1 Purpose
The Facilities Division (FD) and Environment Management Office (EMO) at NASA Glenn Research Center (GRC) have the responsibility to assure safe, efficient, reliable and sustainable facilities while complying with all national, state, and local environmental laws and regulations. These organizations ensure compliance with regulators while operating, maintaining, updating and demolishing facilities at Lewis Field (LF) in Cleveland, Ohio and Plum Brook Station (PBS) in Erie County, Ohio. This work requires the efforts of both NASA civil servants and various support service contractors. The COMETS contract includes support for construction management, facility management, surveying, life safety code compliance, environmental management and waste disposal management.
The focus of this contract is to provide these services for FD and EMO by managing construction projects, maintenance tasks, and environmental programs and tasks, from the initial concept through completion including requirements development, design, construction, commissioning, activation and turnover. Several onsite maintenance contracts perform routine, periodic maintenance and testing while construction contracts are awarded through a competitive procurement process. This contract provides support for these construction, maintenance, and environmental activities. In each of the roles described below, the contractor shall serve as a technical representative on behalf of the Government or as an independent third party providing the specified services.
This statement of work (SOW) includes base services and potential Indefinite Delivery / Indefinite Quantity (IDIQ) services. Although specific IDIQ sections exist within this SOW to define additional services that may be ordered on an as needed basis, IDIQ services can include any items mentioned in this SOW. IDIQ work shall be accomplished by the issuance of discrete task orders. IDIQ requirements are defined as non- recurring, one-time, non-routine activities of a temporary nature. They may include tasks performed at or in support of GRC, any other NASA Center, and NASA Headquarters. The contractor will be required to have an adequate combination of work experience, education, training and certifications to preform assigned tasks.
The Contractor shall provide the resources to fully meet the requirements of this SOW and all applicable laws, regulations, policies, executive orders, and best practices.
2 Facility Management FD construction projects are managed from concept through completion by the Facilities Project Management branch (FDP) and maintenance tasks are managed by the Maintenance Management Branch (FDO). Civil servants and support service contractors perform the roles described below. The COMETS contract will provide an augmentation to the civil servant staff to perform in these roles as part of the Base Services. IDIQ tasks will be issued to support specific non-reoccurring effort efforts consistent with any of the functions described in this statement of work.
2.1 Construction Management
Construction Management includes the day-to-day coordination and communication between the construction contractor and the Facility Project Manager in the performance of his/her duties. Construction Management includes monitoring the overall contract performance by the construction contractor including the delivery of the final product and services as identified in the construction contract. Construction Management may also include the functions identified under the category of Construction Inspection on certain projects when this functional area is not staffed by another employee.
GRC requires that construction contractors are monitored at all times while working on site. This oversight is provided by those supporting the Construction Management and Construction Inspection functions. The typical construction contract working hours for GRC are Monday through Friday, from 7:00am to 4:30pm. The COMETS Contractor must ensure that the necessary level of support is available to oversee on-site construction activity during these times as well as during off shift hours (nights, weekends, and government holidays).
2.1.1 Qualifications
All employees performing the function of Construction Management shall meet the following minimum qualifications:
· Associate degree in a related field or a minimum of 5 Years of relevant construction oversight, management, or field experience dealing with projects ranging from $10,000 to $25M in a campus or Government setting (fewer years of experience can be considered if candidate possess additional education, certifications, or specialized experience).
· Able to read and understand construction drawings and specifications.
· Strong interpersonal skills and effective communication skills with broad range of project stakeholders (construction contractors, engineers, facility managers, etc.)
· Knowledge of building codes and industry standards.
· Broad experience in various construction trades or extensive expertise in a specialized trade relevant to work commonly performed at GRC.
· Completion of OSHA 30 Hour Construction Safety and Health training is preferred.
