A INSTRUCTIONS
The Offeror must submit the artifacts listed below.
A.1 PROJECT SCHEDULE (ALL SAMPLE TASKS)
For each of the four Sample Tasks (Alaska, Mountain Top, Flat Land, and Airport Cable Loop) the Offeror must submit a Project Schedule. The schedule must:
Include a start date and an end date;
Show all activities necessary for project completion and the anticipated duration of each activity;
and Identify key artifacts it would produce and include planned due dates for those artifacts.
A.2 TECHNICAL NARRATIVE (ALL SAMPLE TASKS)
For each of the four Sample Tasks (Alaska, Mountain Top, Flat Land, and Airport Cable Loop) the Offeror must submit a technical narrative. The narrative must:
Describe any assumptions made in developing the project schedule;
List the equipment and materials required to complete the work, including:
o Any Government Furnished Property from Appendix 1 (List of Government Furnished
Property) - indicate type (by NSN) and quantity;
o Any other equipment, materials or supplies that the Offeror will provide or purchase locally to complete the work; and o FOR THE ALASKA SAMPLE TASK ONLY, describe the Offeror’s approach to getting all the necessary equipment and material to the site
Include a detailed step-by-step description of how the Offeror will perform each activity shown in the schedule;
Provide a description of project close-out activities; and Describe any risks and challenges anticipated and explain how it will overcome those risks and challenges. Specifically, the Offeror must:
o Identify any activities with the potential to have adverse effects on NAS operations and safety. Propose a strategy to mitigate the risks identified; and o Identify any specific elements of the sample task that may present risk or challenges (e.g.
difficult terrain, extreme weather, site access, or logistics) and describe strategies to overcome those challenges.
A.3 MANAGEMENT AND COMPLIANCE NARRATIVE (ALL SAMPLE TASKS)
For each of the four Sample Tasks (Alaska, Mountain Top, Flat Land, and Airport Cable Loop) the Offeror must submit a management and compliance narrative. The narrative must:
Describe how the Offeror will manage the project to ensure timely completion of the work.
Specifically, the Offeror must:
o Identify key stakeholders (federal, contractor, others) and describe their roles;
o Describe its overall approach to schedule management and communication with FAA and other stakeholders; and o Describe how the Offeror would coordinate with these stakeholders to ensure that work is completed within the dates set forth in the project schedule.

Attachment L1-2
Describe how it will comply with any applicable regulations, standards, and related requirements.
Specifically, the Offeror must:
o Identify the applicable reference documents from the list Attachment J3;
o Identify any pertinent health and safety regulations;
o Identify any certifications required to perform the work; and o Describe the Offeror’s approach to complying with all applicable regulations, standards, and processes.
A.4 DRAWINGS AND RELATED INFORMATION (SAMPLE TASK 4 ONLY)
For Sample Task 4 (Airport Cable Loop) only, the Offeror must provide a redlined drawing of the proposed routes. The drawing must show:
A “looped” path from the ATCT to site H, from site H to Site G, from site G to Site F, from Site F to the ASR and from the ASR back to the ATCT;
Paths from site H to GS25 and GS 25 to LOC 7; and Paths from Site G to GS7 and ASR to LOC 25.
The Offeror must also provide the following information on manholes:
Proof of a “clear path” between manholes;
GPS locations and a description of required digital photos of all manholes; and A mock data sheet of a manhole.

B SAMPLE TASK 1 - ALASKA
B.1 SCOPE
The FAA requires contractor support to replace existing radios and related equipment at the Site CDE Remote Communications Outlet (RCO). The contractor must support project planning activities, perform a site survey, install the radios and related equipment, perform any required post installation activities, and support project closeout activities.
B.2 SITE DESCRIPTION
The Site CDE RCO is located on an island near Alaska at an elevation of 500 feet above sea level approximately 175 miles from the nearest staging facility warehouse in Anchorage. There is a Site Survey that shows existing (fictitious) conditions for this (fictitious) RCO. See Alaska Exhibit A for existing Site Survey.
The site was constructed prior to 1980 and utilized old Navy racks. There is no road access to the site.
Small rocks and other debris are scattered all over the site. The climate is typical for Alaska. The temperature at the site varies from - 40 degrees Fahrenheit to + 10 degrees Fahrenheit. The winds vary from 5 miles per hour to 90 miles per hour. There is a National Weather Service transmitter on the mountain with a range of approximately 80 miles. There are two frequencies of Very High Frequency (VHF) radios (122.500 MHz, 120.225 MHz) and two frequencies of Ultra High Frequency (UHF) radios (241.600 MHz and 269.35 MHz). The site also has direct bury coaxial cables between the building and the antenna towers. The site needs antenna towers (current towers do not meet OSHA standards and need to be replaced), antennas, associated cabling, and junction box.
B.3 PROJECT SPECIFIC INFORMATION
For this Sample Task only, the fabricated racks will NOT be sent from the Ontario Engineering Services Facility in Ontario California as an assembled unit(s). The Contractor must assemble the bare racks on-site in Alaska. The FAA will send Government Furnished Equipment (GFE) including bare racks, receiver and transmitter radios, antennas, cables, and towers to the Anchorage staging facility in March of the year the work is scheduled. The contractor is responsible for getting all GFE and other materials, tools, and test equipment to the site. While charter boats and helicopters are available throughout the year, there is a barge that makes a single trip to the island on June 1 of the year the work is scheduled.

