C.1 PURPOSE

The Air/Ground Voice Communications (AGVC) Program Office (PO) is responsible for Federal Aviation Administration (FAA) programs that support air/ground voice communications programs in the National Airspace System (NAS). Currently, these programs include: the Next Generation Air/Ground Communications (NEXCOM) Phase 2, Radio Control Equipment (RCE), Communications Facilities Sustainment (CFS), Communications Radio Frequency Elimination (RFI), and Airport Cable Loop Sustainment (ACLS). The NEXCOM Radio Deployment Program (RDP) is an integrated fabrication and construction/installation effort to modernize FAA radio communications with new Very High Frequency (VHF) and Ultra High Frequency (UHF) radios.

The AGVC PO is utilizing the Eastern Service Area (ESA), Central Service Area (CSA), and Western Service Area (WSA) Communication Engineering Centers (CEC) for engineering, field implementation and upgrading of radio communication equipment serving FAA facilities across the US. An important element of the NEXCOM RDP involves: (1) producing of pre-wired communication racks that will be used in various FAA communication facilities in the NAS and (2) providing technical personnel to perform engineering support, technical management, site preparation, and installation of these racks along with the communication equipment at FAA facilities in the NAS. The racks are designed for the air traffic control VHF and UHF radios and supporting components such as RCEs, power strips, Radio Frequency (RF) bodies and patch panels.

The purpose of this contract is to acquire contractor services to assist the AGVC PO with NEXCOM and other A/G communications programs. These services, which will be implemented under direction of AGVC PO and other FAA entities, will provide support for the three FAA Service Areas in providing voice communication capabilities at FAA facilities. This contract will provide communications rack fabrication, engineering, and NEXCOM field construction/installation support. The types of facilities involved include, but are not limited to, Air Route Traffic Control Center (ARTCC), Remote Communications Air to Ground (RCAG), Back-Up Emergency Communications (BUEC), Automated Flight Service Stations (AFSS), Flight Service Stations (FSS), Remote Communications Outlets (RCO), Remote Transmitter/Receiver (RTR), Terminal Radar Approach Control (TRACON), Radar Approach Control (RAPCON), and Air Traffic Control Tower (ATCT). The contractor will perform equipment installations at FAA specified sites. Rack fabrication work will be performed at the FAA’s Rack Fabrication Facility at the Ontario System Support Center (SSC) in Ontario, CA. Additionally, this contract supports major ACLS Fiber Optic Transmission Systems (FOTS) projects, ACLS site surveys, CFS projects, and other AGVC programs.

C.2 SCOPE OF WORK

This contract involves a combination of program management, technical engineering, equipment fabrication, logistics, and installation services to provide voice communication capabilities at FAA specified facilities. The tasks under AGVC for this contract fall within four basic areas of support: (1) Program Management, (2) Property/Material Management, (3) Fabrication/Engineering, and (4) Construction/Installation Floating Crew Support.

C.3 APPLICABLE DOCUMENTS

Guidance for this work is reflected in the Contract Data Requirements List (CDRL) Attachment J2 and the FAA directives and industry standards in Attachment J3. In the event of conflict between the documents referenced in the Attachments in Section J and this SOW, the contents of this SOW will take precedence.

C.4 CONTRACT MANAGEMENT

The contractor must provide contract management support in accordance with (IAW) the requirements in this section. Contract management support includes overall contract management, quality system management, health and safety management, contract EVM, meetings/conferences, periodic contract

C-2 reporting, property/warehouse/management, rack fabrication management, and construction/installation support management.

C.4.1 PROGRAM PLANS

All documentation submitted to the FAA must be in Microsoft Office 2016 or later format unless otherwise specified.

C.4.1.1 Master Contract Management Plan (CDRL-A001) As ordered by the Government, the Contractor must maintain and perform their work associated with this contract IAW its Master Contract Management Plan (MCMP). The Contractor must keep the MCMP current and deliver updates to the Government IAW CDRL-A001.

C.4.1.2 Quality System Plan (CDRL-A002) As ordered by the Government, the Contractor must maintain and perform their work IAW its Quality System Plan (QSP), which addresses the Contractor’s and subcontractor(s) methods and concepts for continuous quality control, performance, evaluation, and contractual compliance IAW CDRL-A002.

