NIHOF2016102 – Amendment 0004
The purposes of this amendment are to:
1) Extend the proposal due date to 4:30PM local time on Thursday, 05/18/17.
2) Provide revised Section K in response to question 2 below.
3) Provide revised Section L. The following revisions were made to Section L:
- Submittal Registers were added to the list of items exempt from page count (see page 86)
- The language in Volume 1 – Past Performance and Experience, paragraph e is revised to clarify the proposal requirements associated with the Past Performance Questionnaires (see page 87)
- The language in Volume 2 – Management Plan, paragraph b is revised to address the change associated with the Submittal Registers to be completed by the Offeror (see page 88)
- A paragraph addressing the Representations and Certifications is added to the Administrative section (see page 91)
- The Submittal Registers for all task orders have been revised and provided as individual attachments (Attachment L12 – L15). The Submittal Registers are provided as Excel files so that Offerors can fill them in as opposed to creating their own (see page 97)
4) Provide a revised Attachment L4 – C103451 – Statement of Work (Revision 1). The reference to the NIH Design Requirements Manual (DRM) in Paragraph II.A. was updated to the current version (from 2008 to 2016). Additionally, the Submittal Register was removed from the Statement of Work and provided as a separate attachment.
5) Provide a revised Attachment L6 – C104415 – Statement of Work (Revision 1). The reference to version (from 2008 to 2016). The Submittal Register was removed from the Statement of Work and provided as a separate attachment. Statement of Work – Attachment B and Statement of Work – Attachment C are also revised based on questions received.
6) Provide a revised Attachment L8 – C104418 – Statement of Work (Revision 2). The reference to version (from 2008 to 2016). The Submittal Register was removed from the Statement of Work and provided as a separate attachment. Additionally, the photograph of the existing valve was included in the revised Statement of Work that is referenced in question 21 below.

10) Provide Attachment L14 – C104417 – Submittal Register
11) Provide Attachment L15 – C104418 – Submittal Register
12) Provide revised Section M to revise Factor 2 – Management Plan, paragraph b
13) Provide answers to the following questions:
Q.1: Based on the requirements of Amendment 3 issued and the Q&As included with the amendment; which requires the use of PPQs in lieu if CPARS ratings and the clarification of the requirements for Volume 3 create a difficult situation for companies submitting on this opportunity. The requirement of providing a PPQ even if a CPARS is available is a burden in that offerors need to contact agency contacts and request a PPQ to be completed even though the government complied with the requirements and processed a final rating through the CPARs system upon project completion.
Also, the additional requirements set forth under Volume 3 will also take substantial time to gather and incorporate into the final proposal submission. Unlike, large businesses, 8a companies do not have the luxury of extra manpower to dedicate solely on this or any proposal effort. Many of the employees who are working this proposal for our company are also wearing multiple hats to ensure current awarded projects are progressing according to the schedule and within budget.
We would respectfully request an extension of two weeks be granted -- moving the due date for proposal packages to 30 May 2017, which allows all bidders to coordinate getting the PPQs completed from other government agencies as well ensure they are able to gather all required information for submission.
A.1: The requirement for a Past Performance Questionnaire to be provided for each contract citation was established in the original solicitation. That was not a requirement added via Amendment 0003.
To clarify something with regard to the Past Performance Questionnaire, the only proposal requirement for an offeror is that the Offeror provides a copy of Part A of each Past Performance Questionnaire for each contract citation in Volume 1 of their proposal. As indicated in Part B, paragraph G, of the Past Performance Questionnaire, if a Contract Performance Evaluation (CPARS, etc.) has been submitted and accepted for the project identified in Part A, then the respondent can submit it to the Government in lieu of the Questionnaire. The language in Section L pertaining to the Past Performance Questionnaire has been revised to clarify this.
With regard to the requirements associated with Volume 3, the only requirement that was added via Amendment 0003 was to provide documentation from an Offeror’s surety identifying their bonding capacity. Additionally, due to Question 0002 below, the Representations and Certifications are to be included in this Volume as well if the Offeror has not completed the Representations and Certifications in SAM (System for Award Management). This is not a new requirement; this is just clarifying which volume it should be included.
The Government does not feel an extension to the proposal due date is required based on the information included in the request considering that these requirements were included in the original solicitation (other than the information to be provided by the surety).
