:

. None identified for the Citadel Level.

Non-asbestos materials sampled and documented by SCA i¡clude:

. Gray mortars at Citadel brick construction [SCA Sample I.D. CIT-MORTAR-101-1 thru 3].

. Red brick at Citadel partially painted [SCA Sample I.D. CIT-BRICK-102-1 thru 3].

. Wall plasters at interior cells on masonry walls at Citadel Level [SCA Sample I.D. CIT-WLPL-103-1 thru 3 and Cal Inc. Sample I.D. 01 thru 031.

. Concrete beams with brick aggregate and white surface paints ISCA Sample I.D. CIT-CONC-104-I thru 3 and Cal Inc. Sample I.D. 04 thru 061.

o Unpainted concrete and brick floors throughout Citadel areas fSample I.D. CONC-]N\T].

Lead-based paints (LBP), as defined by U.S. Deparbnent of Housing and Urban Development (HUD), were identifred in the building, including but not necessarily limited to the following:

o Blue and green paints at interior cell door frames on the Citadel Level [GR-03-1 8.BL-04-I & 2 with >5.0 mflcn2l.

. White pai:rts on fueplace bricks at interior cells at the Citadel Level ISCA Sample I.D' WH-01-6 with 1'2 mglcrll.2l.

¡ White paints on plaster wall across from the fireplace il interior cells at Citadel Level ISCA Sample I.D.

WH-01-7 with >5.0 m¡el cú1.

See Attachment2 for a suÍrmary of tested painted substrate ¡esults. Also included within the Summary Table are lead bulk sampling results compiled by Cal Inc. and RGA Envi¡onmental, Inc. :m2002 and2003, respectively'

Most other tested paints and ceramic ftle glazng have a lead content below the HIID def,rnition for LBPs' All site paints shall be treaied as having a lead content greater than 600 ppm requiring demolition dust controls and personal protective procedures in compliance with CaVOSIIA's Construction Lead Standard, 8 CCR 1532'l-

In general, any interior and exterior paints found to be peeling and chipping will require stabilization or scraping prior to the proposed renovations or demolition. All intact painted substrates may be removed and disposed of as non-hazardous 'ffaste.

Alcatraz'Cellhouse Citadel Level, Golden Gate National Recreational Area, San Francisco, CA

,"0" , In addition to the XRF sampling, SCA collected bulk samples of the brick and concrete with brick aggregate substrates to verifu the potential lead content ofthe masonry. Both samples found negligible lead concentrations at

1.6 and 8.3 ppm, respectivelY.

Soil samples were collected using a hand trowel at the south and east facades to determine the potential level of contamjnation of exposed soils immediately under loose and peeling exterior paints. Both samples were analyzed fot total lead by EpA Method SV/ 6010, which is perforrred using inductively coupled plasma atomic emission

,p""t o."opy. All samples were analyzed by McCampbell Analytical Inc.'s California Department of Public Health

E^nvironmentalLabor{tory Accreditation Program (ElAP)-accredited laboratory (ELAP #1644). Reporting limits for lead in soil for EPA Method SW 6010 is 5 mg/kg (5 ppm).

Surface soils were fo¿nd to have a total threshold lead concentration of 3,100 and 830 ppm, respectively' The eastern garden sample has an elevated lead concentration exceeding the CallEPA Tttle 22 standards, classifiing it as a hazardous waste. Both samples were above the EPA and HUD standard of 400 ppm for children play areas, indicating that some remediation of drip line soils will be necessary'

2.0 Introduction

This report suÍìmarizes the results of the fulI demolition hazardous materials survey conducted Ncabraz Cellhouse at

Golden Gate National Recreational Area in San Francisco, CA (hereafter referred to as "the Building") on June 1, 2010. The pu{pose of the survey was to determine the presence of regulated and./or potentially bazardous building materials inìtre Uuit¿ing, which is slated for demolition. Materials addressed in the survey include:

o Asbestos-containingmaterials(ACM);

. Lead-based paints (LBP);

. Lead content inbrick and concrete withbrick aggregate substrates;

o Lead content at exterior drip line at soils; and

. Other environmentalhazards as noted.