C.4.1.3 Health and Safety Plan (CDRL-A003) As ordered by the Government, the Contractor must provide documentation showing compliance with Occupational Safety and Health Administration (OSHA) safety requirements. IAW FAA Order 3900.19B and other FAA policies, the Contractor must submit a written accident prevention plan (Health and Safety Plan (H&SP) per 29 CFR 1926 Subpart C IAW CDRL-A003.

C.4.1.4 Property Management Plan (CDRL-A004) As ordered by the Government, the Contractor must provide documentation showing compliance with AMS Clause 3.10.3-2 Government Property – Basic Clause (April 2022) other FAA policies. The Contractor must submit a written Property Management Plan (PMP) IAW CDRL-A004.

C.4.2 FINANCIAL/PROGRAM CONTROL/EARNED VALUE MANAGEMENT

The Contractor must continuously monitor performance of services provided under this contract relative to cost, schedule, and technical performance. As ordered by the Government, the Contractor must perform financial reporting, program control, and EVM for this contract. Activities for these tasks will assist the FAA in planning, monitoring, managing, and reporting on construction/installation support tasks. The Contractor, along with interaction of the Government, must assess the progress of ongoing activities, identify problems encountered or foreseen, update the program schedule and risks as needed, and provide the Government with the status of any open action items assigned to the Contractor.

C.4.2.1 Earned Value Management System The Contractor must utilize an internal Earned Value Management System (EVMS) that complies with EIA-748 and IAW the requirements of AMS Clauses 1.13-1 Notice of Earned Value Management System (July 2016) and 1.13-2 Earned Value Management System (July 2016). The EVMS must be used to plan, schedule, budget, monitor, manage, and report cost, schedule, and technical status of all Section C.7.2.1 Construction/Installation Floating Crew Support Tasks. The Contractor's internal EVMS serves as the single, formal, integrated system that meets both the Contractor's internal management requirements and the requirements of the FAA for timely, reliable, and auditable performance information.

The application of these concepts provides for early indication of contract cost, schedule, and technical challenges and variances. The outputs of this system are used as the basis to report detailed performance status on a monthly basis and during program management reviews and other status meetings. The Contractor’s EVMS must support the Government EVM implementation by providing the necessary activity, schedule, budget, status, and cost information necessary for integration into the program level EVMS.

C.4.2.2 Contract Work Breakdown Structure (CDRL-A005) and Contract Work Breakdown Structure Data Dictionary (CDRL-A006)

As ordered by the Government, the Contractor must generate and maintain a Contract Work Breakdown Structure (CWBS) for the section C.7.2.1 Construction/Installation Floating Crew Support Tasks based upon the standard FAA Work Breakdown Structure (WBS) defined in the FAA Acquisition Standard Toolset (FAST – http://fast.faa.gov), the general provisions of the contract, and IAW CDRL-A005 and CDRL-A006. The Contractor must use the CWBS as the primary framework for contract planning, budgeting, and reporting of cost, schedule, and technical performance status to the Government. The Contractor must extend the CWBS down to the appropriate level required to provide adequate internal management, surveillance, and performance measurement, regardless of the reporting level stipulated in the contract for FAA visibility.

Contract modifications that modify, add, or delete work scope under the contract must be incorporated into appropriate CWBS elements as approved by the Government. The Contractor must not change the approved CWBS, associated definitions, or any of the reporting elements without prior written approval from the CO during the performance of the contract.

C.4.2.3 Integrated Master Schedule (CDRL-A007) As ordered by the Government, the Contractor must develop, maintain, and submit an Integrated Master Schedule (IMS) IAW CDRL-A007, AMS Clause 1.13-5 Integrated Master Schedule (October 2019), and consistent with the CWBS.

The Contractor must manage the execution of all efforts for section C.7.2.1 Construction/Installation Floating Crew Support Tasks using the IMS as a day-to-day execution tool and periodically assess progress in meeting contract requirements for the installation crews. The Contractor must report on contract progress consistent with the IMS at each program management review, at selected technical reviews and at other times at the FAA's request.

C.4.2.4 Contractor Integrated Baseline Review As ordered by the Government, the Contractor must participate in a Government-conducted Integrated Baseline Review (IBR) IAW FAA AMS Clause 1.13-6 Contractor Integrated Baseline Review (July 2016) in Section I. The IBR will be conducted consistent with the FAA Integrated Baseline Review (IBR) Guide.

