J5.1 PROGRAM MANAGER

Position Description Qualifications and Skills Degree/Experience

Requirement

The Program Manager performs program and project management functions. Organize, supervise, manage, and direct contractor employees in the performance of the task orders described in the Statement of Work (SOW). Serve as primary Point of Contact (POC) for Contracting Officer (CO) / Contracting Officer's Representative (COR).

Experience in planning, tracking, and reporting labor requirements and hours for each task;

tracking and managing funding and expenses;

and problem tracking, reporting, and resolution. Ensure technical performance of all products and services are within cost and schedule for each Task Order.

Must possess management experience; (1) acting as the primary interface with government program authorities and representatives on technical and program/project issues, (2) supervising program operations by developing procedures, (3) planning and directing execution of the technical support effort, and

(4) monitoring and reporting progress. Must have management and supervisory experience with projects of similar size and scope to the Task Order.

Bachelor’s degree in Computer Science, Mathematics, Engineering, Statistics, Business Administration or related field and PMP Certification and a minimum of twenty

(20) years of relevant experience.

J5.2 PROGRAM ANALYST

Labor Level Position Description Qualifications and

Skills Degree/Experience Requirement

Senior-Level Conduct research, evaluations, analyses, and studies, and present recommendations / solutions related to short and long-term project planning and control.

Specific expertise may be required in configuration management, Earned Value Management, financial management, cost estimation, or risk management.

Must possess strong analytical skills and capabilities, research experience, and a comprehensive understanding of analysis and management principles and processes.

Experience with project planning, analysis and control.

Bachelor’s degree in Engineering, Finance, Business Administration, or Accounting and a minimum of ten (10) years of relevant experience. A PMP certification is desirable.

Mid-Level Bachelor’s degree in Engineering, Finance, Business Administration, or Accounting and a minimum of five (5) years of relevant experience.

Junior Level Associate’s degree in Engineering, Finance, Business Administration, or Accounting and a minimum of two (2) years of relevant experience

J5.3 INVENTORY/WAREHOUSE MANAGER

Requirement

Responsible for the overall management and planning of the inventory/warehouse system from acquisition to disposal of all supplies and equipment used to support projects. Responsibilities include management of the warehouse facility operations; procurement, receipt, storage, control, issuance, inventory, and deliveries of Government Furnished Property (GFP) and Contractor Acquired Property (CAP)

Must possess knowledge of warehouse and inventory management, overseeing daily operations while controlling and managing inventory, logistics, and computerized inventory systems. Must have experience in receipt, storage, stock handling, and issuance of material. Must have analytical and planning skills to assure the availability of GFP and CAP for contract projects.

Must have decision-making skills to mitigate unforeseen situations and solve operational issues.

Associate’s degree or 2-year training/certificate and a minimum of ten (10) years of relevant experience.

J5.4 MATERIAL MANAGEMENT SPECIALIST

Labor Level Position Description Qualifications and Skills Degree/Experience

Requirement

Mid-Level Maintain responsibilities involving the responsibility for the inventory/ warehouse management, from acquisition to disposal, of all supplies and equipment used to support projects. These responsibilities include management of GFP and CAP; procurement, receipt, storage, control, issuance, inventory, delivery of material; and the warehouse facilities.

Must possess knowledge of material management, logistics, and computerized inventory systems. Experience in receipt, storage, or stock handling, and issuance of material. Must have analytical and planning skills to assure the availability of GFP and CAP for contract projects.

Must have decision making skills to deal with unforeseen situations or problems with the supply inventory or the warehouse.

Associate’s degree or 2-year training/certificate and a minimum of five (5) years of relevant experience.

J5.5 RACK FABRICATION PRODUCTION MANAGER

Position Description Qualifications and Skills Degree/Experience

Requirement

Responsible for planning and managing production of FAA Remote Communications Air to Ground (RCAG), Remote Transmitter/Receiver (RTR), Back Up Emergency Communications (BUEC) and Remote Communications Outlet (RCO) racks, site kits, and all associated activities in accordance with drawings and specifications. Conduct sub- and top- assembly tests to ensure racks are produced in accordance with data sheet specifications and conduct equipment tests.

Must have knowledge of manufacturing and or assembly line and component processes. Conduct fabrication quality control and testing of fabricated racks.

Possess knowledge of the FAA’s National Airspace operations and facilities.

Bachelor’s degree in an electrical/electronic engineering discipline and a minimum of ten

(10) years of relevant experience.

J5.6 CAD OPERATOR

Labor Level Position Description Qualifications and Skills Degree/Experience

Requirement

Senior Level Provide drafting support using computer-aided design (CAD) software and systems to prepare drawings and blueprints. CAD drawings include racks and FAA facilities.

Prepare drawings of systems for electrical equipment.

Design and draw electrical panels and wiring diagrams.

Revise drawings and markups as appropriate.

Must have experience and knowledge in the use of Computer-Aided Design (CAD) Software such as AutoCAD and Microstation. Requires mechanical ability and an aptitude for drawing and detail work. Must have the ability to recognize errors for existing drawings and shortfalls for new designs and make the appropriate adjustments.

Associate degree or 2-year training/certificate and a minimum of five (5) years of relevant experience.

Mid-Level Associate degree or 2-year training/certificate and a minimum of two (2) years of relevant experience.

J5.7 INSTALLATION SUPPORT MANAGER

Requirement

Provide technical leadership;

strategic and tactical planning;

quality assurance; decision-oriented recommendations; and oversight in the technical management and administration of the Floating Crew Task Orders.

Must have an in-depth understanding of voice and telecommunications technology and National Airspace (NAS) operations and experience on NAS-related telecommunication / radio communications projects. Must have a background managing multiple installation crews concurrently.