2.1.2 Functions
Construction Management (CM) functions shall include:
· During the design phase; conduct reviews of the design documents and provide recommendations, assist in the development of a detailed implementation plan and schedule and conduct constructability reviews with the project manager and design team
· Review construction cost estimates for errors and omissions
· During the contract acquisition phase: review the bid documents and provide written recommendations to revise or correct discrepancies, errors or omissions; conduct a prebid conference with interested construction contractors and perform/oversee the project site showing
· Following construction contract award: schedule and conduct a Pre- Construction Conference with the prime construction contractor, subcontractors and NASA organizations involved in the project implementation; coordinate and participate in a Partnering Workshop to encourage cooperation and assist in the development of a team approach to issue resolution
· Assist in the development of a reasonable schedule that is responsive to customer requirements. Ensure that the construction contractor uses the appropriate levels of qualified personnel necessary for performance of contractual requirements in accordance with approved schedule
· Ensure that the construction contractor complies with the defined statement of work or specifications included in the contract. Assist the construction contractor and NASA personnel in interpreting technical requirements of the contract scope of work or specifications
· Monitor and document contract performance and reports all problems related to performance to the Project Manager
· Monitor jobsite safety and report any non-compliance with all applicable OSHA and GRC safety, environmental and occupational health requirements. Coordinate all necessary NASA permits, waste manifests, and paperwork for removal of construction contractor-owned property and equipment
· During the construction phase, conduct weekly project status meetings and provide written minutes to document progress, status and issues
· Ensure that the construction contractor is maintaining a set of "red-lined" drawings to reflect the “as-built” conditions. The “as-built” drawings shall also reflect all formalized changed conditions and work by others as required. Inspect the construction contractor’s “red-lined” documents on a regular basis throughout the project.
· Assist the PM in the review of progress payment requests
· Promptly report suspected violations of the wage provisions in the Davis- Bacon Act in writing to the Project Manager
· Conduct periodic inspections of Government owned equipment and property to ensure that no damage has occurred
· Maintain organized files containing all emails, design clarifications, meeting minutes, or any other material that relates to impacts to the project’s cost, schedule or scope
· Coordinate project LEED aspects with all relevant parties including the NASA Project Support Specialist, construction contractor, LEED AP, Commissioning Authority, maintenance personnel, design engineers, PM, etc. Conduct regularly scheduled LEED progress meeting to ensure that all contract requirements are met
· Schedule and coordinate system outages and draft correspondence necessary to communicate effectively with the GRC Center personnel of project implications and impacts (e.g., Road Closure Memorandum, Area clearances, etc.)
· Recommend changes in the scope or technical provisions of the contract with justification for the proposed action. The CM is not authorized to make any changes in the statement of work or specifications or duties of the parties as stated in the contract
· Perform/oversee the inspection of completed work and services.
· Coordinate the construction contractor’s scheduling of required training.
· Coordinate the timely commissioning, acceptance and turnover of systems or equipment from the construction contractor to the Government.
· Maintain a “punch list” of issues to be addressed and ensure that all punch list items are closed prior to project acceptance. Coordinate the pre-final and final site inspections. Assist the PM in the sign-off and acceptance of the project through internal NASA organizations
· Prepare/conduct a Construction Closeout Meeting, to document the project accomplishments and lessons learned
· After completion of the work, notify the Project Manager when the construction contractor has met all terms of the contract and make any appropriate recommendations
2.2 Facility Project Management
Facility Project Management includes the day-to-day planning, implementation and activation of facility projects. Specific activities are required throughout the project life-cycle including support in each of the following phases; concept, requirements, design, acquisition, construction, activation and closeout.
Performance metrics include pre-planning, cost, schedule, quality, coordination and customer satisfaction.
2.2.1 Qualifications
All employees performing the function of Facility Project Management shall meet the following minimum qualifications:
Bachelor of Science in an engineering field from an accredited program or equivalent education.
· A minimum 5 years of prior work experience managing multi-discipline design or construction projects in a campus or federal Government environment ranging from $10,000 to $25M while demonstrating excellent communication and coordination skills .
· Knowledge of Federal Government contracting is preferred.
· Leadership in Energy and Environmental Design (LEED) accreditation and professional registration is preferred.
2.2.2 Functions
Facility Project Management (PM) functions shall include:
· Serve as the primary interface with project’s customer.
· Lead the project team.
· Develop requirements from all project stakeholders, prepares the Project Requirements Document (including safety, environmental and occupational health)
· Perform oversight on Architectural and Engineering tasks.
· Develop Statements of Work and oversees contract execution.
· Ensures the design contractor complies with the statement of work.
· Assist the Architect/Engineer and the COR in interpreting technical requirements of the contract work scope.
· Coordinate engineering disciplines.
· Prepare and maintain all necessary documentation for contract change orders.