While the Government does not feel an extension is required for the reasons listed above, considering Amendment 0004 is not being issued until 05/10/17, the proposal due date is revised to Thursday 05/18/17 to allow Offerors to incorporate the information provided in this amendment into the proposals.
Q.2: In which volume of the proposal should contractors include their representations and certifications? (No specification given in Solicitation) A.2: Offerors shall complete the Representations and Certifications (Reps and Certs) in SAM (System for Award Management). If the Reps and Certs have been accepted and are available via SAM, then the Offeror shall state as such in Volume 3 and a copy of the completed Reps and Certs from Section K is not required. If the Reps and Certs in SAM have not been approved at the time of the proposal due date so that the Government can access them, then either a copy of the completed Reps and Certs from SAM or the completed Reps and Certs from Section K shall be included in Volume 3. Section K and L have been revised accordingly.
Q.3: The solicitation mentions including a technical proposal, beyond the 3 volumes that are already part of the proposal, and gives an overview of what should be included in the technical proposal. (Pg 96 of solicitation) Do we include the technical proposal in one of the other 3 volumes or will this remain a separate proposal?
A.3: After reviewing this section, it has been determined redundant. Therefore, the Technical Proposal Instructions section has been deleted. The information associated with the Management Plan factor is still required to be included in Volume 2 as required in paragraph 2.a.3.
Q.4: Section M of the Solicitation does not give any evaluation factors for the technical proposal. Is there a particular reason for this?
A.4: The language associated with the technical proposal has been deleted.
Q.5: TO C103451: What are the ceiling heights in the hallways?
A.5: Ceiling heights in the hallway are approximately 8’ high.
Q.6: TO C103451: Is the ceiling type suspended or sheet rock?
A.6: Ceilings in the lab are pretension concrete ceilings, the ceilings in some of the hallways are drop ceiling below the pretension concrete ceilings.
Q.7: TO C103451: Are there service elevators? If not, how do you get materials down?
A.7: Yes, there are two service elevators in C module and E module that serve all interstitial floors.
The C module elevator is regular sized personnel elevator while the E Module elevator is larger for accommodating large pieces of equipment.
Q.8: TO C104415: FYI: New work on print does not denote any duct sizes.
A.8: Duct sizes have been darkened on the drawing to be more clearly visible.
Q.9: TO C104415: What duct size vav box to use? ENVIRO TEC SDR/WC is all we see for information on box. That vav box is manufactured from 4" to 22".
A.9: The VAV box shall be appropriately sized for the listed airflow; per SOW Section III, Item A; “The Contractor shall appropriately size the VAV box for the airflow shown in Attachment B.” The drawing is based on a VAV-8 being a size SDR-WC-08 and VAV-1 remaining as a size SDR-WC-12.
Q.10: TO C104415: What type of pipe is cwp and hwp? Need to know for correct insulation purchase and what kind of hwp pipe connection for new vav box. Can hwp we are tying into be isolated or shutting down and draining system? Possible use line freezing or hot tap.
A.10: Hot Water is type K copper sized as shown on Attachment C. Chilled water piping is black iron sized as shown on Attachment C. Insulation shall be sized as per the ESMR Sec. 6, Table 33.
Q.11: TO C104415: What are the ceiling heights?
A.11: Ceiling height is 9’.
Q.12: TO C104415: Clarification on airflow quantities? The SOW asks for us to size a terminal box as per manufacturer’s recommendation based on airflow, but there is no airflow listed.
A.12: Airflow for VAV-08 is 590 CFM and airflow for VAV-01 is to be re-balanced to 1,210 CFM. Airflow notes have been darkened on the revised sheet M101 for clarity.
Q.13: TO C104415: Duct size?
A.13: Duct sizes have been darkened on the revised sheet M101 for clarity. All duct sizes should now be legible on the revised drawing sheet.
Q.14: TO C104417: Statement of work, pg 7 paragraph V references an attached submittal register.
There is no attachment or register found. Please provide the referenced document(s).
A.14: The Submittal Register for C104417 is provided as Attachment L14. All task order Submittal Registers have been provided as individual attachments (Excel files) so that Offerors can fill them in and submit the completed Submittal Register in Volume 2 as opposed to creating their own Submittal Registers.
Q.15: TO C104417: Where is location of the panel that the uv lighting circuits are being fed from? In same room or two floors down?
A.15: Same floor, see revised Statement of Work, Attachment B.
Q.16: TO C104417: This job specifies being done after operation hours. Any particular time range?