Bachelor’s degree in Electrical Engineering and a minimum of ten (10) years of relevant experience.

J5.8 INSTALLATION/ELECTRONICS TECHNICIAN

Requirement

Lead Level Provide critical electrical / mechanical / fabrication skills suitable for updating and improving FAA facilities and installing and configuring communications devices per standard engineering drawings.

The FAA facilities include various configurations and geographic locations.

Must have experience with communications and / or telecommunications, preferably with installation and integration of FAA communication equipment / systems. Must have a basic understanding of the use of manual and power tools, and test equipment, such as multimeter, ohmmeter, power meter, oscilloscope, etc., and must be able to climb antenna towers 100 feet or greater. Must have the ability to independently recognize problems/issues encountered during installations, troubleshoot, and implement solution to complete the project.

J5.9 CONSTRUCTION/PLANTS TECHNICIAN

Requirement

Lead Level Provide critical site construction / electrical / mechanical / fabrication skills suitable for updating and improving FAA facilities and upgrading facility infrastructure per standard engineering drawings.

Must have experience with site construction, electronics, and / or telecommunications, preferably with installation and integration of FAA communication equipment / systems. Must have plants technician experience and a basic understanding of the use of manual and power tools.

Associate Degree or a 2-year training/certification program in relevant field and a minimum of five (5) years of relevant experience.

Mid-Level Associate Degree or a 2-year training/certification program in relevant field and a minimum of two (2) years of relevant experience.

Junior Level No degree, but training/certificate in a relevant field or relevant technical experience is required.

J5.10 ELECTRONICS ENGINEER

Labor Level Position Description Qualifications and Skills Degree/Experience

Requirement

Senior Level Provide services in support of NAS systems rather than business-oriented IT systems. Provide engineering service in support of operational locations including facility modification and various levels of equipment installation design. Support the different phases of the design process, including requirements analysis, conceptual design, system design review, critical design review, installation, integration, testing, a25 maintenance.

Must have experience supporting different areas of electronic system engineering. Experienced in performing requirements analysis and the design/development process.

Ability to interpret and analyze complex electronic systems data, system diagrams, and supports the implementation of equipment for operational communication systems.

Must possess an understanding of communication theories and principles and the telecommunication field. Knowledge in design, integration, and installation of FAA communication equipment/system preferred.

Bachelor’s degree in an electrical/electronic engineering discipline and a minimum of ten

(10) years of relevant experience.

Mid-Level Bachelor’s degree in an electrical/electronic engineering discipline and a minimum of five (5) years of relevant experience.

J5.11 ALLOWABLE SUBSTITUTIONS:

A. A Master's degree in an appropriate discipline will be considered equivalent to two (2) years of relevant experience. A doctoral or Ph.D. degree in an appropriate discipline will be considered equivalent to four

(4) years of relevant experience.

B. Eight (8) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a bachelor’s degree.

C. Four (4) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to an Associate degree.

D. Six (6) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a bachelor’s degree, when combined with a certification equivalent to Project Management Professional (PMP).

E. Three (3) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to an Associate degree, when combined with a certification equivalent to Project Management Professional (PMP).

F. An accredited bachelor’s or Masters degree which is not in an appropriate discipline or not considered equivalent will be counted as one (1) year of relevant experience; an accredited Ph.D. degree which is not in an appropriate discipline or not considered equivalent will be counted as (2) two years of relevant experience.

G. Minimal ten (10) years of project management experience will be considered an equivalent to a Project Management Professional (PMP) certification.

J5.12 ADDITIONAL CLARIFICATION:

A. Relevant experience is experience directly reflecting the work, task or project being evaluated. The nature of the activities, analyses and work products must be very similar or identical to those of the intended project.

B. General experience is any experience.

C. Certification is official recognition of professional level expertise. Certification is official recognition by a trade association, industry organization, an industry or trade governance organization, an educational institution, a government agency or department, or a large corporation with a market dominant product.

Certification denotes an advanced level of specific expertise commensurate with advanced educational degrees. Certification may result from work experience, education, training or a combination of these.

J5.13 TRAINING REQUIREMENTS

Training requirements apply to Labor Categories described for Lead Installation/Electronics Technician (8), Installation/Electronics Technician (9), Lead Construction Technician (10), and Construction Technician (11).

Construction/installation may involve drilling holes in asbestos floor tile, working in a lead paint environment, and climbing antenna towers to mount antennas and running coaxial cables along the side of the towers. The following is a list of required training for construction/installation crews:

1. Asbestos Awareness and Protection;

2. Lead Renovation, Repair, and Painting (RRP); and

3. Tower Rescue and Fall Protection

Because of the hazardous work involved, each construction/installation support personnel must have a certification that allows him/her to drill holes in asbestos floor, be certified in Lead RRP, plus have an expert climbing certification. One (1) person per Floating Crew must have the required expert certifications within sixty

(60) calendar days after contract award (CDACA). The remaining Floating Crew personnel must have the expert certifications within ninety (90) CDACA. Floating Crew personnel added to the contract after ninety (90) CDACA must have these expert certifications before they start work on the contract.

J5.14 LABOR RATE DIFFERENTIALS

Labor Rate Differentials are not allowed for all labor CLINs in the contract except the Floating Crew CLINs (X002A.12 – X002A.17). The installation work performed under these CLINs occasionally requires FAA approved Overtime, Double Time, Night Shift, or Hazardous Duty. The Labor Rate Differentials are:

150% for Overtime;

200% for Double Time;

110% for Night Shift; and

125% for Hazardous Duty.