· Manage the project budget
· Manage issue resolution
· Ensure that the design team documents all changes to existing facilities
· Ensure constructability reviews are performed
· Lead the development of the Project Implementation Plan
· Coordinate and draft documents necessary for evaluating impacts and risks to safety, health, environmental and cultural resources
· Ensure that an accurate and independent Government cost estimate is generated for every construction project and contract modification
· Coordinate with CO and COR on a construction contract acquisition plan
· Develop Requests for Proposal (RFP) acquisitions, works with the CO & COR to establish proposal rating criteria
· Participate and assist in the Pre-Bid Conference
· Attend construction progress meetings and the Pre-Construction meeting
· Manage submittal review and approval
· Manage overall project schedule and ensure that the construction contractor uses qualified personnel necessary for performance of contractual requirements in accordance with the approved schedule
· Manage Requests for Information (RFI) and coordinate responses
· Provide technical insight and consultation to the project’s Contracting Officer’s Representative (COR)
· Review payment requests and make recommendation of payment
· Promptly report suspected violations of the wage provisions in the Davis- Bacon Act in writing to the Contracting Officer’s Representative (COR)
· Coordinate the change management process including the tracking and documentation of anything that differs from the contract documents or Implementation Plan
· Coordinate with the Construction Manager in resolving project coordination and implementation issues
· Assist in documenting incidents and accidents on project site, including recommending follow up actions and lessons learned
· Ensure coordination and documentation required with other NASA organizations (including Pressure Systems Office, Environmental Management , Office of Protective Service and the Safety and Health Division)
· Receive and evaluate construction proposals and change orders
· Regularly update a project database to ensure each assigned project has the most recent financial information, milestone dates, issue awareness and comments documented
· Lead the activation planning process
· Lead the project turnover & commissioning process
· Ensure the sign-off and acceptance of the project through internal NASA organizations
· Complete close-out documentation (includes construction contractor evaluation). Ensure project close-out documents (including as-built drawings, new equipment lists, O&M’s, and warranties) are reviewed for accuracy and submitted for incorporation in NASA’s record documents
· Document project design and construction lessons learned
· Conduct project reporting to management including project accomplishments and lessons learned
· Ensure coordination of LEED aspects with all relevant parties and attend regularly scheduled project LEED progress meetings
· Document and communicate project issues requiring upper management involvement
2.3 Construction Inspection
Construction Inspection includes in the field observance, monitoring and inspection of the day-to-day construction activities at the jobsite. This function includes monitoring and checking construction field work to verify that it meets the requirements of the project documents, drawings, and specifications with respect to location, details of work, quality of materials and workmanship.
The Contractor shall execute the necessary construction inspection function in a highly professional manner through frequent inspection and on-site monitoring throughout the project. Each Construction Inspector shall assure that in-place construction reflects the work required by the plans, specifications and contract documents. The inspector shall have the technical experience and knowledge to review, inspect, and advise the CM/PM on the acceptability of the construction contractor's workmanship, equipment installation, and operational performance.

2.3.1 Qualifications
All employees performing the function of Construction Inspection (CI) shall meet the following minimum qualifications:
· High School Diploma (or equivalent)
· A minimum of 5 Years of relevant construction oversight, inspection, or related field experience
· Able to read and understand construction drawings and specifications
· Communication skills with broad range of project stakeholders (construction contractors, engineers, facility managers, etc.)
· Broad experience in various construction trades
· Computer skills include the use of Microsoft Office, and web-based databases is preferred
· Completion of OSHA 30 Hour training for Construction Safety and Health is preferred.
2.3.2 Functions
Construction Inspection functions shall include:
· Observe the safety, progress, and quality of the required work as necessary to determine compliance with the terms of the contract documents and provide recommendations for corrective actions.
· Monitor the project schedule by comparing actual progress against the approved planned progress, and provide corrective measure recommendations to the CM/PM.
· Consider and evaluate the construction contractor's suggestions, value engineering proposal or proposed variances/ recommendations. Submit recommendations to the CM/PM
· Attend progress meetings as directed by the Project Manager
· Observe all tests performed as required by the contract documents. Document and provide, to the CM, all test results and perform evaluations as to the procedures observed and the results obtained
· Maintain project documents in an orderly manner. Files/records shall include contract documents and supplemental documents to the contract, clarifications, submittals, test reports, and names and addresses of all construction contractors, its approved subcontractors and principal material suppliers
· Document and maintain a daily inspection record of the construction contractors time and activities related to the project, weather conditions, nature and location of work being performed, safety violations observed and corrective measures taken, construction document interpretations given to the construction contractor superintendent, and any other specific observations. Records any event or occurrence of work that might result in a request for equitable adjustment or future claim for adjustment in contract price or contract extension
· Report any of the construction contractor's non-compliance with all applicable OSHA standards, the GRC Safety Manual, and the construction contractor's approved Safety and Health Plan. All observed Safety hazards and/or violations shall be brought to the immediate attention of the construction contractor, the CM and the PM. If the hazard and/or violation should pose a serious or imminent danger to personnel, the inspector shall have the authority to direct the construction contractor to cease the event or work
· Inspect all delivered materials and verify its accuracy in accordance with contract documents and approved submittals
· Travel to supplier and manufacturer locations off site to perform material and equipment inspections
· Provide documentation to the construction contractor to allow removal of materials and equipment owned by the construction contractor
· Assist the CM in coordinating systems outages as needed
· Monitor that the construction contractor is maintaining a set of "red-lined" drawings to reflect the “as-built” conditions. The “as-built” drawings shall also reflect all formalized changed conditions and work by others as required
· Assist the Government in preparing for negotiations of approved changes, new work modifications, claim denial, dispute resolution, final decision making, etc...