Individuals involved in the s¡rvey, and their technical certifications, i¡clude:

. CaliforniaEnvironmentalLaboratory Accreditation Prosram (ËLAP #1644).

pre-renovation lead-based paint and representative soil and wipe sampling were conducted at the Citadel site and throughout the majority of the cellblo ck n 2002 by Cal Inc. Sampling n 2002 showed a high concentration of lead o., -ãoy of the painteá wa[s and paint chips at the based on the walls throughout the Citadel. Partial stabilization and remediation has occurred within the Citadel to remediate surface lead concentrations previously measured at 510 to 4,000 pglSF in Nove mbet 2002 [Cal Inc. Sample I'D. C-4 úru C-8].

Despite the presence of elevated wipe samples and loose and peeling paints in 2002, aßborte lead concentrations were all found to be under the NAAQS standard of 1.5 pgl#, indicating that when left undisturbed, the presence of lead hazards poses minimal impact to infrequent occupants. Airborne lead concentrations in the Citadel and

3.0 MethodologY

3.1 Asbestos Containinq Materials

Asbestos sampling was performed in a fastrion designed to minimize exposure of the surveyor.or others to airborne asbestos frbers. Sãmples were typically removed from the substrate utilizng a knife or hollow drill bit bored through a wet sponge; the ìample mâierial was then placed into an airtight plastic vial. The vial's exterior was decontaminated with u -át ,porrg", and a unique sample I.D. written on the vial. The vial was then stored in a plastic bag. Sample substrates were patihed with a high-temperatur€ caulking compound, where required.

Samples of suspect materials were collected using triplicate sampling procedures. Under these procedures, the hrst ru*it" is analyzed. If it tests positive for asbestos (>lyo), the anaþis is suspended for further samples of that matårial. If the f1¡st sample tests only trace positive (between 0.I to 7%o), or negalive, then the second and thi¡d samples arc analyzed sequentjally, in order to deterrnine the possible presence of asbestos. If all three samples test

'r"gåti,u., the matenal is óonsiderèd as non-asbestos. If one or more samples test "trace" positive (<Io/o), the material is considered to be trace positive. If one or more samples are positive for asbestos, the material is considered positive.

Certain materials, such as plasters and gypboard or sheetrock syst€ms, are frequently non-homogeneous in content.

For such materials, multipie samples were gathered at various points in the buitding, with all samples analyzed to determine the possible presence of asbestos'

All asbestos samples collected were submitted to ATEM for analysis by polarized light microscopy with dispersion staining (DS/?LM). The Bay Area Ai¡ Quality Management District's (BAAQMD), the Federal Environmental protectloà Agenc/s (EpA), and California Environmental Protection Agency's (CaVEPA) regulations all specify the

DSIPLM method.

3.2 Lead-Based Paints

Construction records or drawings concerning paints in the buildings were not available. Paint samples from different exterior surfaces were analyzel ín-situ to identify the presence and extent of lead-containing paints. This included samples from exterior frnishes tlroughout the building. Samples werc analyzed using a Niton XL-700 X-Ray

Fluorescence Q(RF) spectrum analyzér. The XRF analyzer can measure lead contents of several layers of paint without disturbing tie surfaces, thus giving immediate feedback on lead çontents of paint without destructive testing.

The XRF is sensitive to 0.1 milligrams per square centimeter (mg/cm2) of lead, or well below HUD guideline levels of 1 .0 mglcm2 of lead in paints.

XRF analysis data are reported as L-shell values. The L-shell value is the lower energy fluorescence showing the level of fhe surface layàr that is readily disturbed and potentially made airborne, thereby posing a potential constructi on h ealth hazar d.

please note that although LBP were defined against the HUD standard, CaVOSHA's Construction Lead Standard, 8

CCR 1532.1, applies to alt paints with any measured lead content, requiring dust control measures to reduce ai¡bome and ingestion lead dust hazards.