C.4.2.5 Integrated Program Management Report (CDRL-A008) As ordered by the Government, Contractor reporting must provide a monthly Integrated Program Management Report (IPMR) prepared IAW CDRL-A008 and IAW AMS Clause 1.13-2 Earned Value Management System (July 2016).

C.4.3 MEETINGS, CONFERENCES, AGENDA AND MINUTES (CDRL-A009 AND CDRL-A010)

As ordered by the Government, the Contractor must prepare and deliver to the Government an Agenda IAW CDRL-A009 prior to each meeting or conference and Minutes IAW CDRL-A010 subsequent to each scheduled meeting or conference. Contractor administrative support must be provided when meetings or conferences are held at the FAA Rack Fabrication Facility, Contractor facility, or other FAA approved sites. Such support may consist of, but is not limited to providing facilities, office equipment, and clerical support to include agenda, minutes, and action item list. Facilities with adequate accommodations must be furnished for all the attendees. The Contractor must participate in the following meetings IAW contract requirements:

• Post Contract Award Conference at the FAA Rack Fabrication Facility within thirty (30) working days of contract award;

• First Article Examination at the FAA Rack Fabrication Facility IAW Section C.6.1.1;

• Program Management Reviews (PMRs) at the FAA Rack Fabrication Facility, Contractor Facility, or other FAA approved sites on a quarterly basis;

• Weekly Rack Fabrication and Floating Crew Status teleconference; and

• Technical Interchange Meetings (TIMs) as scheduled by the Government.

C.4.4 CONTRACT REPORTING

C.4.4.1 Monthly Progress Status Report (CDRL-A011) As ordered by the Government, the Contractor must furnish Monthly Progress Status Reports (MPSR) briefly stating the technical, schedule and financial status of the contract IAW CDRL-A011.

C.4.4.2 Weekly Rack/Shipping and Floating Crew Status Report (CDRL-A012) As ordered by the Government, the Contractor must provide a Weekly Rack/Shipping and Floating Crew Status Report (WRS&FCSR) IAW CDRL-A012.

The Contractor must participate, either in person or by teleconference, in a National Weekly Rack/Shipping and Construction/Installation Floating Crew Status Review with the FAA as designated by the Government. The purpose of this weekly review is to prioritize the National Weekly Rack Schedule and Construction/Installation Floating Crew Status. The review will cover, at a minimum, the following:

• Prioritize the rack fabrication schedule;

• Shipping problems;

• Status of GFE quantity; and

• Floating Crews.

C.4.4.3 Quarterly Rack Shipping Report (CDRL-A013) As ordered by the Government, the Contractor must furnish a Quarterly Rack Shipping Report (QRSR)

IAW CDRL-A013.

C.4.4.4 Quarterly Property Inventory Report (CDRL-A014) As ordered by the Government, the contractor must provide a Quarterly Property Inventory Report (QPIR)

IAW CDRL-A014.

C.4.4.5 Trip Report (CDRL-A015) For each authorized trip, the contractor must furnish a Trip Report (TR) IAW CDRL-A015.

C.4.4.6 Monthly Floating Crew Cost Report (CDRL-A016) The AGVC PO maintains a program office level EVMS to plan, schedule, budget, manage, and report performance of the total program effort including all contractor and FAA resources. The AGVC PO is dependent on the data described in CDRL A-016 from the Contractor to be integrated into the Program Office EVMS for the successful management of the program. For all Floating Crew construction/installation support work performed under task orders issued IAW Section C.7, the Contractor must provide a Monthly Floating Crew Cost Report (MFCCR) IAW CDRL-A016.

C.5 PROPERTY/WAREHOUSE MANAGEMENT AND ACQUISITION SUPPORT

C.5.1 PROPERTY/WAREHOUSE MANAGEMENT

C.5.1.1 Property Management System The Contractor must have in place and be able to maintain an automated Property Management System (PMS) IAW the requirements in Section I AMS Clause 3.10.3-2 Government Property – Basic Clause (April 2022).

C.5.1.2 Property/Warehouse Management As ordered by the Government, the Contractor must provide support personnel for tracking and reporting stock levels of all material required in conduct of this contract. The contractor must maintain an inventory list of on-hand Government Furnished Property (GFP) and Contractor Acquired Property (CAP) used in conduct of this contract, and update the list on an ongoing basis. For materials needed for fabricated rack GFP, the Contractor must notify AGVC PO and the COR for the appropriate material contact person each time minimum stock level quantity is reached for reordering or when stock levels may impact rack fabrication production. The PMS must be accessible to authorized Government representatives and be compliant with the FAA’s Acquisition Management System (AMS) property management requirements.