· Assist the CM in pre-final and final inspection of the work. Assist the CM in the preparation of a detailed punch list and verify that all punch list items have been completed prior to recommending that final payment be processed
2.4 Building Management
Civil Servants and Support Service Contractors perform the role of Building Managers. The COMETS contract will provide an augmentation to the Civil Servant staff to perform this role. The Building Manager will provide assistance to the Facility Project Management construction and maintenance teams. The COMETS Contractor Employee (as Building Manager) will relay problems to the appropriate Construction Manager (CM), Maintenance Contracting Officer Representative (COR), Facilities Manager (FM), Systems Manager (SM) or Facilities Operations Specialist (FOS), monitor the status of maintenance Trouble Calls, and expedite the correction of Safety Violations. The Building Manager will assure that any changes, planned activities or general information regarding the building is effectively communicated to all building occupants. The role of Building Manager also involves serving as a Facilities Division point of contact, available to receive and respond to building occupant concerns. Skill in communication and organization is essential for this position.
The buildings managed are used primarily for engineering or research. Assignments will include office buildings, and may include buildings with specialized structures or equipment such as wind tunnels, vacuum chambers, test stands, laboratories, process system equipment, steam and chilled water plants, machine shops and other institutional assets.
The typical Building Management contract working hours for GRC are Monday through Friday, from 7:00am to 4:30pm.
2.4.1 Qualifications
All Contractor Employees performing the function of Building Manager shall meet the following minimum qualifications:
· A minimum of 5 years of prior work experience in: construction, maintenance, operations, manufacturing, testing or research projects in a campus or federal Government environment.
· Strong interpersonal skills, effective communication skills and excellent coordination experience with broad range of facility stakeholders (occupants, maintenance, operations or construction contractors, engineers, facility managers, etc.).
· Ability to visit and monitor the physical condition of the building, systems and equipment, noticing those conditions in need attention, and communicating these conditions to Others.
· Computer skills including the use of Microsoft Office and web-based databases similar to MAXIMO.
2.4.2 Functions
· Provides general oversight and awareness of maintenance, operations, and repair and construction activities within assigned buildings. Observes and notes all contractor work activities.
· Provides accurate and timely communications internally within the Facilities Division (with CM, COR, FOS, FM, SM and others) and externally with Occupants and customers.
· Coordinates system outages and communicates details and schedules to Occupants and stakeholders on implications and impacts (e.g., Road Closure Memorandum, Area clearances, etc.)
· Actively participates in the planning and communication of Facility Change Requests and Area Clearances for building service interruptions.
· Participates in planning activities toward construction tasks, maintenance work, and future new building or building rehabilitation projects.
· Periodically visits all assigned building spaces. (On an average of 2 to 3 times a week depending upon the type of space.)
· Monitors Maintenance Trouble Call Work Orders within the MAXIMO database and provides status updates to requesting organizations. Answers questions and makes sure that issues are resolved and that Trouble Call work is completed.
· Monitors Maintenance Trouble Calls for timeliness (completed within 21 days), status (active vs. ready to close) and assists the FOS in tracking and reducing the number of ready to close tasks. Provides surveillance information to the Maintenance Contract’s Contracting Officer Representative (COR) for contract performance.
· Monitors the physical condition of the building, systems and equipment, noting those conditions in need attention, and communicating these conditions to the appropriate Systems Manager, Facility Manager or FOS.
· Serves as the primary interface with Occupants in their assigned buildings, insuring that space and building service needs are met.
· Responds to complaints or concerns raised by Occupants related to building services. Explains process steps and schedule expectations, keeping Occupants informed on task status.
· Participates in safety inspections, monitors the progress of the corrective work, verifies that the violation is corrected, notifies the safety inspector for re-inspection, and tracks the violation until it is closed within the database. Whenever Safety Violations cannot be corrected quickly, prepares and submits a Corrective Action Plan.
