A 149950 Solicitation P15PS01390 Questions and NPS Responses

No.

Date of

Question Question Response Response Issued

1 7/15/2015 Is there a project labor agreement? No. Davis Bacon Act wage determinations. 7/23/2015

2 7/15/2015 The NPS has a unilateral right to add options, wouldn’t that stretch the schedule?

When the base phase 2A is awarded, the NPS will elect to exercise the 2A options at that time. There are four options under this phase. The NPS may elect between zero to four of these options for this fiscal year 2015 award. The construction time period for the 2A base and any elected 2A options is 365 days.

During this 365 day construction period, NPS may elect to exercise the option of 2B base and any of the seven 2B options. If this option is exercised, the contract will be extended an additional 365 days from the contract completion date of phase 2A and 2A options.

Please Note: any 2A options not elected in fiscal year 2015, may be exercised in fiscal 2016.

7/23/2015

3 7/15/2015 Is there a limit where the government will exercise options and potentially jeopardize the schedule?

See above 7/23/2015

4 7/15/2015 Is there a registration for small businesses?

See SBA and the NACIS. We also accept self-certified small businesses in NACIS where small businesses have annual revenues under 33.5 million. A small business participation plan is required.

7/23/2015

5 7/15/2015 Do materials suppliers count as a small business?

Yes, if they are a direct sub-contractor. This is true for materials, services, etc.

Subcontractors to another subcontractor do not qualify.

7/23/2015

6 7/15/2015 How does the CP wiring run from the water table to the rectifier boxes on the roof? In conduit?

Refer to the parapet details in the construction documents. 7/23/2015

7 7/15/2015 Are there restrictions for night time work?

A. A contractor for a past projects started at 5am and performed loud impact work from 5-9. Refer to the noise requirements in the project specifications. A previous contractor chose to work at night.

7/23/2015

8 7/15/2015 If work happens at night, are there additional costs?

A construction management representative (CMR) must be at the site whenever the contractor works on-site.

7/23/2015

9 7/15/2015 Is attendance at this kick off meeting mandatory? No. The meeting minutes and the sign-in sheet will be posted in the amendment. 7/23/2015

10 7/15/2015 The two drawing sets were slightly differently. There are two sets of documents. One for 2A and one for 2B. 7/23/2015

11 7/15/2015 Is Alcatraz Cruises a concessioner to the island? Contact firms directly for costs. 7/23/2015

12 7/15/2015 How long is the site visit? Plan on 2 hours for the tour. 7/23/2015

13 7/15/2015 Are there any active jobs at the site? There could be and there are requirements to coordinate with other project(s). 7/23/2015

14 7/15/2015 Are there wind advisories that affect ferries?

Not very often. If a boat can't safely dock due to NE winds, we will close. This is not normal at all.

7/23/2015

15 7/15/2015 Do you show in the documentation how you will weigh your scoring? No. The factors are listed in descending order of importance. 7/23/2015

21 7/28/2015

Sheets A504 and A505 Glass block repair details indicate removal of the entire perimeter of the existing embedded steel window frame remnants. Sheets S206, S207, S208, and S209: Concrete repair elevations show partial (not full perimeter) window jamb/head repairs. Sheets: S227, S228, S229, and S512: ICCP drawings indicate protection of entire jamb and head. Is it the intent of the designer to leave partial remnants of the existing steel window frame in areas not shown to be repaired on the elevations, and connect these fragments to an ICCP system, or is the entire steel window frame to be removed? Please clarify.

22 7/28/2015 Sheet S502: If window jambs and heads are to be repaired as shown with new reinforcing and dowels installed at the perimeter, is it the intent of the designers for the ICCP system to protect both the new and existing perimeter reinforcing?

23 7/28/2015 Has any testing been conducted to verify electrical continuity between the wall reinforcing and the encapsulated roof drains or steel window frames? If so, please provide report or results.

24 7/28/2015

Section 03 01 30.77 Impressed Cathodic Protection System paragraph 2.1 item B: This section establishes that the system manufacturer shall be responsible for the design of the cathodic protection system. Further, it establishes that the design shall be performed by a NACE Corrosion Specialist or a Professional Engineer.

Does the specific design of the cathodic protection system require calculations and drawings stamped by a Professional Engineer licensed in California? Is a NACE Corrosion Specialist authorized to perform engineering design in the Sate of California?
