Set 3 Questions and Answers

55. FOMS III, SOW Page 23, Section 2.2.1 f; Maximo does not currently have the capability to gather the task order information listed. Will the government set this up before the start of the contract?

Maximo cannot automatically gather this information from the task order system.

However, this information shall be entered manually.

56. FOMS III, SOW Page 28, Section 2.2.13; The customer service feedback system is currently managed by the government. Is this requirement to be in addition to that system or is the government planning on turning over the existing system to the contractor?

This has been deleted from the revised SOW.

57. FOMS III, SOW page 35; Is there any significance to the second and third paragraphs of this section?

This has been deleted from the revised SOW.

58. FOMS III, SOW, Page 44; This section states that Major Repairs are to be covered in the baseline contract scope. Can a history be provided to allow an estimate to be prepared?

Repairs are provided in the Workload History.

59. FOMS III, SOW, page 53; This section states that repair work will include roof upgrades, restoration, and section replacement. Can the government provide information on the anticipated extent of this work so that an estimate can be prepared? Also, Attachment Q is a roofing bid schedule. Does that mean that roof upgrades, restoration, and section replacement will be performed as IDIQ work and is not to be included in the baseline contract scope?

Repairs and maintenance will be under core, while upgrades and restorations will be accomplished under task orders (IDIQ).

60. NNG16572637R_RFP-pdf, paragraph L.26 GSFC 52.215-224 Cost Volume Instructions.

(JUL 2016) (b) (1) Direct and Indirect Rate Substantiation; It is not clear whether or not significant subcontractors and/or non-significant subcontractors are expected to provide the information requested in the referenced paragraph. Will the government please confirm that only prime contractors are expected to provide the information as requested in the referenced paragraph? If not, please clarify who is expected to provide this information (i.e.

significant subcontractors, non significant subcontractors, etc.)

Information shall be provided for all significant subcontractors that will perform core work.

61. Attachment A_FOMS_III_SOW; paragraph 2.10.6; Although the government has provided the quantity of construction projects supported by the bidder per year, it is unclear how many construction projects are planned and supported by the bidder (i.e. the Contractor).

To enable bidders to reasonably estimate the cost of performance, will the government please provide the annual historical quantity of construction projects planned by "the

Contractor"?

This information is provided in SOW Section 2.10.5, Project Packages and Briefings.

62. Attachment A_FOMS_III_SOW; paragraph 2.10.7; Will the government please provide the annual historical quantity of ORRs conducted per year requiring Contractor participation?

The Contractor can expect to attend and participate in approximately 35 ORR’s per year, which are led by the contractor that performed the construction/repair work.

63. Attachment A_FOMS_III_SOW; paragraph 2.10.7; To enable bidders to reasonably estimate the cost of performance, will the government please provide the annual historical quantity of new equipment requiring entry into the CMMS database per year, planned maintenance strategies developed by the Contractor per year, and new buildings built per year?

Under the duration of this contract, the Government expects no more new equipment that can be absorbed in the +/- figures given in appendix 8.

64. Attachment A_FOMS_III_SOW; paragraph 2.10.15; To enable bidders to reasonably estimate the cost of performance, will the government please provide the annual historical quantity of excavations performed applicable to the referenced paragraph?

The contractor can expect approximately 12 minor excavations per year.

65. Filename NNG16572637R_FOMSIII_DRFP.pdf, paragraph L.26 GSFC 52.215-224 Cost

Volume Instructions (JUL 2016) (a) Instructions; Excluding the exception for proprietary cost data, will the government please confirm that the Prime Offeror and each Significant

Subcontractor may submit their proposals in the same physical volume (binder/CD)? If not, please provide additional guidance on how such proposal should be separated, packaged and submitted.

Yes. Offerors may submit cost proposals in the same physical volume as proposed subcontractors. It is also permissible for the subcontractor to submit cost information in a separate package.

66. Filename NNG16572637R_FOMSIII_DRFP.pdf, paragraph L.26 GSFC 52.215-224 Cost

Volume Instructions (JUL 2016) (a) Instructions and filename Exhibits_1-

16_FOMS_III_Cost.pdf, Exhibit 15; The referenced RFP paragraph states that proposed significant subcontractors shall complete and submit Exhibits 2A, 2B, 3 through 15F.

However, the 4th row of Exhibit 15 appears to identify the sheet as being assigned to the

"Prime Offeror". Will the government please explain whether or not Significant

Subcontractors must fill out Exhibit 15? If not, please revise the referenced documents as needed.