· Works to keep means of egress clear within building corridors and stairways. Works to keep items from being stored in equipment rooms.
· Promotes building occupant safety through communication of evacuation procedures, safety policies and security protections.
· Reports incidents and accidents on project sites, initiating Facility Incident Notifications (FINS) and recommending follow up actions and lessons learned.
· Collaborates with the Environmental management Branch to identify and correct environmental or health hazards.
· Communicates to link customers who need access to locked rooms with the appropriate Office of Protective Services (OPS) access process. Provides available building information to OPS for their security assessments as requested.
· May be called upon in the future to serve as a building’s Facility Security Manager to monitor, approve and control access to buildings, and to lead the development of Facility Security Plans for institutional buildings.
· Attends weekly Building Manager team meetings and meetings related to assigned buildings or Occupants.
· Maintains organized files containing all emails, design clarifications, meeting minutes, or any other material that relates to impacts to their buildings, Occupants or building rehabilitation projects.
· Regularly updates the FD Portal database to ensure each assigned building has the most recent building information, room numbers, lab names, organizations assigned and points of contacts recorded.
· Prompts/reminds FD Staff to update floor plan drawings or system drawings whenever changes are made in buildings.
· Provides assistance to Space Management Representatives during their planning for organizational moves of staff offices.
· Conducts miscellaneous studies/surveys as requested, relating to building features, systems, operation, etc.
· Provides recommendations to improve building management and maintenance management programs, policies and procedures.
2.5 Maintenance Management
Civil Servants and Support Service Contractors perform the role of Maintenance Managers. The COMETS contract will provide an augmentation to the Civil Servant staff to perform this role. The Maintenance Manager will provide assistance to the maintenance team and maintenance program manager in the oversight and verification of maintenance tasks. The COMETS employee (as Maintenance Manager) will relay problems to the appropriate Construction Manager (CM), Maintenance Contracting Officer Representative (COR), Facilities Manager (FM), Systems Manager (SM), monitor the status of maintenance service requests, and expedite the correction of Safety Violations. The maintenance contractor will have daily communications with maintenance manager to discuss task status, priorities, and upcoming tasks and system outages. The maintenance managers will participate in Bi-weekly (twice a week) area clearance / isolation planning meetings and communicate any planned impacts to occupants through building managers.
2.5.1 Qualifications
All Contractor Employees performing the function of Maintenance Manager shall meet the following minimum qualifications:
· Associate degree in a related field, or 5 years of prior work experience in: construction, maintenance, operations, manufacturing, testing or research projects in a campus setting.
· Strong interpersonal skills, effective communication skills and excellent coordination experience with broad range of facility stakeholders (occupants, maintenance, operations or construction contractors, engineers, facility managers, etc.).
· Ability to visit and monitor the physical condition of the building, systems and equipment, noticing those conditions in need attention, and communicating these conditions to Others.
· Computer skills including the use of Microsoft Office and web-based databases similar to MAXIMO.
2.5.2 Functions
Maintenance Management functions shall include:
· Quality Assurance and oversight of the Institutional Facility Maintenance Contractor’s work.
· Task definition. Work with the Systems Manager and other stakeholders to clearly define the scope of work for replacement of obsolete equipment and Service Requests work as required.
· Task tracking. Uses Maximo to track the status of all ongoing work. Upon request, provide pre-established reports on task status.
· Task evaluation. Provide completion status for maintenance activities.
· Task communications. Communicate with the Building Mangers regarding all work on-going within their respective buildings. Be involved in the Area Clearance Process. Communicates with System Managers regarding all technical matters associated with a given task.
· Aid Energy and Maintenance Program Managers to develop commissioning guidelines, statements of work, and quality assurance of the commissioning program.
· Aid in refinement and development of Condition/Continuous Based Monitoring systems such as building automation and equipment control systems along with monitoring, metering, and trending review, development, implementation, and quality assurance.
2.6 Safety, Environmental and Occupational Health Coordination Safety, Environmental and Occupational Health Coordination support services are required in support of the Facilities Division. This support shall involve safety, environmental and occupational health responsibilities on both large and small facility and/or system projects from conception to completion. Services provided will assure that occupational health requirements are identified in the concept and requirements phases, incorporated into the facility design and acquisition phases and implemented in the facility construction and closeout phases.
