About this file

This document is a National Emissions Standards for Hazardous Air Pollutants (NESHAP) Renovation Survey report prepared by John Smyth, a Licensed Asbestos Consultant for Pinellas County Schools, focusing on the roof areas of Buildings 3, 6, 19, and 28 at Northeast High School in St. Petersburg, Florida. Conducted on May 8, 2024, the survey involved collecting 40 bulk samples from 14 homogeneous areas across the buildings to test for the presence of asbestos-containing materials (ACM) using polarized light microscopy. The survey was performed in accordance with EPA NESHAP and AHERA sampling protocols, with the primary objective of determining the condition and quantity of suspect ACM that might be impacted during planned renovation activities.

The laboratory analysis, performed by Arrowhead Technologies LLC, revealed that no asbestos was detected in any of the building materials tested. The survey encompassed various roof components including rolled mineral roofing with asphalt, Silver Veral roof membrane, caulking, white roof mastic, black roof cement, and roof pitch. The report emphasizes that while this was a limited survey focusing on specific roof areas, any additional suspect ACM discovered during renovation activities should be considered asbestos-containing until proven otherwise through laboratory analysis. The survey is part of the preparatory work for a comprehensive roof replacement project at the high school, ensuring environmental safety and regulatory compliance before the renovation begins.

1. INTRODUCTION

Mr. John Smyth, Florida-Licensed Asbestos Consultant AX91 has completed a U.S.

Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air

Pollutants (NESHAP) renovation survey of suspect asbestos-containing materials (ACMs) at the Northeast High School located at 5500 16th Street North in St, Petersburg, Florida.

The asbestos survey was limited to the Building 3, 6, 19, and 28 main roofs.

On May 8, 2024 Mr. Smyth conducted a NESHAP renovation survey and collected bulk samples of suspect ACM for laboratory analysis to determine asbestos content and type using polarized light microscopy (PLM). Forty (40) bulk samples of suspect ACM for fourteen (14) Homogeneous Areas were collected for laboratory analysis.

No asbestos was detected in any of the building materials tested.

The following sections discuss the asbestos survey assessment purpose, procedures, methodology, conclusions, and recommendations.

2. ASBESTOS FACILITY SURVEY

2.1 SURVEY PURPOSE AND PROCEDURES

Mr. Smyth conducted a renovation asbestos survey of suspect ACM in the roof areas of the subject structures. The objective of the survey was to determine the condition and quantity of the suspect ACM that will be impacted during renovation activities, in order to comply with the Environmental Protection Agency (EPA) Asbestos National Emission Standard for

Hazardous Air Pollutants (NESHAP) requirements and the requirements of the

Occupational Safety and Health Administration (OSHA).

The survey was performed in general accordance with the EPA NESHAP survey requirements and using the EPA Asbestos Hazard Emergency Response Act (AHERA) sampling protocols to determine the number of bulk samples collected and to comply with

OSHA regulations governing asbestos related activities.

The survey was performed by Mr. John Smyth, EPA AHERA accredited asbestos inspector

(see Appendix C for asbestos certifications), on May 8, 2024 on representative suspect building materials to investigate and/or determine the location, quantity, type, condition and potential for damage of suspect friable and non-friable ACM. EPA identifies friable materials as those that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Consideration was also given to materials that could be reduced to powder by the forces (e.g., cutting and grinding) expected to act upon the suspect ACM during renovation activities. The survey activities represent Mr. Smyth’s understanding of the locations and materials that will potentially be impacted in the structure.

The inspector determined the present condition of the suspect ACM and classified it into one of three (3) categories: good, fair (AHERA Damaged), or poor (AHERA Significantly Damaged).

Criteria for determining the Present Condition classifications are:

A. ACM is classified in good condition if it shows no visible damage or deterioration.

B. Asbestos-containing surfacing or miscellaneous materials are classified in fair condition if the damage is less than 10% overall (if the damage is evenly distributed) or less than 25% (if the damage is localized).

C. Asbestos-containing thermal system insulation materials are classified in fair condition if there are missing jackets, water stains, or insulation damage on less than 10% of tanks, vessels, pipe runs and/or risers (if the damage is evenly distributed) or on less than 25% (if the damage is localized).

D. Asbestos-containing surfacing or miscellaneous materials are classified as poor if 10% or more of the overall surface is damaged (if damage is evenly distributed) or if the damage is localized in an area representing 25% or more of the total material. Damages in this category typically would include surface crumbling or blistering, material hanging, delamination or showing other evidence of adhesive failure, water stains, gouges, vandalism, or other damages.