3.3 Lead-Contaminated Soils & Bulk Anabtses

Soil samples were collected using a hand trowel at the south and east facades to deterrnine the potential level of contamination of exposed soils immediately under loose and peeling exterior paints. Both samples were analyzed for total lead by EpA Method SV/ 6010, which is performed using inductively coupled plasma atomic emission spectroscopy. A1l samples were analyzed by McCampbell Analytical Inc.'s California Department of Public Health

ÉnvironmentalLaboratory Accreditation Program (ElAP)-accredited laboratory (ELAP #1644)' Reporting limits for lead in soil for EPA Method SW 6010 is 5 mg/kg (5 ppm).

4.0 Applicable Standards

4.1 Asbestos-ConJq!.n!.nLlu[si[9Llglt

ACM is defined by EPA regulations as those substances containing greater than l%o asbestos. The BAAQMD and the CallqpAprovide local enforcement of these regulations. Friable ACM with greater than l%o asbestos needs to be disposed of as asbestos waste.

prior to demolition of a building, the BAAQMD requires abatement of Regulated Asbestos Containing Materials

RACM þractically, this means all friable and non-friable ACM).

RACM is defhed as (a) Friable - the material can be crumbled, pulverized o¡ reduced to powder by hand pressure,

(b) Category 1 that are subjected to sanding, grinding, cutting or abrasion, (c) Category I materials that becomes friable during demolition or renovation activities, or (d) Category II materials that become friable during demolition or renovatioû activities.

Federal Occupational Safety and Health Administratiòns (OSHA) regulations, locally enforced by CAL/OSHA, defines ACNI as substances that contain greater Ihan I%o asbestos. CaVOSHA also mandates special training, medical exams, personal protective equipment and record keeping for employees working with ACM. If a material contains less than 1% asbèstos but more than 0.1%o asbestos, the material may be disposed of as non-ACM, but the

CaVOSHA requirements would still have to be followed regarding workers'protection and Contractor licensing'

"Trace" materials are currentþ regulated in Califonria and require the following:

r Removal using wet methods;

. Prohibition of removal using abrasive saws or methods which would aerosolize the material;

o Prompt clean-up of the impactedzone,using HEPA-filtered vacuums, as applicable;

o Employer registration by CaVOSHA for removal quantities exceeding 100 sq. ft. per year; and r CaVOSIIA Carcinogen Registration by the Demolition or Abatement Contractor impacting such materials.

4 2 Lead-Based Pqints

Since elemental lead is a suspect carcinogen and known teratogen and neurotoxic in high doses, lead-containing materials need to be identified prior'to the on-set of demolition activities. Using combinations of engineering controls and personal protective equipment, lead-containing materials can be remediated safely, Several sources of applicable standards are listed as follows:

Alcatraz ôellhouse Citadel Level, Golden Gate NatioÀal Recreational Area, San Francisco' CA

l. Occupational Exposure: Lead exposures in th€ worlqplace are regulated by CaVOSHA, which has certain regulatory requirements foì identi$ring and controlling potential iead exposures. Currentþ applicable regulâtions for the construction industry have been adopted by CaVOSHA (8 CCR

I'5i21) f¡om the Federal OSH+ regulations. The current OSHA 8-hour Permissible Exposure rcvel (rnt) for lead is 50 pglm3'

2, Lead Waste: The regulatory standards disposal inconsistent, and continually fluctuating, to consistent whether the trend is for a more or less c A myria regulatory standards exist characteizng land use planning objectives and hazardous waste disposal requirements.

In Califomia, effective from January I, lggg to July l,2006,1oose and peeling LBP or other wastes require characterization and testing for leachability, following the standards noted below:

a. If the Total Th¡eshold Level Concentration (TTLC) is <50 ppm, it is considered non-

RCRA, non-hazardous waste since it is impossible to exceed the WET test limit of 5 mgll using the 10 to I ratio.

b. If the TTLC is <350 ppm and the WET test is <5 mgll then the waste has low leachability and is classif,red non-RCRA non-hazardous wast€'

c. If the TTLC is >350 ppm and the WET test is <5 mgll then if agan has low leachability and is classif,red as non-RCRA, non-hazardous waste'

d. If the TTLC is >350 ppm and the V/ET test results are >5 mgll, then the TCLP must be run. Then if the TCLÞls >5 mg/l the waste must be stabilized and if <5-mg/l stabilization is not required. Whether stabilized or not, both conditions are classified as RCRA hazardous waste.

