ALCATRAZ RODENT EXCLUSION PROGRAM
Alcatraz Island a unit of the National Park Service is not only a historical site; it is a wildlife sanctuary. It is the breeding grounds to a variety of seabirds. One of the most serious predators to these birds are rats, commensal rodents such as the Norway and Roof rat, have been known to decimate entire bird colonies.
To protect these nesting birds, commensal rodents must be kept off the island. The following are guidelines to prevent the introduction of these rodents to Alcatraz.
The Contractor shall provide the National Park Service with a plan detailing how the Contractor and his/her sub-contractors, vendors, barge and boat operators, and any other person or firm coming under the employ or direction of the Contractor, on how rodents will be prevented from being introduced to Alcatraz Island.
This plan shall follow all standards for Integrated Pest Management in national parks as outlined by NPS-
77. This guideline states that all uses of any pesticide (this includes rodenticides also known as rat baits) must be reviewed and approved in writing by the National Park Service before any of the pesticide is applied. This document also requires that all pesticide used be reported in writing to the National Park Service. The Contracting Officer or representative shall make available on request copies of this document.
The Contractor’s plan must outline how ships used for transit of materials to the work site will be rodent free before arriving at Alcatraz. The Contractor will also detail plans on what control methods will be used to protect island resources in case commensal rodents were able to gain ship access and have been introduced to the island.
The plan should cover in detail the following:
Censusing of rodent populations at wharf sites. Rodent populations should also be checked on board any and all vessels used for the construction project, including vessels used expressly for the purpose of delivering supplies or employees.
What type of control method (i.e. bait stations or traps) will be used around the wharf and on vessels to manage rodents.
Management tactics must also be described for docks, storage and construction sites on Alcatraz.
If rodent bait is used in this plan, it must be identified by brand name, formulation, and
Environmental Protection Agency (EPA) registration number. The plan must describe how the material will be submitted to the National Park Service and how the amount of material used will be tracked and recorded.
The plan will also describe when, by who and how often traps and bait stations will be checked for service and what will be done with any rodent carcasses discovered.
The Contractor shall be held responsible for any and all commensal rodents that are found on the Island.
If the Contractor is not successful at preventing the introduction of rodents to Alcatraz, the National Park Service will charge the contractor for all costs related to removing said rodents.
Contractor is responsible for ensuring that the use of any pesticides related to this project are done following NPS guidelines and California rules and regulations concerning pesticide use.