Exhibit 15 is for the Elements of Cost for the RTO, Significant Subs do not have to fill this out separately. However line 14 has the significant subs listing labor hours.

67. Filename Exhibits_1-16_FOMS_III_Cost.pdf, Exhibit 1A; filename

Enclosure_3_RTOs.pdf, page 15 of 16; Filename NNG16572637R_FOMSIII_DRFP.pdf, hardcopy page #106, paragraph (4) Prime Offeror Representative Task Orders Summary of

Estimated Cost Plus Fixed Fee; The 7th row of the referenced Exhibit states "SUMMARY

OF ESTIMATED COST PLUS FIXED FEE" and the referenced PWS paragraph states that

"Exhibit 1A summarizes the Prime Offeror’s proposed Representative Task Orders total direct labor hours (Prime Offeror plus Significant Subcontractors), total estimated cost, and fixed fee proposed for all Representative Task Orders...". However, the referenced RTO file indicates that RTO #2 is a Fixed Price Task Order. Will the government please confirm whether or not RTO #2 should be listed on Exhibit 1A? If so, please provide additional guidance for completing the Exhibit 1A as needed.

Exhibit 1B will be added for the Fixed Price Task Order. RTO 2 shall be included on

Exhibit 1B as a FFP task. The FFP for the task should be excluded from Exhibit 1A, this should be reserved for the cost plus fixed fee portion.

68. Exhibit_18_Pricing_Charts.pdf, Painting and Caulking schedule, line items 1 through 11;

In the referenced example line items, the government has provided painting requirements and is requesting rates per square foot to be priced. In these line items, the government has also provided square footages with the caveat that these quantities are estimated. Some of the line items' square footage is greater than or equal to 200 square feet, while others are less than 200 square feet. It is not clear, on the provided information, which IDIQ line items' work will fall under the Davis Bacon Act vs the Service Contract Act. For all

Exhibit 18/Attachment Q IDIQ line items, will the government please clarify which line items it expects to be priced using Davis Bacon wage determinations and which it expects to be priced using Service Contract Act wage determinations?

As these IDIQ line items will only apply to task orders, which are generally larger work

(not Service Work Requests), they should be priced with the Davis Bacon Wage

Determination.

69. Appendix_8_-_Listing_of_Asset_Quantities_and_PM_Requirements.pdf, pages 2 through

328; It appears that the table in the referenced pages of Appendix 8 was not print-formatted correctly and wrapped, with the table information split over multiple pages. It is not possible to determine the alignment of these tables with certainty. Will the government please correct the print-formatting error in the referenced attachment and re-issue?

Corrected.

70. Attachment_A_FOMS_III_SOW.pdf, paragraph 2.6.12 (i)(a), page 38; The first sentence of the referenced paragraph reads: "All costs identified in section Error! Reference source not found..b." Will the government please correct the reference and re-issue?

71. NNG16572637R_RFP-pdf, Section K, K.1 52.204-8 Annual Representations and

Certifications. (APR 2016) (a)(1) and (2), hardcopy page 76; No NAICS code of small business size standard has been entered for the RFP. Will the government please identify the NAICS code and small business size standard for this RFP and re-issue?

Changed and will post revised Section K.1.

72. Attachment_A_FOMS_III_SOW.pdf, paragraph 2.7.27 hardcopy page 59-60; The referenced paragraph contains a lettered list of requirements for the contractor to perform.

The lettering for the items in the list appears to be missing items c. d. and e. (i.e. the list skips from item b. to item f.). Will the government please confirm that this omission is intentional? If not, please update the paragraph with the omitted information.

73. Attachment_A_FOMS_III_SOW.pdf, paragraph 2.7.28 hardcopy page 64; The referenced paragraph section contains a lettered list of contractor requirements pertaining to the EMCS network. However, item j. of this list is blank. Will the government confirm that this item was intentionally left blank? If not, please provide the omitted information.

74. Attachment_B_IDIQ_Cost_and_Fixed_Price_Rate_Matrix--Hybrid_Core-IDIQ.pdf, hardcopy page 5, Section 7. The reference section contains the following guidance: "A

Position Qualification shall be proposed for each individual Prime Direct Labor Category included in Section 1 and each individual Subcontractor Direct Labor Category included in

Section 5." Will the government please review the referenced guidance for accuracy and revise if needed?

The text is corrected as follows:

"A Position Qualification shall be proposed for each individual Prime Direct Labor

Category included in Section 1 and each individual Subcontractor Direct Labor Category included in Section 6."