2.6.1 Qualifications:
All Employees performing the function of Safety, Environmental and Occupational Health Coordination shall meet the following minimum qualifications:
· Completed OSHA 30-Hour General Industry Safety training course
· Completed OSHA 40-Hour Hazardous Waste Operations and Emergency Response training course and maintain certification
· Qualified as a Fall Protection Competent Person
· A minimum of 5 years’ experience as an Occupational Health and Safety Professional
· Working knowledge of Electrical Safety, Machine Guarding, Cryogenics Safety, Construction Safety, Laboratory and Local Exhaust Ventilation Function and Safety, Indoor Environmental Quality Awareness, Lock Out/Tag Out, Respiratory Protection, Hearing Protection, Personal Protective Equipment (PPE), Confined Space Entry, Trenching and Excavation and Environmental Regulations
· Experience solving safety, environmental and occupational health issues
2.6.2 Functions
The Contractor shall provide the following Safety, Environmental and Occupational Health Support functions:
· Aide in the development of construction contractor site specific Health and Safety Plans (HASP). Monitor status and ensure progress of HASP submittals through the review cycle via an electronic tracking system.
· Serve as project interface between the Facilities Division, Safety and Health Division and Environmental Management Office.
· Interact with design engineering professionals providing inputs on conceptual approach, design solution and construction implementation process and procedure
· Assist in the preparation of environmental checklists and coordinate reviews to assure Environmental Compliance and Facility Historic Preservation requirements are incorporated into project documents Ensures all projects have appropriate National Environmental Protection Act (NEPA) documentation on file.
· Review Facility Concept Studies to determine if proposed scope requires further environmental study. Identify the need for sampling, initiates and coordinates the sampling activities, and incorporate the results into the design documents.
· Ensure Federal, State, and local environmental regulations, Presidential Executive Orders, policies and guidance are incorporated in the design documents
· Review and amend Project Requirements Documents to ensure safety and environmental compliance and occupational health issues are adequately captured.
· Identify any unique environmental or occupational health issues which need to be addressed and highlighted in the project specifications.
· Review and amend project specifications to ensure safety, environmental compliance and occupational health requirements are included and adequately described.
· Review design submittals, typically at the 30%, 60% and 90% completion milestones for conformance to defined safety, health and environmental requirements
· Review design submittals with Safety and Health Division and Environmental Division personnel and provide their input to the FD Team or Architect-Engineering (A-E) Firm.
· Ensure designs can be constructed without adverse impact to the environment or to the health of workers involved. Identify any unique safety, environmental or occupational health issues that need to be communicated to the construction contractor and highlighted in the project specifications.
· Assure that safety, environmental and occupational health interests are adequately addressed into facility and system designs
· Develop drawings and specifications in accordance with established laws, regulations and NASA policies, to clearly document and convey requirements to potential construction contractors.
· Address safety, environmental and occupational health issues at construction-sites
· Consult with project engineers on field issues and material/equipment submittals
· Participate in construction-site showings and preconstruction conferences
· Participate in the project turnover & acceptance process and attend scheduled “walkthroughs”
· Participate in project closeout meetings to ensure any post-construction mitigation and monitoring is completed. A mitigation and monitoring report must be developed and submitted, if required.
· Develop and consult on organizational and contractual policies, procedures, work instructions, Federal, State, and local environmental regulations, Presidential Executive Orders, NASA policy, and the Glenn Safety Manual http://smad-ext.grc.nasa.gov/shed/pub/gsm/gsm-manual.pdf and the GRC Environmental Programs Manual (GEPM) http://smad-ext.grc.nasa.gov/shed/pub/epm/epm-manual.pdf
· Interpret and clarify applicable laws, regulations and Center policies in coordination with the Safety and Health Division and Environmental Division
· Actively work to improve organizational communication and teamwork
· Track and assist with the resolution of internal and external facility safety, environmental and occupational health violations or findings
2.7 Fire Protection Support
Provide support to the Facilities Division for Fire Protection and Life Safety. Services provided will assure that NFPA and Life Safety Codes and standards are identified and addressed in the concept and requirement phases, incorporated into the facility design and acquisition phases and implemented in the facility construction.
2.7.1 Qualifications
All Contractor Employees performing the function of Fire Protection Support shall meet the following minimum qualifications:
· International Code Council (ICC) Certified Fire Inspector
· Completed OSHA 30-Hour General Industry Safety training course
· Completed OSHA 40-Hour Hazardous Waste Operations and Emergency Response training course and maintains certification
· Experience performing plan reviews against the applicable model codes, state building and fire codes, and NASA policy and guidance document
· Ability to oversee and evaluate performance testing of required fire protection systems for repairs and new system installations and in auditing the periodic inspection testing and maintenance of these systems.
