NIHOF2016102 – Amendment 0002
The purposes of this amendment are to:
1) Provide information associated with the second set of site visits for the task orders (see the response to question 1)
2) Revise the final due date for questions to Friday, 05/05/17
3) Revise the proposal due date to Tuesday, 05/16/17
4) Provide the sign-in sheet from the Pre-Proposal Conference
5) Provide answers to the following questions:
Q.1: The solicitation mentioned there would be an additional site visit issued by amendment. Have you determined when that will be yet?
A.1: This was inadvertently overlooked when establishing the question due date in Amendment 0001. The second set of site visits for the task orders will be Tuesday, 05/02/17 at 10:00 AM. If you are interested in attending the second set of site visits for the task orders please submit the names and company names for each individual that will attend (prime and/or subcontractor) by Monday, 05/01/17.
There is not a limit to the number of individuals per company that attend the second set of site visits.
Due to the date for the second set of site visits, the final due date for questions is revised to 05/05/17, and the proposal due date is revised to 05/16/17.
In the event the Government is shut down on Tuesday, 05/02/17:
- The second set of site visits will not occur on that date
- When possible, an amendment will be issued that identifies a revised date and time for the second set of site visits along with any other updated solicitation information
Q.2: May I please obtain the sign in sheet from the site visit that took place on 4/18/17?
A.2: The sign-in sheet from the Pre-Proposal Conference is attached.
Q.3: If we are the low bidder on a task order but are above the Government estimate, will the Government negotiate with the low bidder or with all MATOC bidders?
A.3: After receipt of the proposals, the Government will perform price analysis to ensure a fair and reasonable price. The Government will do a comparison of the proposed prices received and a comparison to the Government Estimate. The comparison to the Government Estimate is essentially to determine if the proposals align with what is required. The proposals all being higher than the Government Estimate does not automatically generate negotiations being entered. The Government Estimate might be determined low for any number of reasons and the initial proposals can be determined fair and reasonable even if they are all higher than the Government Estimate. If all of the proposals are considerably higher than the Government Estimate and it seems like the proposals may include work that is not required (e.g. providing new items instead of re-using the existing items, it appears there was a misunderstanding of the scope or the scope was not clear in a particular area) then the Government will enter negotiations for the task order. In the event negotiations are required for a task order, the Government will enter negotiations with all contractors that provided a proposal and provide all contractors that provided a proposal the opportunity to submit a revised proposal.