75. Attachment_A_FOMS_III_SOW.pdf, paragraph 2.9.4 hardcopy page 78-79; The referenced paragraph mentions the Continual Energy-Exhaustive Search Optimization

Program (ExSOP). However, it is not clear is there is an expectation that the contractor has any responsibilities or work associated with maintenance, repair, etc of this system. Wil;

the government please confirm that mention of this system is informational only and that there are no work requirements under the resulting contract associated with it? If not, please provide additional information and description of the work to be performed.

The Contractor chiller operators will be responsible for implementing the optimization recommendations, and also for keeping the optimization program operational.

76. Without complete knowledge of the incumbent workforce, submitted price proposals may not be reasonable and realistic. Additionally, because it is aware of the existing workforce demographics, the incumbent contractor possesses asymmetric information relative to new bidders which may create unfair competitive advantages and disadvantages. To ensure that all offerors are proposing with equivalent information, will the government please provide the incumbent workforce demographics- showing CBA H&W coverage selections and

CBA seniority expressed as percentages of the CBA workforce- into the RFP?

The following data is provided:

Health & Welfare Coverage % of CBA Workforce

Single Coverage 24%

Family Coverage 76%

Total 100%

Seniority % of CBA Workforce

0 - 60 Months 22%

60 - 180 Months 48%

181 - 192 Months 3%

192+ Months 27%

TOTALS 100%

77. Section 1.13, page 18, Licensing/Certification; The section is requiring the Asbestos O &

M activities to have 16 hours class training, will the government provide the training or list the names of the required training?

GSFC provides an on-site 2 hour Asbestos Awareness training. However, the referenced

OSHA 16 hour Asbestos Operations and Maintenance training is not provided by the government.

78. Section 2.2.1f, page 24 Operations and Maintenance – Program Implementation, regarding;

Program Implementation of Task Orders and performing duties outlined in (a) through (e) directly preceding item (f); how many projects as well as the estimated corresponding value of these projects are typically required to be performed (managed) each year?

The Contractor might expect approx. 20-30 task orders per year.

79. Section 2.6.7, page 34, Annual Work Plan (AWP); is it the government’s intention to provide required information to the contractor to incorporate into the AWP”. It is unclear as to how the contractor would have the information resources to provide information on work for other than NASA entities, customer funded (service) work (i.e. construction, addition, and modification work below the $1M CoF threshold, non-facilities maintenance work.

This section has been revised and deleted reference to “unknown work”.

80. Section 2.7.19, page 53, Elevators and Service Lifts, Paragraph B; What does it mean when an elevator is not operating properly? Would all trouble tickets for an elevator be treated as an Emergency? Will there be further guidelines to determine what would be considered as an Emergency? (Doors are slow on opening, lights out, etc.)

This section has been revised to be consistent with 2.7.10. Elevators not operating at all

(with no backup) or with trapped passengers are emergencies.

81. Section 2.7.19, page 53, Elevators and Service Lifts, Emergency Response Time; Does the

Priority 1 designation apply to all elevator trouble calls or only entrapment calls? Fifteen

(15) minute response time is virtually impossible unless the technician is sitting in the shop waiting for a call. Technicians are typically performing PM’s or working on other elevator calls and that elevator must be left in a safe condition.

Revised to be consistent with section 2.7.10.

82. Section 2.7.21 page 54, Structures, Piping and Plumbing, Paragraph N – Manholes; Second sentence states “Manholes with dewatering systems shall be inspected during and after severe wet weather”, is there a current list on manholes with dewatering systems?

Site utility manholes with sump pumps are identified in Maximo.

83. Section 2.7.24 page 56 – Storm Water Management Structures; Will the government be providing training of the aeration systems and pass along any documentation, testing and schedule PM’s that have been completed in the past?

Yes, the selected contractor will be provided with this information.

84. Section, 2.7.25, page 57 - UPS Maintenance; A Priority 1 is 15 minutes. Is it the government’s desire that 24/7 coverage is provided in order to meet this requirement or is a 2 hour response sufficient during off hours?

The 15 minute response time can be achieved by the 24/7 on-site building engineer. The repair can then be accomplished within the 24 hour period. Dedicated 24/7 coverage for

UPS's is not envisioned.

85. Section 2.7.26, page 58, PDU Maintenance; The Contract states there are 100 PDU’s, Can the government provide a list of these?

The number of PDUs referenced has been reduced. There are 8 PDUs in active status.

