A. Emergency and Evacuation Procedures for NIEHS

The dangers of fires, storms, major hazardous material spills, bomb threats, and other threats to life and property require that a plan be established to safely and promptly respond to these emergencies. An Occupant Emergency Plan has been developed for NIEHS facilities located in the Research Triangle Park, North Carolina.

The Occupant Emergency Plan defines the scope and method for immediate, positive and orderly action to safeguard life and property during emergencies in all buildings occupied by NIH/NIEHS employees, visitors, and CRU patients. The primary focus of the plan is on the immediate actions to be taken by employees during emergencies and on the efficient evacuation of personnel to ensure safety. This plan is intended to be implemented in conjunction with other specific action and contingency plans to provide a coordinated and comprehensive response to emergency situations.

1. Emergency Communications

In the event of an internal or external disaster, it is essential that employees, on-site contractor staff, visitors, and CRU patients, be kept informed about decisions or events that directly affect them.

Communications with NIEHS personnel during work hours will be accomplished by the following methods:

o Fire alarm (audible and visual strobes) to provide immediate notification of potential emergency situations and the need for emergency evacuation o Public Address/Intercom System. All buildings on the Main Campus and the Keystone Building are equipped with Public Address (PA) systems

oAll-hands email
oMessages posted on the NIEHS website
oAlertNIEHS (see description, below)
oSecurity and other personnel dispatched to make announcements

The primary method of informing off-duty and off-site institute staff concerning the status of NIEHS operations (i.e., facility closures and other access restrictions) is through the NIEHS Information Line 919-541-9000. A recorded emergency message will be available to employees by calling this number from a touch-tone phone or by calling 541-7916 from a rotary dial phone.

Off-site employees can also obtain information through the NIEHS website and email system. Emergency messages will be posted on the NIEHS external website homepage and on the internal Junction website.

Through AlertNIEHS, electronic messages are generated to convey emergency information that may require action by the NIEHS community. AlertNIEHS is linked to the NIH Employee Directory (NED), allowing the program to serve as one single authoritative source of information. When used during an emergency, government-issued e-mail addresses and phone numbers for all employees will receive an alert.

Employees will not receive an alert on their personal phones or personal e-mail accounts unless they voluntarily register their personal devices. While strongly encouraged, registering personal contact information is optional, as well as the sole responsibility of the employee.

2. Fire Emergency

Every employee should know the location of fire alarm pull stations in their area and be familiar with the fire alarm system. The first person to observe a fire should:

a. Immediately sound the fire alarm by activating nearest fire alarm pull station.

b. Report fire to Ext. 1-2800.

c. If trained, use available fire extinguishers to extinguish or contain the fire. If the fire is fueled by a natural gas or LP gas leak, the gas supply should be shut off prior to attempting to extinguish the fire.

d. Immediately evacuate area should initial fire fighting attempts fail. Close door to area to contain fire.

e. Follow instructions given over public address system.

Proper choice of extinguisher is especially important. The National Fire Protection Association (NFPA) divides fires into four classes according to the fuel involved: wood and paper, flammable liquids, electrical equipment, and combustible metals. Various extinguishing agents are suitable to each fuel. Table 1 shows approved applications for all of the kinds of extinguishers used at NIEHS.

o Solvent Fires – Solvent fires can usually be extinguished by the proper use of dry chemical or carbon dioxide extinguishers. Fires in small containers of solvents can often be snuffed out by placing the lid on the container tightly enough to exclude air. If a lid is not available, a piece of sheet metal, or other similar non-combustible material will suffice.

o Gas Fires – The most effective means of extinguishing a gas fire is by closing a valve in the gas supply line, thereby shutting off the fuel supply. Building gas valves should be identified by sign and arrow. Call Ext.1-2800 to report the fire and Security should contact the Office of Research Facilities, Facility Maintenance Branch-NC (ORF/FMB) (Ext. 1-4894) to cut off building gas valves. Gas fires can also be extinguished by the proper use of carbon dioxide or dry chemical extinguishers. Serious consideration should be given to allowing gas fires to burn until the source of gas can be stopped to prevent possible explosions.

o Chemical Fires – Chemical fires can be of many different sorts, and often special methods of firefighting must be used. For example, a metal fire (sodium, titanium, magnesium, potassium, lithium) should be smothered with dry sand, graphite, salt or inert gas in confined areas, never with water. All laboratory workers will be taught the particular methods of handling these unusual kinds of fire hazards located in their work area through the Laboratory Safety Course held by the Health and Safety Branch.

o Electrical Fires – If possible, first turn off the power to the motor or other electrical equipment. If power cannot be turned off, call Ext. 1-2800 to report the fire and Security should contact the ORF/FMB (Ext. 1-4894) to shut down the necessary electrical service. Use carbon dioxide or dry chemical on electrical equipment, never water. Electrical equipment involved in fires should not be returned to operation until inspected or repaired.

o Asphyxiation and Injury – To the extent possible, depending on training, each employee should render first aid to injured employees.

3. Medical Emergency

NIEHS has a program for training personnel in emergency first aid and cardiopulmonary resuscitation (CPR) techniques and the use of Automated External Defibrillators (AEDs). The Health and Safety Branch (HSB) offers this training to all employees periodically during the year.

The Health and Safety Bulletin Boards, located in Buildings 101, 102, Distribution Drive Warehouse, and Keystone break rooms have a list of all personnel who have completed CPR/AED and first aid training. The NIEHS also has a First Responder Team composed of NIEHS personnel who have received First Responder Training which includes advanced First Aid and CPR/AED training. All Security personnel are also trained in basic First Aid and CPR/AED. The person observing a medical emergency should initiate the NIEHS emergency medical system using the proscribed procedures for their location.

As a general rule, Emergency Medical Services (EMS) should be requested for any of the following conditions:

Unconsciousness, or altered level of consciousness

Breathing emergencies (respiratory distress or respiratory arrest)

Persistent chest or abdominal pain or pressure No pulse

Severe bleeding Vomiting blood or passing blood

Suspected poisoning Seizures, severe headache, or slurred speech

Suspected or obvious injuries to head or spine Painful, swollen, deformed areas

Other conditions, not listed above, may require immediate medical attention. There also may be specific exceptions to these conditions that would not require “911" notification.

If there is any doubt, the EMS unit should be summoned.

NIEHS Main Campus – 111 T.W. Alexander Drive

In case of medical emergency:

a. Immediately notify Security at Ext. 1-2800 and give information as to the nature of the emergency and the exact location. Stay on the telephone until Security hangs up.

Security will page the NIEHS First Responder Team and contact the local Emergency Medical Service (EMS) if the nature of the emergency deems it necessary. The NIEHS First Responder Team will respond to the scene and provide immediate care. This team receives ongoing training in first aid, CPR, oxygen administration, and automated external defibrillation (AED).
