Technical Services for Aerospace Modeling and Simulation (SimLabs) III

Question & Answer Set 4
January 10, 2017
Questions and answers posted after issuance of the draft RFP and prior to issuance of the final RFP are for guidance only. The final RFP will supersede and replace the draft RFP and all related documentation, including industry day communications and these questions and answers.
1. In reviewing the DRFP requirements for Past Performance for SimLabs III, we note the complexity of submission requirements for the Past Performance Proposal, (Volume II).
The complexity of the submission requirements noted in the DRFP favors development and submission of a written volume submission, versus an oral presentation volume or a mixture of written and oral presentation submission. Making the Past Performance submission a written submission only will ensure completeness, accuracy, and thoroughness of past performance data submitted for evaluation, while facilitating timely and more effective evaluation for the SEB. It will also reduce presentation requirements, allowing the presentation teams, as well as the Government evaluators, to focus the oral presentation time and scope on the important topics of Management, Technical
Approach, and Key Personnel, topics that invite the potential for clarification with offerors. Will the Government consider making all Past Performance submission requirements written‐only responses to facilitate more effective evaluation of all required proposal submissions?”
The Government believes that the oral presentation format, including time and number of slides permitted, is adequate to completely, accurately, and effectively present past performance information, focusing on key points.
2. In 4.3.9 the SOW states that “The Contractor shall recruit and provide subject matter expertise, such as pilots and air traffic controllers…” When we reviewed the Standard
Labor Category (SLC) Descriptions in J.1(b) Attachment 1 (pg. 114 of 133), we did not see any labor categories for analysts and subject matter experts in air traffic management.
The current labor categories do not reflect the specialized nature of the Air Traffic
Controller expertise that is required for ongoing projects, will these labor categories be incorporated in the final solicitation?
Subject Matter Expert (SME) Recruitment is included as an Other Direct Cost (ODC) for purposes of this solicitation. Because they are not included in Direct Labor, these labor categories will not be added to the Standard Labor Category (SLC) Descriptions in J.1(b)
Attachment 1. Note, however, that the draft RFP requires the offeror to address in its
Technical Approach volume how it will meet the requirement to provide SMEs.