C SAMPLE TASK 2 - MOUNTAIN TOP
C.1 SCOPE
The FAA requires contractor support to replace existing radios and related equipment at the Site FHE Remote Communications Air to Ground (RCAG). The contractor must support project planning activities, perform a site survey, install the radios and related equipment, perform any required post installation activities, and support project closeout activities.
C.2 SITE DESCRIPTION
Site FGH Remote Communications Air to Ground (RCAG) is located on a mountain at an elevation of 6000 feet above sea level. There is a Site Survey that shows existing (fictitious) conditions for this (fictitious) RCAG. See Mountain Top Exhibit A for existing Site Survey.
There is a road access to the site however the road is in poor condition due to weather. Small rocks and other debris are scattered over the site. The climate is typical for a mountainous terrain. The average temperature at the site varies from -40 degrees Fahrenheit to +70 degrees Fahrenheit. The winds vary from 5 miles per hour to 50 miles per hour. There has also been horizontal ice loading (rime ice) at this site. There are two frequencies of Very High Frequency (VHF) radios (125.500 MHz, 122.725 MHz) and two frequencies of Ultra High Frequency radios (243.000 MHz and 226.350 MHz). Along with replacing the radios four new, main/standby, frequencies need to be added (130.025 MHz, 128.300 MHz and
275.250 MHz and 350.250 MHz) including antennas and cables. In addition, two Back Up Emergency Communications (BUEC) frequencies need to be added to the site (122.200 MHz and 124.600 MHz) including antennas and cables. The site utilizes steel antenna towers that are 50 feet in height with associated cabling for each frequency. One of the antenna towers at the site does not have safety climbing devices. The floor has asbestos tiles installed. There is limited space for one additional rack at the FAA site, however there is a BUEC site already installed at a US Park Service building that is also located on the mountaintop.
C.3 PROJECT SPECIFIC INFORMATION
FAA will supply and has already delivered all GFE (including the modified racks and receiver and transmitter radios along with antennas) to the SSC, 75 miles from the installation.

D SAMPLE TASK 3 – FLAT LAND
D.1 SCOPE
The FAA requires contractor support to replace existing radios and related equipment at the ABCZ and ABCB sites, which are located at an airport. The contractor must support project planning activities, perform a site survey, install the radios and related equipment, perform any required post installation activities, and support project closeout activities.
D.2 SITE DESCRIPTION
Sites ABCZ and ABCB are located on an airport with a paved road to the sites. There is a Site Survey that shows existing (fictitious) conditions for these (fictitious) sites. See Flat Land Exhibits A and B for existing Site Surveys.
The ABCB site has the transmitter radios which is located separately from ABCZ site. The ABCB site requires crossing active taxiway and runway to get to it. The receiver radios are at site ABCZ in the ATCT/TRACON building. There are fourteen main/standby frequencies at each location. There are no additional circuit breakers available at site ABCB and there is no space for additional racks. The current draw of the receivers is 9 amps and the draw for the transmitters is 17 amps. The site has no need for new antennas or RF cable.
D.3 PROJECT SPECIFIC INFORMATION
The Government will deliver all GFE to the local SSC office. The drawing package will not be available for two weeks after the work is scheduled to start.

E SAMPLE TASK 4 – AIRPORT CABLE LOOP
E.1 SCOPE
The FAA’s fiber infrastructure provides transmission paths for radar and weather data, air-to-ground communications, and navigational aid control and monitoring to and from the Airport Traffic Control Tower (ATCT). This data exchange is a critical function of the Safe and Efficient flow of air traffic in and around airports.
The FAA requires contractor support to perform a detailed site survey in preparation for the installation of a fiber-based SONET loop at the (fictional) Redtop International Airport, which is operated by the (fictional) Redtop International Airport Authority (RDAA). The contractor must ascertain the availability of the existing system to the fullest extent possible and perform a construction survey where no duct bank path exists. The FAA also requires contractor support to upgrade the infrastructure to at Redtop International Airport to support the installation of SONET loop equipment.
E.2 SITE DESCRIPTION
There is a site drawing of the (fictitious) Redtop International Airport at the end of this Sample Task.
There are existing duct bank systems at the airport. However, except as noted below, the condition of the existing duct bank systems is unknown.
The duct bank system has a manhole at approximately every 200 linear feet. A vast majority (~90%) are 10 feet or deeper. Approximately 40% of them are for hybrid electrical/communications. In the hybrid systems, 24VDC and 15000 VAC cables are present, where the 15KV cables are concentric types that do not require guard wires over the concrete encased duct banks. All of the manholes have water in them, and some have periodically emitted pungent gases.
The duct bank between the ATCT and the G site has a known blockage in the path at approximately 125 feet from the ATCT. Additionally, the duct bank between the GS25 and LOC 7 has collapsed at approximately 425 feet, between the first and second manholes from the GS building going towards the LOC7 shelter.
E.3 PROJECT SPECIFIC INFORMATION
Access to the active runways will be limited to 10 PM to 6 AM. As noted in Section A.4 of this document (Attachment L1), the contractor must identify a looped path for the fiber, provide redlined drawings, and provide information about man-holes.