The Contractor must maintain the organization of the Supplies and materials in the Ontario NEXCOM Rack Fabrication Facility Ontario Warehouse. See Attachment J8 for a description of the Ontario Warehouse. Inventory/Warehouse staff must provide oversight and accountability of materials, equipment, and supplies by directing the receiving, warehousing, and distribution services which include, but are not limited to the following:

• Populate and maintain PMS to track all types of equipment and materials;

• Barcode racks, mod kits, and rack subassemblies;

• Maintain an inventory list of on-hand Government Property;

• Control inventory levels by conducting annual physical counts; reconciling with the property management system IAW Section H.7 and CDRL-A014;

• Notify AGVC PO each time minimum stock level quantity is reached for reordering;

• Generate FAA Form 4650-12, Material Requisition/Issue/Receipt, for all locations being provided racks and including a copy with shipment. Copies should be provided to the AGVC Washington, DC Item Manager prior to shipment. Generation and distribution of FAA Form 4650-12 will be IAW applicable FAA guidelines (Section I, AMS Clause 3.10.3-2 Government Property - Basic Clause (April 2022);

• Schedule with a shipping company for pickup and delivery of fabricated racks, mod kits, site kits and rack sub-assemblies on a weekly basis or as needed with required documentation;

• Safeguard Ontario Warehouse operations and contents by complying with the local facility security plan; and

• Provide support to the FAA’s property management representatives during inventory audits.

C.5.2 ACQUISITION SUPPORT

As ordered by the Government, the contractor must provide acquisition support activities for Contractor Acquired Material and Equipment that include, but are not limited to:

• Establish qualified vendor lists for material and equipment purchase;

• Conduct vendor equipment quality and cost comparisons and explore opportunities for cost-saving acquisitions; and

• Work with equipment vendors to define equipment type and delivery schedules to meet Rack Fabrication requirements.

C.6 RACK FABRICATION, MOD AND SITE KIT ASSEMBLY, RACK SUBASSEMBLY, AND

SUPPORT

As ordered by the Government, the Contractor must support the following activities for FAA communications facilities (RCAGs, BUECs, RCOs, RTRs and ATCTs):

• Fabricate pre-wired Government provided communications racks IAW Attachment J1;

• Assemble Mod Kits, Site Kits, and Rack Subassemblies IAW Attachments J1 and J4; and

• Provide management and support for fabrication and assembly activities.

During the course of the contract, requirements may change for the Fabricated Racks, Mod Kit, Site Kit, and Rack Subassemblies. Some examples of possible changes are: new Fabricated Rack designs for new Air/Ground radios, changes to existing Fabricated Rack design to accommodate obsolete parts replacement, and new Site Kit requirements for new radios. All changes to the design of the Fabricated Racks, Mod Kit, Site Kit, and Rack Subassembly and the necessitated updates to drawings in Attachment J1 and Site Kit contents in Attachment J3 must be preapproved by the Government. The contractor must keep a log of any changes to the FAA drawings in Attachment J1 and Site Kit contents in Attachment J3.

This log must identify the FAA personnel who authorized any changes, the date of the request, and the date when the update is approved the FAA.

C.6.1 FABRICATED RACKS, MOD KITS, SITE KITS, AND RACK SUBASSEMBLIES

C.6.1.1 First Article Examination As ordered by the Government, the First Article Examination (FAE) for the items in Table C-1 must occur within thirty (30) calendar days of the receipt of Government Furnished Equipment (GFE) materials.

These racks must be presented to an FAA designated Government officer or representative for examination and acceptance. Government acceptance for the remaining forty-four (44) configurations will be conducted at the time of their first production.

The Fabricated Rack Product Baselines are established at contract award by the GFE drawing package (Attachment J1). The purpose of the FAE is to demonstrate full compliance with the Product Baselines.

The FAE will be conducted at the FAA Rack Fabrication Facility, hosted by the contractor, and conducted by the FAA. The Contractor must abide by the requirements for the First Article Examination provided in Section I.2 AMS Clause 3.10.9-2 First Article Approval – Government Testing (October 2021) and AMS Procurement Guidance T3.10.9 First Article Approval and Testing.