The 350 ppm limit under Health & Safety Code $25157.8 sunset on July 1,2006 and reverted to the previous 1,000 ppm TTLC limit identihed under Title 22 ç6626L34' Nevertheless, SCA recommends mainta^ining the 350 ppm standard for waste characteizalion purposes as the likelihood of this level being reestablished is high' please note that in the above scenario, loose and peeling paints are treated as a separate waste stream; whereas, intact paints may be combined for disposal purposes and classified as

.architectural *urt".' This has allowed for disposal of painted concrete in a Class 3 landfill for many years without limitations. In essence, the total weight of the paint versus the weight of a concrete substrate for intact paints is negligible. One must keep in mind that because of the heterogeneity of typical waste streams, some subsamples or components of that_waste steam may e*"""1h*urdousÇaste thresholds if subsamples or components are small enough. To account for this heterogeneity, waste classification decisions are normally made by DTSC for the 'average' properties of an identified waste stream.

The EpA in 1998 passed a ¡ule which suspended temporarily the applicability of the Resource

Conservarion and Recovery Act (RCRA) Toxicity Characteristic (TC) Rule (40 CFR 267.24) to debris generated during leãd-based paint (LBP) abatement projects conducted at tatget housing;

deleading projects conà'ucted at public or commerciat buildings; and renovation or remodeling and demolition activities attargethousing, public buildings, or coÍrmercial buildings. Instead of being subject to the TC Rule, LÈP debris rèsulting from the above-mentioned activities would be subject to ihe management and disposal standards being proposed today under Title IV of the Toxic

Substances Control Act (TSòA). The EPA proposed this temporary suspension of the TC rule in accordance with RCRA sections 1006(bX1) and 2002 to avoid duplication and inconsistent regulation of LBP debris and to allow the Agency sufficient time to assess whether any RCRA re[uirements, in addition to TSCA Title IV requirements, are necessary to assure proper management and disposal of such debris.

In 1998, the Califomia Department of Toxic Substance Control (DTSC) also reclassified lead construction debris waste from RCRA to TSCA. At that time DTSC retracted their earlier

DTSC further went oo to "ã"o*uge recycling and reuse of waste materials as much as possible'

The Fort Ord operations did, however, occur on federal lands and to that extent they were not necessarily bound to state regulations.

(T'SCA) require any Contractor or Maintenance Personnel disturbing more than 6 sq. ft' of interior ò, ZO sq. ft. of exterior lead-based paints (LBPs) in pre-1978 housing or chìld-occupied facilities to qompleie EpA-accreditetl training or 4-b¡. EPA-accredited refresher training, as applicable, for iead^safe work practices. Persons performing renovations, repairs andlor painting projects in target housing or chilà-occupied facilitiés must provide "Renovate fught" brochures to the Owners and o""opuï, after Decemb er 22, 2008. Window replacements are subject to the standards, These standards prohibit certain dangerous work practices, such as open flame burning or torching of lead-based paints. Required work practices include posting of wanrin-g signs, restricting occupants from work areas, contãining work areas to prevent dust and debris from spreading, conducting a thorough cleanup and veriffing that the cleanup is effective. Additional rules and information are available at www.epa.sov/1ead, "Certified Renovators" shall perform the following tasks:

o perfo.rq or direct uncertif,red workers perforrning regulated renovation activities;

o Provide training to uncertified workers on lead safe work practices;

o Be on-site during key stages of the renovation and otherwise be available on-site or by telephone at other times;

. Use an acceptable lead test kit to determine whethe¡ lead-based paints are present in an aflected area.

Firrns may apply for ce¡tification beginning in October 2009 and must be certified by April

2010.

San Francisco Exterior Lead-Based Paint Ordinance: The San Francisco Building Department requires tenant and neighborhood notifications and dust control procedures for impacts to interior or exterior HUD-defrnãd and presumed LBPs exceeding 100 sq. ft. This ordinance also prohibits power washing as an abatement method.