· Working knowledge of Emergency Preparedness Plans, Continuity of Operations Plans and emergency responses
· Able to perform as Safety and Health Officer or Facility Liaison during emergency responses.
· Experience performing construction-site inspections and reviewing of construction contractor site specific health and safety plans.
2.7.2 Functions
The Contractor shall provide the following Fire Protection Support functions:
· Provide direct support to the Facilities Division for Fire Protection and Life Safety
· Perform design reviews and assure compliance with international, state and local building and fire codes, and NASA policy and guidance documents
· Evaluate the performance testing of facility systems and equipment for repair and new system installations
· Provide support to those responsible for addressing facility safety concerns of building occupants and Safety Professionals
· Assist with Emergency Preparedness Plan (EPP) and Continuity of Operations Plan (COOP) reviews
· Review and inspect completed construction and maintenance tasks prior to turnover and issuance of beneficial occupancy.
2.8 Energy Management Support
The contractor shall be responsible for supporting and implementing NASA energy efficiency activities, such as energy and water conservation, greenhouse gas reduction, and the use of renewable energy sources, as per NPR 8570.1.
The primary purpose of this program is to minimize consumption of energy and water resources while enabling the mission at GRC.
2.8.1 Qualifications
The Contractor performing the function of supporting the Energy Manager shall meet the following minimum qualifications:
· Associate degree in a related field, or minimum of 5 years of prior work experience in: construction, energy program management, maintenance, operations, manufacturing, or testing projects in a campus setting
· Experience with Energy Management Control System (EMCS) such as Siemens APOGEE Building Automation Software is preferred.
· Certified Energy Manager is preferred.
· Strong interpersonal skills, effective communication skills and excellent coordination experience with broad range of facility stakeholders.
· Ability to visit and monitor the physical condition of the building, systems and equipment, noticing those conditions in need attention, and communicating these conditions to Others.
· Computer skills including the use of Microsoft Office and web-based databases similar to MAXIMO and Energy Star Portfolio Manager.
2.8.2 Functions
The Contractor shall provide the following Energy Management support functions:
· The contractor shall aide in reviewing critical elements of the GRC facilities management program including facility operation, maintenance, design, and construction standards and provide energy efficiency updates and recommendations.
· Able to understand, interpret, analyze and trend utility consumption and related usage data.
· Able to identify energy savings projects and develop the necessary business case, including life cycle cost benefit analyses, to enable successful advocacy of projects.
· Support annual energy audits which could include escorting auditors, answering questions, and reviewing reported information.
· Identify systems and utility services that need additional monitoring or trending to analyze potential savings. Develop scope of work for implementing recommendations.
· Aid Energy and Maintenance Program Managers to develop commissioning guidelines, statements of work, and quality assurance of the commissioning program.
· Aid in refinement and development of Condition Based Monitoring systems such as building automation and equipment control systems along with monitoring, metering, and trending review, development, implementation, and quality assurance.
2.9 Surveying
Provide for surveying services to update and maintain the Underground Record Drawings (URD) at Lewis Field (LF) in Cleveland, OH and Plum Brook Station (PBS) in Erie County, OH. Services to be performed by the Contractor shall consist of work required by the base contract and additional work ordered through specific task orders.
The Glenn Mapping System (GMS) consists of an integrated system of digital maps, drawings, and documents of the Glenn Research Center (GRC) at Lewis Field and at Plum Brook Station which detail the natural and constructed physical features, property parcels, and real property in grants and out grants (easements), municipal corporation boundaries, and survey control monuments and bench marks.
A major part of the GMS is the Underground Record Drawing (URD) system, which consists of drawing files having approximately 180 layers and which can be subdivided into approximately 70 drawings. The GMS also includes topography; orthographic photos; civil engineering detail drawings; surveying horizontal and vertical control drawings; and real property and parcel maps with associated location of property pins, distances and bearings.
Revisions to drawings are based on field surveys, and design drawings provided by the Project Management Branch (FDP). The surveyors conduct field measurements of construction projects using tools provided by the Government.
Any drawing or document showing or describing the location of underground utilities at NASA GRC is Sensitive but Unclassified (SBU) information. The Contractor shall comply with the requirements for SBU. The Contractor shall provide one securable surveying vehicle to be maintained and fueled for use by the surveying crew and for storage of Government supplied and Contractor supplied surveying equipment. The Contractor shall plan on supplying all consumable surveying material and supplies necessary to complete the requirement in this SOW with the exception of the Government Owned Property included in the appendix. This vehicle shall be dedicated fully to this contract and shall not be utilized by the Contractor to complete surveying tasks for other clients.