The purpose of the FAE is to demonstrate the Fabricated Rack units are equipped as required, are operational, and meet full functional compliance with the product baselines. For FAE the contractor must:

• Specify an individual who will serve as a point of contact for support of the FAE activities;

• Ensure the participation of technically knowledgeable contractor personnel for FAE equipment;

• Make available all approved drawings;

• Provide all test equipment and special tools necessary for FAE; and

• Provide minutes IAW (CDRL-A010), to capture findings (e.g., product or drawing deficiencies) and action items (e.g., specific corrective actions).

C.6.1.2 Fabrication and Assembly Services As ordered by the Government, the contractor must provide rack fabrication services, mod and site kit assembly, and rack subassemblies. Services must include all activities to produce, prepare, and ship the number of Fabricated Racks, Mod Kits, Site Kits, and Rack Subassemblies as specified by the FAA.

The FAA rack-drawing package, which is the Government-owned Product Baseline, is contained in attachment J1. Currently, there are 48 rack configurations. The Contractor must assemble the racks IAW the Product Baseline in the quantities and configurations as ordered by the FAA. In addition, the contractor must assemble Mod Kits, Site kits, and Rack Subassemblies as ordered by the FAA. A Mod Kit consists of all components and Rack Subassemblies of the Fabricated Rack minus the bare rack. The descriptions of a Mod Kit and Rack Subassemblies are in Attachment J1. The description of the contents of the site kit is in Attachment J4.

All materials required for rack fabrication, mod kits, site kits, and rack subassemblies will be provided by FAA property transfer or as contractor-acquired property. Completed Fabricated Racks, Mod Kits, Site Kits, and Rack Subassemblies must be approved shipped as directed by the FAA Quality and Reliability Officer (QRO).

C.6.2 RACK FABRICATION MANAGEMENT AND SUPPORT

As ordered by the Government, the contractor must provide specific rack fabrication management support activities for the FAA that include, but are not limited to:

• Provide overall management and quality control of the rack fabrication and assembly efforts;

• Provide assistance to the material management personnel with acquisition activities related to the fabrication and assembly efforts;

• Assess advances in telecommunication technology components that offer system improvements to AGVC fabricated racks; and

• As ordered, maintain and update rack fabrication drawings.

C.7 CONSTRUCTION/INSTALLATION FLOATING CREW SUPPORT

C.7.1 CONSTRUCTION/INSTALLATION FLOATING CREW SUPPORT TASKS

As ordered by the Government, the contractor must provide Construction/Installation Floating Crew support for AGVC programs (NEXCOM, ACLS, and CFS), or other FAA projects. These activities involve concurrently managing multiple floating crew teams across multiple site locations throughout the NAS.

Each construction/installation site is unique in location, terrain, system configuration, and presents its own individual technical challenges that were not previously identified. The contractor must be able to troubleshoot and resolve issues. Activities include: planning concurrent, simultaneous pre-construction/installation floating crew projects and interacting with FAA organizations to validate requirements; formulating multiple concurrent construction/installation plans; providing equipment and performing construction/installation activities as described below.

As ordered by the Government, construction/installation support must be based on task order assignments. These task orders will be issued by the CO to be supported and based on the work to be performed depending on FAA requirements. Attachment J3 contains a list of all the standards, orders, handbooks, and other requirements relating to the work on this contract. The sources of the reference documents are the FAA, the military, and Industry. Section 1.0 contains the name and source for all the references which are specifically cited in this SIR document. Section2.0 contains documents specifically relating to requirements for construction/installation work on this contract. Section 2.0 documents are not specifically referenced in this SIR.

The contractor must provide Construction/Installation Support Tasks for WSA, ESA and CSA that include, but are not limited to:

• Conduct field surveys and developing field construction/installation packages, detailing construction/installation plans, equipment, and time requirements;

• Support project engineers in pre-construction/installation meetings with the FAA System Support Center and District Office, and other local authorities (e.g., local airport authority);

• Perform construction, installation, testing, and system integration of equipment/system. Tasks include, but are not limited to:

− Installation of NEXCOM radios;

− Bolting down racks;

− Wire and configure bare racks on-site when needed;

− Installation of cable tray, conduit, etc., to power new racks and or for additional communications capability;

− Installation of new sub power panel or runs to existing power panel;

− Construction of antenna pad and erection of new antenna pole;

− Construction/Installation of either underground conduit or messenger cable;

− Installation of RF (antenna), power, and communication cables;

− Construction/Installation of antenna arm on new pole and on existing pole;

