Question & Answer Set 1
November 15, 2016
Questions and answers posted after issuance of the draft RFP and prior to issuance of the final RFP are for guidance only. The final RFP will supersede and replace the draft RFP and all related documentation, including industry day communications and these questions and answers.
1. Does NASA plan on hosting an internal website supporting the acquisition?
We do not currently have plans to host an internal website to support the acquisition. You can access the SimLabs general website at https://www.simlabs.arc.nasa.gov/. Documents related to this procurement will be posted to Federal Business Opportunities (FedBizOpps/FBO) and can be accessed at https://www.fbo.gov/spg/NASA/ARC/OPDC20220/NNA17568278R/listing.html.
2. Do you intend on posting an Interested Party list anytime in the near term?
To be added to the interested vendor list, log in to FBO, navigate to the posting
(https://www.fbo.gov/spg/NASA/ARC/OPDC20220/NNA17568278R/listing.html), and click the
Add Me To Interested Vendors button.
3. The subject solicitation calls out NAICS Code and Size Standard 541330 and $15M, respectively. Based on the fact that the Engineering research/services will primarily use aerospace equipment will the government accept a proposal submitted from a SB Concern that size determination is within the 38.5M Size Standard?
In consultation with the Small Business Administration (SBA), we have determined that the
Military and Aerospace Equipment and Military Weapons exception to NAICS 541330 applies.
Accordingly, the applicable size standard is $38.5M. The presolicitation notice has been updated.
4. Do you know if this solicitation represents a recompete of all work under SIMLABS II, or is there anticipated to also be a solicitation that is Full & Open (in addition to the Small Business procurement that has been announced)?
This solicitation represents a recompete of all work under SimLabs II.
5. The chart in L.7(n) shows the time for the presentation to be 150 minutes and is not consistent with the statement in L.7(h).
The correct time for the oral presentation is 150 minutes. This correction will be reflected in the final RFP.

6. Draft RFP Section L.8(b) (Page L-10) defines major subcontractor as subcontracting dollars of
$1M or more covering a performance period of up to five (5) years. The threshold for major subcontractor is low given the Program’s total potential contract value, and could result in the government evaluating past performance of a subcontractor that would contribute a nominal level of support to total contract effort, possibly as low as 1-2 full-time equivalents.
Therefore, it is recommended the dollar threshold stated at L.8(b) for major subcontractor be revised from $1M to $5M.
We anticipate revising the definition of major subcontractor to indicate subcontracting dollars of
$2M or more covering a period of performance of up to five (5) years. Any change will be reflected in the final RFP.