5.0 Results and Conclusions

5.1 Asbestos

A total of l2 bulk samples of suspect ACM were collected with 36 materials analyzed considering the multiple layers and serial analyses foi some maierials. The detailed results are shown in the Laboratory Report in Attachment 1'

Sample locations are shown on the drawings included ¿5 {¡¡¿çhment 5'

Sampling by SCA in November 2010 found the following ACM:

. None identifred at the Citadel Level.

sampling by cal Inc. in November 2002 similarþ found all tested substrates in the citadel to be non-asbestos (see

Attacbment 6).

"TÍaee" asbestos-containing materials (>0.1% and<lo/o asbestos by weight) sampled by SCA include:

o None identified at the Citadel Level'

5.2 Non-AsbestosMaterials(non-ACMI

Non-asbestos materials sampled by SCA irclude:

. Gray mortars at Citadel brick construction ISCA Sample LD. CIT-MORTAR-101-1 thru 3].

. Red brick at Citadel partiallypainted [SCA Sample I.D. CIT-BRICK-102-1 thru 3]'

. Wall plasters at interior cells on masonry walls at Citadel Level ISCA Sample I.D. CIT-WLPL-103-1 thru 3 and Cal Inc. SamPle I'D. 01 thru 031.

. Concrete beams with brick aggregate and white surface paints ISCA Sample I.D. CIT-CONC-104-1 thru 3 and Cal Inc. Sample I.D. 04 thru 061.

¡ Unpainted concrete and brick floors throughout Citadel areas [Sample I'D. CONC-NNNI.

t 3 Lead-Based Paints

Lead-based paints (LBP), as defured by U.S. Departnnent of Housing and Urban Development (HUD), were identifred at the site, including but not necessarily limited to the following:

o Blue and green paints at interior cell door frames on the Citadel Lovel [GR-03-1 &,BL-04-1& 2 with >5'0 mglcrn2).

. White paints on fireplace bricks at interior celis at the Citadel Level [SCA Sample I.D. WH-01-6 with 1'2 m/cm2l.

o White pdints on plaster wall across from the fireplace in interior cells at Citadel Level ISCA Sample I'D'

WH-O I -7 with >5.0 mgl cm2\

See Attachment 2 for a summary of tested painted substrate results. Also included within the Summary Table are lead bulk sampling results compiied by Cal Inc. and RGA Envi¡onrnental, Inc. t1'2002 and 2003, respectively'

Few site paints were found to be below the HUD LBP criteria, although s are required trrorghoot the demolition of painted elements to comply with the cavosHA R 1532'1' All site p-aints shall be treated as having a lead conteni greater than 600 ppm procedures in compliance with 8 CCR 1532.1.

Loose and peeling paints should be removed under controlled procedures prior to any demolition of the structure.

ñorr. of tn. uppi*i*ute regulations require removal of LBP prior to demolition or renovation if the paints are s..rrr"ly adherËá to the sub'strates (i.e.,ion-flaking or non-peeling). Disposal of the demolition debris in this case

ÃÈatraz'ce¡tfiouse Citadel Level, Golden Gate Natioñal Recreational Area, sân Francisco, CA canb€hand1edaSnon-hazardouSandnon-RCItAwaSteaftertleloose"" as demolition practices do not compromise worker safety'

Conventional demolition techniques should be employed for all painted surfaces with the Contractor complying with applicable OSHA and CaVOSHA statutes regardirg:

o Worker a'lvareness training;

o Exposure monitoring, as needed;

. Medical examinations, including blood lead level testing; and o Establishing a written respiratory protection program.

5.4 Lead Contaminated Soils & Bulk Analvses

In addition to the )CRF sampling, SCA collected bulk samples of the brick and concrete with brick aggregate substrates to verifi the potential lãad content of the masonry. Both samples found negligible lead concentrations at

1.6 and 8.3 ppm, resPectivelY.

Surface soils were found to have a total threshold lead concentration of 3,100 and 830 ppm, respectively' The eastern garden sample has an elevated lead concentration exceeding the CaVEPA Title 22 standards, classiffing it as a hazardous waste. Both samples were above the EPA and HUD standard of 400 ppm for children play ateas, indicating that some remediation of drip line soils will be necessary'