E. Asbestos-containing thermal system insulation materials are classified in poor condition if jackets are generally missing or the insulation is crushed, gouged, punctured, etc., on 10% or more of tanks, vessels, pipe runs and/or risers (if the damage is evenly distributed) or 25% or more (if the damage is localized).

Forty samples of suspect ACM were collected from the building and submitted for analysis to a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory.

Table 1 presents a description of the samples collected for this current survey.

Photographic documentation of select sample locations was also obtained and is presented in Appendix A of this report.

2.2 ASBESTOS SURVEY METHODOLOGY

The bulk samples of suspect ACM collected were analyzed by a laboratory accredited by

NVLAP (NVLAP ID# 200703-0) using PLM (EPA 600/R-93/116). This methodology identifies the quantity and type of asbestos, if any, in the sample being analyzed. Any material containing more than one percent (> 1 percent) asbestos is an ACM according to the EPA regulations (Chapter 40 Code of Federal Regulations [CFR] Part 763) and OSHA

29 CFR 1926.1101 and 29 CFR 1910.1001.

2.4 LABORATORY AND SURVEY RESULTS

No asbestos was detected in any of the building materials tested. Table 1 is a summary of the current asbestos survey and assessment results.

Appendix B contains the asbestos laboratory report.

3. CONCLUSIONS AND RECOMMENDATIONS

3.1 CONCLUSIONS

Mr. Smyth has completed the NESHAP renovation asbestos survey of the roofs of Buildings

3, 6, 19, and 28 at the Northeast High School property located in St. Petersburg, Florida.

Forty (40) bulk samples of suspect ACM for fourteen (14) Homogeneous Areas were collected on May 8, 2024 and submitted for standard turn-around laboratory analysis of asbestos content using PLM methodology.

During this survey no asbestos was detected in any of the building materials tested.

Photographic documentation of select sample locations is presented in Appendix A.

Appendix B contains the asbestos laboratory report.

3.2 RECOMMENDATIONS

It is the understanding of Mr. Smyth that the roof areas surveyed will be renovated in near future.

Should additional building materials be discovered during renovation activities, these materials should be assumed to be ACM until laboratory sample analysis can be conducted and treated accordingly.

4. LIMITATIONS

All of the professional opinions presented in this NESHAP asbestos renovation survey report are based solely on the scope of work conducted and sources referred to in this report.

The data presented by Mr. Smyth in this report were collected and analyzed using generally accepted industry methods and practices at the time the report was generated. This report represents the conditions, locations and materials that were observed at the time the fieldwork was performed.

EPA regulations also indicate that Regulated Asbestos Containing Materials (RACM) -- materials which are friable or may become friable -- be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. Arrowhead utilizes CVAE on a routine basis and does not include point counting unless specifically requested.

The results may not be reproduced except in full.

SCOPE OF THIS REPORT

These samples were obtained as a part of a building survey; this report is only intended to be used as a part of the survey report issued by the surveyor. This report explains the laboratory analysis and results. The surveyor's report explains the sampling protocol used, when the samples were obtained, the location(s) of the samples, where the materials were observed in the building, quantities of materials observed, condition of the materials and the extent of his/her survey. Sample locations and material descriptions are given by the surveyor on the chain of custody but included here (possibly abbreviated)only as a convenience for the reader.

This report may not be reproduced without written permission of Arrowhead Technologies, LLC and must be reproduced in full.

STATEMENT OF LABORATORY ACCREDITATION

The samples were analyzed in general accordance with the procedures outlined in the Method for the Determinationof Asbestos in Bulk Building Materials, EPA/600/R-93/116,and the Interim Method for the Determinationof Asbestos in Bulk Insulation Samples, EPA 600/M4-82-020. The results of each bulk sample relate only to the material tested as received and the results shall not be used to claim product endorsement by NVLAP or any agency of the U.S. Government.

Floor tile and other resinously bound materials, when analyzed by the EPA method, may yield false negative results because of limitations in separating closely bound fibers and in detecting fibers of small length and diameter. When a definitive result is required, Arrowhead recommendsutilizing alternative methods of identification, including Transmission Electron Microscopy.

Specific questions concerning bulk sample results shall be directed to the Laboratory Director.