86. Section 2.7.27 page 60 – Life Safety Systems, Paragraph K; 1) Will the government provide equipment (laptop, scanner, bar code, etc.) that is compatible to download data into

MAXIMO? 5) Inspections that are currently conducted are annual, 6-year and 12 year?

What are the 5 year inspection?

The contractor will be provided with the necessary equipment to perform the work.

87. Section 2.9.3, page 77, Sand Filtration System; Will an Operator’s critical lift certification be required?

No

88. Section 2.10. 1E, page 84, Institutional Planning; The reference to the 220-PG-8831.0.7 appears to be invalid; if valid can this document be provided to determine the extent of what is required.

The document has been posted to the E-library.

89. Section 2.10.1.l, page 84, Institutional Planning; There seems to be several “obsolete” references in this paragraph such as the 1-year Plan and code 350 (should be 360).

Economic Analysis are typically only performed on CoF level projects. Is it the intent of this paragraph to perform the listed duties on the 5 Year Projects Plan projects that are selected for funding?

Reference corrected to show code 360. Economic analyses are required "as appropriate".

Many projects require some level of analysis to determine the most cost effective solution.

90. Section 2.10.2a, page 85, Condition Assessment; Can this reference 220-PG-8831.2 be provided to determine the extent of the requirement as it appears to be an invalid reference?

Yes. The reference will be provided in the E-library.

91. Section 2.10.2b, page 85, Condition Assessment; It is the government’s intention that the system manager for condition assessment be a full time requirement?

The contractor shall make any determination as to full time/part time work years in accordance with their approach.

92. Section 2.10.3b, page 86, Support for NASA Wide Condition Assessment; Currently the government provides escorts for the HQ teams; is it the intention that the government is requesting the FOM’s contract to provide the escorts for this effort.

This requirement has been deleted.

93. Section 2.10.4b, page 87, Development of the 5 Year Project Plan; Again is the 220-PG-

8831.0.8 a valid reference and if so can it be provided?

Posted to the E-library.

94. Section 2.10.5d, page 87, Project Packages and Briefings; Based on the quantity of projects identified in the projected workload is it the Govt.’s intention to increase the workload capacity from the current level? The number of projected Class 2 projects per year appears to be at least 2 to 3 times the current amount of Class 2 projects provided. The number of

Multiyear projects and Total Dollar Value is approximately double the current amount of projects (and Program Budget), and the CoF program is a 2 year cycle as opposed to annual.

The figures pertaining to number of projects and dollar value have been revised in the

SOW.

95. Section 2.10.6, page 88, Construction Support; Can the government confirm that there will be only about 35 projects each year.

Correct, about 35 projects per year. This does not include support of the contractor's own maintenance work orders.

96. Section 2.10.6f, page 88, Construction Support; The government currently updates the facility inventory is this a new requirement that the contractor update the facility inventory?

The Government provides the initial GOMAR number to new equipment, but the

Contractor is responsible to upload all asset data and document the PM plan.

97. Section 2.10.7f, page 88, Commissioning and Operational Readiness Review (ORR

Requirements); Currently the government ensures all new equipment is incorporated into the CMMS database and verifies all equipment numbering is performed properly, is this now the responsibility of the FOM’s contract?

The Government provides the initial GOMAR number to new equipment, but the

Contractor is responsible to upload all asset data and document the PM plan.

98. Section 2.10.8c page 90, RCM Requirements; The reference to the Vibration Institutes of

America requirements seems to be an outdated requirement should the statement reference

ISO 18436 part 2 instead?

Concur. The reference has been revised.

99. Section 2.10.8f page 90, RCM Requirements; Are copies of all PT&I data reports entered into the CMMS a requirement or can these reports be kept in a file on the public drive for the governments use? Reports of “finds” from these reports can be separated out and kept separately (or in Maximo) at the discretion of the Govt. All reports kept in Maximo would be a very time consuming massive ongoing effort.

The PT&I data shall be tied to the equipment in Maximo.

100. Section 2.10.9, page 91, Outage Requirements; It is known that the electrical panel schedules in many buildings may not be accurate or up to date. Is this reference to verification of the panel schedules limited to the information that is currently provided on the panel schedule, or is the requirement to trace circuits?

There may be occasions where tracing circuits is required.

101. Section 2.10.21, page 98, Miss Utility; Approximately 35 requests annually for utility marking seems rather low is this number correct? If so, is it the government’s intention that this be a full time position?

This is an estimated figure. The contractor shall make any determination as to full time/part time work years in accordance with their approach.

102. Section 2.10.21, page 98, Miss Utility; Is the Government providing the utility locating equipment or is it the responsibility of the contractor.