− On existing poles provide counterweights;

− Installation of antenna junction boxes;

− Grounding including installation of new ground rod to existing grounding system and counter poise;

− Installation of any additional lightning protection;

− Climbing of antenna towers to install cables and antennas;

− Install, wire-up and tune transmitters and receivers, and associated equipment;

− Install antennas and antenna cables;

− Assist FAA with operational cutover of the new equipment;

− Establishing proof of clear path between manholes when necessary;

− Digging underground cable trenches;

− Construction of concrete encased and non-concrete encased duct banks;

− Grading and regrading of duct paths;

− Installation of manholes/hand-holes;

− Boring in paved areas, roads, drainage ditches, wetlands, etc.;

− Splicing and/or termination of fibers;

− Installation of fiber cable management, patch panels; and

− Installing and testing of fiber optics and/or copper based cables as well as electronics equipment.

• Provide feedback to FAA engineers in resolving problems concerning engineering packages/equipment/system installation and improving construction/installation process;

• Perform site surveys and update the Air/Ground Information Services (AGIS) Site Survey Database (SSDB) while working at the sites; and

• Barcode air/ground assets at remote communication facilities using the GFE provided Automated Data Collection Tool (ADCT) provided by the Program Office.

C.7.2 CONSTRUCTION/INSTALLATION PROJECTS MANAGEMENT AND ENGINEERING

SUPPORT

C.7.2.1 Construction/Installation Floating Crew Management Crews working concurrently under this contract to support FAA CECs for AGVC projects described in Section C.7. These activities will supplement the FAA in planning, monitoring, and reporting. This will involve working with ESA, CSA, WSA and the AGVC PO. The contractor must provide management activities in support of FAA CEC project engineers that include, but are not limited to:

• Generate cost estimates and schedules by Contract Work Breakdown Structure (CWBS) and FAA Work Breakdown Structure (WBS); develop field construction/installation packages; develop baseline scope agreements, risk mitigation, transition / cut-over plans; and submit documents required for the project such as frequency request, work permit, etc.;

• Coordinate with Engineering Services (ES), the District Offices, System Support Centers (SSC), Local Airport Authorities, and other FAA organizations/external stakeholders;

• Manage the Floating Crews (i.e., scheduling, travel, equipment, vehicles, tracking cost) and any engineering support to FAA ES throughout the NAS;

• Ensure compliance with all applicable Department of Labor related Labor Standards Statutes;

• Provide input for the development of program office Control Account Plans;

• Provide cost and schedule input for the Monthly Progress Status Reports as described in Section C.4.4.; and

• Provide Weekly Floating Crew Status Report as described in Section C.4.4.2.

C.7.2.2 Construction/Installation Floating Crew Engineering Support As ordered by the Government, this area must include Construction/Installation Engineering Support to CECs for construction/installation projects. The support may be for any of the CECs located in ESA, CSA, or WSA. The Contractor must be able to provide specific engineering support activities that include, but are not limited to:

• Interact with field facilities to gauge facility needs and priorities, and forecast inventory requirements;

• Order CAP parts and components for construction/installations;

• Generate cost estimates and site construction/installation schedules - coordinating manufacturing and facility delivery schedules to ensure schedule adherence and efficient deployment of construction/installation teams;

• Test vendor-provided parts and components, IAW existing FAA Orders and Standards.

• Coordinate with FAA Material Management in requisitioning and delivery of project materials;

• Conduct site surveys;

• Develop red line drawings for submission to the FAA; and

• Create and update mechanical, electrical, and electronic drawings relating to communication projects with Computer Aided Design (CAD) tools.

The Contractor must provide construction/installation engineering support as specified in task orders issued under this contract.

C.8 CONTRACT TRANSITION (CDRL-A017

As ordered by the Government, the Contractor must prepare and submit for FAA review and approval a Contractor Support Transition Plan (CSTP) IAW CDRL-A017. The CSTP establishes the procedures and means for the orderly transfer of the support activities from the Contractor to another contractor.

If ordered by the Government, the Contractor must execute the CSTP to ensure a smooth transition from one contract to another contract. The CSTP must ensure transition of the preparations, facilities, knowledge, skills, and abilities of personnel that the new contractor will require to assume responsibility for the conduct of all services. The Contractor must ensure the CSTP recommends the time and certain conditions required to ensure a smooth transition with minimal interruption to activities.
