Attachment J.2(I) – Site Assessment for Building Demolition Sample Task
1.0 Introduction & Building Specifications
NASA GRC will be demolishing a 1950’s vintage research and testing facility with an existing underground jet fuel storage tank. The NEPA evaluation has determined that the potential for asbestos, lead based paint, mercury containing devices, light bulbs, ballasts, and contaminated soils exists. NASA GRC is committed to the safe deconstruction and appropriately handling of all waste materials and requires a site assessment to achieve that goal.
The facility details are as follows:
· Space and function: 10,000 sq. ft. single story building consisting of four test cells, a large shop space, mechanical room, conference room, three offices, and restrooms.
· Surrounding Site: The surrounding site consists of a combination green space and asphalt pavement parking. The underground storage tank is adjacent to the facility under the parking area.
· Fuel Tank: A 7,000 gallon jet fuel underground storage tank is on the site and to be removed when the building is demolished.
· Structural System and facade: This building is a structural steel building with a Concrete Masonry Unit (CMU) and stand glazing exterior façade. Interior room partitions are metal studs and drywall.
· Roofing system: The existing roof is a 3-ply built up roof membrane on 3 inches of insulation with a corrugated metal deck. The installation date and manufacture is unknown.
· Mechanical HVAC: The HVAC system is forced air with roof mounted equipment with insulated, ducted supply and returns. Central campus steam and chilled water are utilized in the building for the institutional heating and cooling needs.
· Mechanical Plumbing: The interior domestic water distribution piping is copper and the sanitary plumbing is cast iron.
· Electrical details: The electrical power distribution system within the building consists of 120 volt power only. Light bulbs and fixtures are all fluorescents, except the fixtures in the shop space are metal halide.
· Foundations: The foundation system is a cast in place shallow mat concrete foundation.
The demolition of this facility will be implemented through a traditional design-bid-build delivery method. The Government will contract an Architecture-Engineering (A/E) Firm to design the demolition of the facility. The building will remain occupied and active until demolition begins. The site assessment provided under this statement of work shall be complete and contain all the required information to permit the demolition of the building.
2.0 Site Assessment Scope of Work:
THE OFFEROR IS NOT TO PERFORM ANY OF THE WORK OR PRODUCE ANY DELIVERABLES FOR THE SAMPLE TASK AS DESCRIBED BELOW. EXPECTED RESPONSE TO THIS SAMPLE TASK IS OUTLINED IN SECTION L OF THE RFP.
The work described below shall be conducted in a manner that complies with all applicable environmental, health, and safety laws, regulations, and NASA standards. The site assessment shall include:
· Development of a site-specific health and safety plan for the execution of the work effort.
· Perform all necessary sampling and analysis to assess all hazardous materials to determine appropriate handling and disposal requirements for building demolition.
· Obtain utility clearances for sampling effort (excavation manual is included for reference).
· Conduct engineering surveys of sample locations.
· All sampling shall be taken in accordance with applicable regulations and industry standards.
· Laboratory analysis shall be performed by a certified laboratory with all necessary Chain of Custody Documentation.
· A final laboratory analysis report shall be prepared and submitted for review.
· Evaluate sampling data against regulatory standards.
· Restore and repair sampling site locations as required.
· Deliver final site assessment report.
· Determine all regulatory permits and authorizations required for building demolition and underground storage tank removal.