Annual purchase and maintenance of two network licenses for the latest version of Transoft Auto Turn is required.
The primary functions for surveying under this contract include marking existing underground utilities for new construction projects and locating newly installed utilities on these same projects. Through the NASA excavation permit process, Surveyor(s) will be aware of all construction activities that involve excavation. It will be necessary for Surveyor(s) to maintain open lines of communication with construction managers and site superintendents to ensure that they are on site at the appropriate time to capture as-built information of newly installed utilities prior to backfill. Surveyor(s) will be required to work with NASA Civil Engineers to perform field surveys of existing conditions where additional detail is required.
2.9.1 Qualifications
All employees performing the function of surveying shall meet the following minimum qualifications:
· Minimum of 5 years of field experience as an independent surveyor or crew lead with a licensed surveying company performing the following: topographic surveys; construction layout; centerline, cross section and locations surveys
· Minimum of 3 years of experience using a Global Position System (GPS) to accomplish the above listed surveys
· Minimum of 3 years of experience using a total station to conduct various surveys.
· General knowledge of AutoCAD Civil 3D and have the ability to download survey data into this program.
· Minimum of 3 years of experience using electronic pipe and cable locators.
2.9.2 Functions
Surveying functions shall include:
· Update and maintain the property records.
· Locate structures, utilities, road and pavement as necessary to update the Lewis Field’s Underground Record Drawings (URD).
· Locate in the field and marks underground utilities and recorded obstructions for maintenance and construction activities. This function replaces what is normally coordinated by calling the Ohio Utilities Protection Service (OUPS) for contracts. OUPS does not have records of the utilities on site at NASA GRC.
· Gather field data and construction plans necessary to revise the URDs at Lewis Field. Field data for Plum Brook Station (PBS) will be gathered by others and provided to the GMS administrator for URD updating.
· Administrative duties including tracking hours worked on each task.
· Perform surveys of existing conditions for design projects as required.
· Maintain an organized electronic file system to store field data and photographs.
· Complete the necessary requirements associated with the GRC Excavation Permit Process.
· Perform Quality Assurance (QA) verification of construction layouts and elevations for construction and maintenance projects performed by others at Lewis Field or Plum Brook Station as requested by GRC Civil Engineers or Project Managers.
· Respond and document the elevation and location of all underground utilities and structures within 3 business hours of the notification of installation. Any request received after 1:00pm shall be completed by 9:00am the following working day.
2.10 GMS Administration
The primary Responsibilities of GMS administration include overall responsibility for the maintenance and accuracy of the underground record drawings at Lewis Field and Plum Brook Station as well as leading the effort for development of NASA’s GIS. This function requires occasional preparation of drawings and presentations to assist NASA civil engineers, planners, and project managers.
2.10.1 Qualifications
All employees performing the function of GMS Administration shall meet the following minimum qualifications:
· Experienced civil engineering technician who has a minimum of 10 years of experience using Autodesk mapping and design software to develop maps and construction drawings
· A minimum of 10 years field experience in construction project support and management
· Training and experience with; Autodesk mapping and civil engineering software, ArcView GIS and Mapguide GIS integration software, working knowledge of the Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE), and developing links to existing and new databases for GIS.
· Shall have the ability to instruct users of the GMS network how to use system software and hardware.
2.10.2 Functions
GMS Administration functions shall include:
· Maintain and update the following:
· Underground Record Drawings (URD) at Lewis Field & Plum Brook Station
· Topographic Drawings and Associated Digital Orthographic Photographs
· Environmental and Geotechnical Borehole Record Maps
· Security System Maps
· Storm Water Pollution Prevention Maps
· Horizontal and Vertical Survey Control Map
· Standard Civil Construction Detail File Drawings
· Standard Road Closure and Detour Maps
· Reference Map for Telephone Book and General Use
· Property Map indicating Transfers, Easements and Parcels
· GMS Web Site
· Occasionally prepare presentations, layout, and construction drawings for environmental, maintenance, and civil construction projects from survey data and engineers’ sketches and verbal instructions.
· Operate the Glenn Mapping System (GMS) software, plotter, printers and other peripheral hardware, and provides support for authorized users of GMS hardware, software and products
· Maintain a working directory between the GMS team and In house Civil Engineers to share information for continuous updating of the URD.
· Provide occasional civil drafting support of construction projects and maintenance repairs under the direction of a staff civil engineer within the FD
