About this file
This is an addendum document revising the Internal Audit Services request for proposals issued by the Ontario International Airport Authority (OIAA), a joint-powers authority between the City of Ontario and San Bernardino County in California. The OIAA seeks proposals from qualified California-licensed certified public accounting firms to provide comprehensive internal audit services covering financial management, procurement and contracting, construction oversight, information technology governance, compliance monitoring, and revenue contract management. Deliverables include entrance and exit conferences, detailed audit programs conforming to Institute of Internal Auditors Standards, progress reports, draft and final audit reports with recommendations, and work paper delivery. A pre-proposal virtual meeting is scheduled for December 2, 2025, at 11:00 a.m. (non-mandatory but strongly encouraged), with written questions due by December 16, 2025, at 2:00 p.m. Proposal submissions are due electronically by January 6, 2026, at 2:00 p.m. The contract will have an initial two-year term with three optional one-year renewal terms, for a total potential five-year engagement.
Compensation will be based on fixed, fully loaded hourly rates, with the Authority paying only for actual work completed under a task order basis. The total not-to-exceed amount for the potential five-year term is $1,250,000. Evaluation criteria include administrative responsiveness and professional references (both pass/fail), technical qualifications (33.3%), project delivery and work plan (22.2%), and overall competence and understanding of scope (44.4%), with cost proposal as an additional factor. No specific small business set-asides are mandated; however, the OIAA encourages small business participation and discourages limiting subcontractor opportunities. Prior to contract award, the successful proposer must provide proof of insurance, a City of Ontario Business License, a notarized Affidavit of Non-Collusion, Confidentiality and Non-Disclosure Form, Supplier Information Form, W-9 Form, and Conflict of Interest Disclosure Form. Qualified firms must demonstrate experience in performing internal audits within complex, regulated business environments, preferably with airport industry expertise.
