Many buildings are being positioned to being demolished.
This is both inline with the repair by replacement program and aims towards reducing the square footage.
New buildings will be built on the sites of some of the demolished buildings and with the allotted square footage gained from demolishing the buildings.
General Description The Construction, Maintenance, Environmental and Testing Services (COMETS) contract will support the Facilities Division (FD) and the Environmental Management Office (EMO) which have a responsibility to assure safe, efficient, reliable and sustainable facilities while complying with all national, state, and local environmental regulations.
The COMETS contract will provide support for facility management, surveying, energy management, life safety code compliance, and environmental management.
This is an Agency-wide contract in support of NASA Glenn Research Center (GRC) at Lewis Field, Plum Brook Station, NASA Headquarters, and any other NASA Center, as directed by the Government.

FD Base Services Construction Project Management Services Oversight responsibilities on both large and small facility and/or system projects from conception to completion; day-to-day planning of such, and oversight of implementation and activation of facility projects.
Construction Management Services Function as the day-to-day liaison to the Contracting Officer’s Representative (COR) and monitor the overall contract performance of other construction Contractors performing work for the Government.
Construction Inspection Services Function as the day-to-day Government’s representative at the jobsite. This includes monitoring and checking construction field work, assuring conformance with the contract terms and assuring that sufficient progress is being made to complete the project in accordance with the approved schedule.
FD Base Services Fire Protection Support Provide technical Building Code and Life Safety Compliance support to the FD. Assist with performance testing of fire protection systems, audits, facility safety inspections, construction site inspections and corrective action/abatement plans. Support both Building Manager and Incident Response teams and maintain and review Health and Safety Plans.
Safety, Environmental and Occupational Health Coordination Oversight responsibilities on both large and small facility and/or system projects from conception to completion. Ensuring that safety/environmental/occupational health requirements are identified and incorporated into the facility design, construction and closeout. Review and coordinate Health and Safety Plans.
Surveying Services Maintain Underground Record Drawings (URD). Locate and mark existing underground utilities and structures. Confirm layout for new construction. Responsible for Glenn Mapping System (GMS Administrator) functions.
FD Base Services Building Management Civil Servants and Support Service Contractors perform the role of Building Managers. The COMETS contract will provide an augmentation to the Civil Servant staff to perform this role. The Building Manager will provide assistance to the Facility Project Management construction and maintenance teams.
Maintenance Management Civil Servants and Support Service Contractors perform the role of Maintenance Managers. The COMETS contract will provide an augmentation to the Civil Servant staff to perform this role. The Maintenance Manager will provide assistance to the maintenance team and maintenance program manager in the oversight and verification of maintenance tasks.

EMO Base Services Supporting the management of environmental programs and assisting in implementing and maintaining compliance with environmental regulations and policies.
Represents the EMO interfacing with GRC organizations performing work in the field Preparing environmental related applications, reports and data calls for submission to GRC, NASA and outside agencies Supporting GRC EMO during audits and inspections Maintaining environmental records Providing environmental training and outreach for GRC Staying current with existing and upcoming regulatory requirements and training Planning, designing, collecting, transporting, analyzing, summarizing and reporting data for routine environmental sampling
EMO Base Services Providing waste management and disposal (excluding routine solid waste and recycling) services to GRC.
Supporting the proper classification, tracking, record keeping, scheduling, cost estimates, sampling, analysis and disposal of RCRA/DOT routine wastes Responding to spills and environmental incidences.
Supporting environmental response and incident command Perform cleanup and disposal for minor incidences
EMO IDIQ Services Providing engineering services, designs, data collection, analysis, reports, presentations, records, surveys, plans, guidance, etc for a variety of environmental topics.
Supporting the management of remediation programs (CERCLA, RCRA, TSCA, BUSTR, VAP, etc.)
Updating environmental plans (ICP, Species, SSPP, GHG, SWP3, etc.)
Supporting evaluations, studies and implementation plans (NEPA, sustainability, GHG, etc.)
Providing waste management and disposal services to GRC (for large project/non-routine waste).
Supporting the proper classification, tracking, record keeping, scheduling, cost estimates, sampling, analysis and disposal of RCRA/DOT project derived wastes Supporting the response to emergencies and environmental incidences where outside assistance is required.
As required for environmental compliance and/or by the incident commander (cleanup services, restoration, sampling, analysis, classification, safety planning, disposal, investigation, evaluation, reporting, etc.)
Site Assessment for Building Demolition Sample Task NASA GRC will be demolishing a 1950’s vintage research and testing facility with an existing underground jet fuel storage tank. The NEPA evaluation has determined that the potential for asbestos, lead based paint, mercury containing devices, light bulbs, ballasts, and contaminated soils exists. NASA GRC is committed to the safe deconstruction and appropriately handling of all waste materials and requires a site assessment to achieve that goal.
THE OFFEROR IS NOT TO PERFORM ANY OF THE WORK OR PRODUCE ANY DELIVERABLES FOR THE SAMPLE TASK AS DESCRIBED BELOW. EXPECTED RESPONSE TO THIS SAMPLE TASK IS OUTLINED IN SECTION L OF THE RFP.

Source Selection Procedures This procurement will use a best value selection approach. Best value selection will include Mission Suitability, Relevant Experience and Past Performance, and Cost. Only Mission Suitability will be scored.

Relevant Experience and Past Performance:
The Government will evaluate three (3) areas of relevant experience and past performance of the Offeror and any Major Subcontractors/Teaming Partners:
Past Performance Narrative (PPN) Past Performance Questionnaires (PPQ) Past Performance Database (PPD)
The results of the PPN, PPQ, and PPD evaluations will receive equal weighting in determining the Level of Confidence rating.
Relevant Experience and Past Performance:
Relevancy: Per the NFS 1815.305(a)(2), the Government will evaluate the Offeror’s, Major Subcontractor’s and/or Teaming Partners’ experience over the past three (3) years (currency/recency) to determine whether it is relevant to the SOW and the overall requirements of this procurement. Only contracts the Government considers relevant in size, content and complexity, as compared with the SOW, will be evaluated for relevant experience and past performance.
Performance: The Government will evaluate the Offeror’s, major subcontractors and/or teaming partners’ overall performance over the past three (3) years by considering items such as rating history and past performance as compared to the overall requirements of the RFP. In addition, the Government will evaluate cost management history, problems and resolution, contract terminations, relationship with subcontractors or teaming partners (including previous relationships with proposed teaming partners), management of large subcontractors, task order administration, cooperation with prior clients, and timeliness of complete business products.

FAR Subpart 19.802 Determining the eligibility of a small business to be a participant in the 8(a) program is the responsibility of the SBA. SBA’s regulations on eligibility requirements for participation in the 8(a) program are found at 13 CFR 124.101 through 124.112.
Selecting acquisitions for the 8(a) program. FAR Subpart 19.803 The SBA and an agency match the agency’s requirements with the capabilities of 8(a) participants to establish a basis for the agency to contract with the SBA under the program.
The COMETS Procurement is an 8(a) Set-Aside.
8(a) Joint Venture (JV) 8(a) Joint Ventures, 13 CFR 124.513 8(a) firm designated as managing venturer and employee of 8(a) is project manager responsible for performance of contract.
Joint venture is project specific.
JV must be approved by servicing SBA district office prior to award of 8(a) contract.
JV provides quarterly financial statements to SBA.
8(a) performance of work:
As the contractor, the JV entity must perform the percentage of work required by the Limitations on Subcontracting clause in the contract.
The 8(a) partner to the JV must perform at least 40% of the work performed by the JV (includes all work done by non-8(a) partner and any of its affiliates at any subcontracting tier).