A.16: See work restrictions paragraph II.D in the revised Statement of Work. Work outside the AHUs may be performed during regular working hours.
Q.17: TO C104418: Can we shut down glycol system for any extended length of time? Or isolation valves? Do isolation valves work? Pipe freezing does not work good for close quarters welding jobs. Can we shut down steam lines for any extended period? Are there isolation valves? Do isolation valves work?
A.17: Glycol system for each air handler/exhaust fan combination can be shut down for a period of two weeks during the time frames designated in paragraph II.D of the SOW. Isolation valves operation is not confirmed for glycol system, however, entire pumping system will need to go offline during replacement. Steam lines may be shut down for a period of one week during summer months or during the annual hot water/steam outage Labor Day weekend. Steam isolation valve operation is not confirmed; Offerors shall propose based on steam isolation valve functioning normally. If the steam isolation valve does not function normally, that will be handled via modification after award.
Q.18: TO C104418: What kind of pipe? Are we welding? Any means for exhaust in work area?
A.18: Pipe material for glycol pipe is carbon steel pipe, ASTMA53 or A106, Type S seamless or Type E electric resistance welded, Schedule 40 and pipe joints shall be butt welded to ANSI B31.1 and MCAA Part VII per paragraph III.A.4 and Table 28 of the ESMR Rev F. Humidifier pipe shall be carbon steel pipe, ASTM A106 Grade B, Type S seamless, Schedule 40 butt welded to ANSI B31.1 and MCAA Part V11 for piping larger than 2.5 inch and threaded for piping below 2 inches per paragraph III.A.4 and Table 28 of the ESMR Rev F. Exhaust fans to the exterior are limited, air scrubbers shall be used to mitigate welding fumes.
Q.19: TO C104418: What are pipe sizes? We could possibly thread pipe instead of weld. Need pipe sizes to nail down new valve costs etc...
A.19: Glycol piping is 4 inches and humidifier piping is 3 inches. Threaded piping is only allowed for piping meeting size thresholds per ESMR Rev F Table 28.
Q.20: TO C104418: How do the valves work (pneumatic, electric, what control voltage, modulated valves etc...)? We see one reference to pneumatic and one picture looks like pneumatic valve. Are they all the same?
A.20: Valves are pneumatic.
Q.21: TO C104418: What are control valve cv ratings? Are ratings are on plate mounted to valve or original print?
A.21: CV ratings are not mounted on valves or shown in original record drawings. See revised Statement of Work. A photograph of the existing valve tag with model number has been added to the Statement of Work.
Q.22: Can Site Safety Health Officer also be a superintendent, QC Manager, or Project Manager?
A.22: See the revised Statement of Work provided in Amendment 0003. The Project Manager can act as the Site Security Manager. The Project Superintendent can act as the Site Safety and Health Officer and the Quality Control Manager unless otherwise stated in an individual task order. If a contractor is awarded multiple projects, then it will be up to that contractor to manage their workload.
Q.23: Where do we put a dumpster for the demolition work?
A.23: Unless it states otherwise in an individual task order Offerors shall use the Government provided general dumpster and metal dumpster at NIEHS. The general dumpster is located at Bldg 101.
The metal dumpster is located off Lakeview Drive (east of the laydown area for the NIEHS campus).
Additional information associated with what can be disposed of at the dumpsters is in Section H, Article H 14.4, Article H.14.5, and Article H.14.7.
Q.24: Will there be temporary power for the portable welder in penthouse, if welding?
A.24: While Offerors can utilize existing power that is available in the building, the Government will not provide temporary power unless it is stated otherwise in an individual task order. Normal electrical power is available for construction purposes within existing buildings for use free of charge. Connection to existing electrical panels (where space is available) to install connections for portable equipment shall be at Offeror’s expense. Offerors shall ensure that their use of existing power that is available in the buildings in no way causes an unplanned outage.
Q.25: Is there a need (and specification) for a hot work permit?
A.25: The revised Statement of Work provided in Amendment 0003 provided the HSB Hot Work Procedures. If an Offeror is planning to perform any work identified in the HSB Hot Work Procedures, then a hot work permit will be required to be obtained prior to the work being conducted. Whether an Offeror plans to perform any work identified in the HSB Hot Work Procedures for the task orders included in the solicitation or for any future task orders will be dependent on the means and methods the Offeror plans to use to complete the work required in that particular task order.
