About this file

This is an Open Government RFP document from the Ontario International Airport Authority (OIAA) seeking internal audit services from a qualified certified public accounting firm licensed in California. The RFP requests comprehensive internal audit services to be performed on a task order basis, covering accounting and financial management, construction management, procurement and contract administration, IT management and governance, revenue contract management, and audits of the Authority's airlines, tenants, and contractors. The contract will be awarded for an initial one-year term with options for five additional one-year renewals. Deliverables include entrance and exit conferences, detailed audit programs conforming to IIA Standards, estimated hours per engagement, progress meetings, draft and final audit reports with opinions and recommendations, and work papers to be delivered to the Finance and Audit Committee. The project manager contacts are listed as Celeste Heinonen and Stephanie Burnham, with a possible involvement of David Goldsberry.

The estimated annual budget is $200,000 with a not-to-exceed contract value of $1,200,000 over the potential six-year period. The anticipated project schedule is three to six months. Qualified firms must demonstrate substantial experience in performing internal audits within complex, heavily regulated business environments, preferably with direct experience in the airport industry, including knowledge of airlines, terminals, amenities, concessions, and similar operational complexities. While no minimum experience requirement is established, evaluation will consider the depth and relevance of audit experience, familiarity with airports or comparable industries, staff qualifications and availability, work plan quality, references, and cost proposals. The project is funded through the Authority's general accounting budget and is not federally funded. No ACDBE or SBE set-asides apply to this procurement.