Locating equipment is available for the contractor's use.

103. Section 2.10.22, page 98, Cost Estimating; Who will be responsible to provide conceptual and/or design documents, as-built required for modification, rehabilitation and construction of existing and new facility estimate? How many design phase estimates will be required?

I.e. 30% 60%, 90% and 100%? What software will be required for estimating and who will provide it. What software will be required for tracking, analyzing and trending construction cost? Who will provide software? What category of labor and material will require market survey for cost trends? Who will prepare/provide list? How often market survey will be required?

Most of the estimates are developed by the A-E's performing the design. This FOMS III estimator will support the Institutional Planners with planning phase estimates, the

Directorate planners with conceptual estimates as well as the Project Managers with construction phase design changes. There is no specific requirement on cost estimating software, but Costworks is available from the government. No specific requirements on cost trending.

104. Section 2.2.1f, page 24 Operations and Maintenance – Program Implementation; Regarding

Program Implementation of Task Orders and performing duties outlined in (a) through (e) directly preceding item (f); how many projects as well as the estimated corresponding value of these projects are typically required to be performed (managed) each year?

The Contractor might expect approx. 20-30 task orders per year.

105. Section 2.6.7, page 34, Annual Work Plan (AWP); Is it the government’s intention to provide required information to the contractor to incorporate into the AWP”? It is unclear as to how the contractor would have the information resources to provide information on work for other than NASA entities, customer funded (service) work (i.e. construction, addition, and modification work below the $1M CoF threshold, non-facilities maintenance work.

This section has been revised and deleted reference to “unknown work”.

106. Attachment_A_FOMS_III_SOW.pdf; paragraph 2.9.2; Are annual inspections required on the chillers? If so, will the government please update the SOW accordingly?

Annual inspections are required per SOW 2.9.2.c.

107. Attachment_O_Wage_Determination.pdf; wage decision MD170058 dated 1/6/2017; The referenced wage determination appears to be out of date. Will the government please provide the most current wage determination for bidders to use in the cost volume?

No the Government does not intend to post any further updates to the WD. If there are updates to the WD prior to proposal submission that impact the proposal, please note the latest version of the WD that was used to complete the proposal.

108. Attachment_A_FOMS_III_SOW.pdf, page 53 of 114, paragraph 2.7.20; Item a. is missing from this paragraph; it is unclear whether this omission is intentional. Will the government please confirm that the omission of item a. from the referenced SOW paragraph was intentional? If not will the government please add the missing information and reissue the document?

109. Exhibits_1-16_FOMS_III_Cost_Exhibits.pdf, Exhibit 2A; NNG16572637R_RFP.pdf, page

107 of 125, item (6); The structure of Exhibit 2A and the guidance associated with Exhibit

2A appear to be inconsistent. The Exhibit 2A table contains 1 column for each contract year, and it therefore appears that data for all contract years should be included in the single table. However, the referenced SOW paragraph includes the following statement: "A separately identified and labeled Exhibit 2A shall be submitted for each individual CY from the Prime Offeror and each individual Significant Subcontractor.". Additionally, the eighth row of Exhibit 2A contains a field for the contract year to be entered, which seems to imply that the table is only applicable to a single contract year. Will the government please clarify whether it intends submissions to include one (1) Exhibit 2A for each contract year individually or if the data for all years be should included in a single Exhibit

2A table?

Exhibit 2A is for the Subcontractor to complete the estimated cost data for all five contract years. The SOW is correct with referring to use Exhibit 2A to complete each individual

Contract Year (CY) [which are the individual columns].

110. Does the government have off-road diesel, on-road diesel, and gasoline available for use?

The Government will provide off-road diesel for any heavy equipment use, bio-diesel for vehicles and gasoline for vehicles.

110. Is the diesel bio-diesel?

The on-road diesel is bio-diesel.

111. Appendix_8_-_Listing_of_Asset_Quantities_and_PM_Requirements.pdf; There is not enough detail describing some of the assets in the referenced appendix to allow bidders to properly estimate the workloads. Will the government please provide model numbers, serial numbers, kW information and engine information for all assets identified as

"Generator" in the "Asset Category" column of the referenced attachment?

Some of the generators already have their kw capacity and other information given. The large generators in B24c are Caterpillar 1000 kW each and the large generators in B31 are

Caterpillar 1450 kW each.

112. If not witll the government please add the missing information and reissue the document?

The paragraph lettering has been corrected.

File details come from the government source that posted it. Updated .
