About this file
The document is a comprehensive Nuclear Moisture Survey Report prepared by NOVA Engineering & Environmental for Williamson Design Associates, Inc., focusing on roof testing services at Northeast Pinellas High School in St. Petersburg, Florida. The report details nuclear moisture surveys, field uplift resistance testing, and fastener withdrawal resistance testing conducted on four buildings (Buildings 3, 6, 19, and 28) across multiple roof sections. The investigation was performed from November 18-24, 2024, utilizing specialized equipment including a Troxler Model 3216 Nuclear Moisture Gauge and a Digital Extractor pull tester, with testing methods following Florida Building Code Testing Application Standards (TAS 124-20 and TAS 126).
The report provides detailed technical analysis of roof system compositions, moisture content, and structural integrity across different roof areas. Key findings include varying moisture levels in lightweight insulated concrete (LWIC), polyisocyanurate insulation, and modified bitumen membranes, with some areas showing elevated moisture percentages. The testing covered approximately 74,622 square feet across multiple roof sections, with specific attention to core sample extractions, gravimetric analysis, and nuclear moisture survey measurements. While the report does not directly relate to a procurement process, it serves as a critical diagnostic tool for assessing the current condition of the school's roofing systems, potentially informing future maintenance, repair, or replacement decisions.

Testing Services. This work was performed in general accordance with NOVA’s Proposal Number
009-0524065-Rev.2, dated May 2, 2024, and the AIA Contract between WDA and NOVA, dated
July 16, 2024, and signed on August 15, 2024. Included in this report is an outline of the project understanding, the scope of services performed, and results of the roof testing services as well as photographic documentation, observed and marked-up roof drawings indicating test locations and results.
PROJECT INFORMATION
NOVA performed Field Uplift Resistance Testing (FBC TAS 124-20) Bonded Method, Field
Withdrawal Resistance of Fasteners (ANSI/SPRI FX-1) and a Nuclear Roof Moisture Survey (FBC
TAS-126) testing at Northeast Pinellas High School from November 18, 2024, through November
24, 2024. The Northeast Pinellas High School, a facility located at 5500 16th Street North in St.
Petersburg, Florida, consists of four (4) buildings throughout the campus where testing was performed. The roof sections which were the subject of our testing are as follows:
A. Building 3 is composed of two independent roof sections, covering a total area of approximately 18,300 square feet and was constructed in 2002. Each roof section consists of approximately:
• Building 3 Roof Section A – 11,400 sq. ft.
• Building 3 Roof Section B – 6,900 sq. ft.
B. Building 6 consists of seven independent roof sections, covering an area of approximately
28,536 square feet and was constructed in 1977. Each roof section consists of approximately:

• Building 6 Roof Section A – 1064 sq. ft.
• Building 6 Roof Section B – 1,100 sq. ft.
• Building 6 Roof Section C – 7,381 sq. ft.
• Building 6 Roof Section D – 4,400 sq. ft.
• Building 6 Roof Section E – 1,233 sq. ft.
• Building 6 Roof Section Y – 2,769 sq. ft.
• Building 6 Roof Section Z – 10,589 sq. ft.
C. Building 19 consists of three independent roof sections covering an area of approximately
23,688 square feet and was constructed in 2002. Each roof section consists of approximately:
• Building 19 Roof Section A – 13,519 sq. ft.
• Building 19 Roof Section B – 2,367 sq. ft.
• Building 19 Roof Section C – 7,802 sq. ft.
D. Building 28 consists of three independent roof sections covering an area of approximately
13,597 square feet and was constructed in 1992. Each roof section consists of approximately:
• Building 28 Roof Section A – 9,685 sq. ft.
• Building 28 Roof Section B – 3,238 sq. ft
• Building 28 Roof Section C – 674 sq. ft.
It was reported that the actual roof construction was unknown at the time of the mobilization and was later determined on-site in which core extractions were performed, defining the scope of work.
Building 6 Roof Sections Y and Z and Building 28 Roof Sections A-C were determined on-site to consist of a low-sloped modified bitumen built-up roof (BUR) over tapered polyisocyanurate insulation with a perlite coverboard mechanically secured to a structural metal decking, requiring complete removal down to the deck. NOVA performed roof system construction composition verifications and Field Withdrawal Resistance of Fasteners (ANSI/SPRI FX-1) testing associated with Building 6 (Y and Z) and Building 28 (A-C) roof sections, based on the construction of the roof systems bonded pull tests and nuclear roof moisture assessments were excluded. The remaining roof sections, where testing was performed, were generally comprised of a low-sloped modified bitumen built-up roof (BUR) system with a granulated cap sheet covering lightweight insulated concrete (LWIC) with holey board expanded polystyrene (EPS) insulation with concrete slurry installed over structural metal decking. Building 6 Roof sections Z and Y were the only sections observed with a second roof system combining both LWIC and polyisocyanurate insulation systems beneath the modified bitumen built-up membrane. The general composition of the roof systems observed was as follows:

SCOPE OF SERVICES
1. Nuclear Roof Moisture Survey
NOVA performed a nuclear roof moisture survey in general accordance with Florida Building
Code Testing Application Standard (TAS) 126 Standard Procedures for Roof Moisture Surveys to identify areas of suspected moisture intrusion throughout the roof systems utilizing a Troxler
Model 3216 Nuclear Moisture Gauge. TAS 126 protocol covers the procedure for non-destructive testing for the presence of moisture and the subsequent destructive testing to confirm moisture content in Roof System Assemblies, including insulation utilizing an infrared camera to detect the temperature of areas within the roof system, nuclear thermography or impedance testing. The weather conditions were, on average, in the low-80s with the maximum high temperature of 83°F and mostly sunny.
A Nuclear Moisture Survey is the technique of utilizing a radioactive isotope to emit high-speed neutrons aimed downward at the roof from the roof surface from a radiation source within the scanning meter. Neutrons that encounter hydrogen atoms (water) are slowed down, a portion of which “bounce back” to be counted by detectors within the scanning meter measuring the rate of thermalization of the neutrons identifying areas of wet roof system components. Since water contains significant hydrogen atoms, areas of moisture within the roofing record higher levels of slowed neutrons at a depth of 7 inches. This test method is suggested for roof systems such as the subject roof area of this project and provides quantitative data on the amounts of moisture within the roof system.
NOVA performed the nuclear scanning on a 5’ x 5’ grid pattern over the entire roof surface.
Varying types and thicknesses of the membranes and other roofing components also contain varying quantities of hydrogen atoms, and therefore, higher levels can be detected in different areas. Ponded water will result in increased readings; however, the quantity of water below the scanning meter in these areas is generally constant. For this reason, areas of ponded water can be tested and compared separately.
Subsequent to non-destructive testing, core samples with a minimum of 2-inch diameter were taken from 1) those areas determined to be “dry” and 2) those areas found to have varying levels of moisture present and placed immediately into separate watertight containers then tested for gravimetric analysis. The roofing contractor performed the permanent roof repair procedures at extracted core locations.
1.1 Gravimetric Analysis
NOVA performed gravimetric analysis (moisture by weight testing) in compliance with ASTM
Test Method D1864. The different components of each core sample were tested separately.
Each component was cleaned of debris and weighed immediately after removal from a watertight container. “Wet” weights were recorded with their respective labeling. Each component of individual core samples was chamber-dried for 24 hours at 230°F (114°C) and reweighed with the results recorded. After the second weight measurement, the samples were subsequently replaced in the drying chamber for one additional hour. At the completion of the extra drying time, the samples were reweighed and recorded.
This process was repeated until no additional weight loss was recorded. The moisture by weight is determined for each test component utilizing the following equation below:

𝑊𝑒𝑖𝑔ℎ𝑡(𝑑𝑟𝑦) × 100%
Core samples were obtained at each roof area in conjunction with the reading measured by the gauge as part of the nuclear roof moisture survey with the purpose of further investigating, qualifying, and quantifying the presence of subsurface moisture content. Gravimetric analysis results for extracted cores and roof composition thicknesses are reported in the tables shown below:

1.2 Analysis of Nuclear Roof Moisture Survey with Gravimetric Analysis
The laboratory-determined total moisture content of each core sample extracted, was plotted, and compared to each core location nuclear measurement. A best-fit linear regression curve and corresponding line slope equation were developed. The line slope equation describes the average moisture percentage by dry weight of the roof assembly.
Due to the difference in time of installation and unknown factors affecting the installation process, each roof section was evaluated separately.
A representative moisture mapping roof diagram showing locations of nuclear gauge readings as well as core locations extracted is presented as Appendix D to this report. The raw results of the nuclear roof moisture survey scans per section were also arranged into histograms depicting the frequency and statistical distribution of the measurements and are presented in Appendix D of this report.

1.3 Moisture Evaluation Criteria
Devaluation of material structural performance associated with these geographic locations are generally the result of organic or inorganic material deterioration of physical properties or dissolving of adhesives/binders of the material makeup. In general, NOVA believes that a moisture concentration level lower than levels traditionally shown to impact thermal resistance factors and typically considered during the interpretation of roof moisture survey results can negatively affect material and system performance. Considering the subject roof system construction, condition and geographic location, Florida Building Code
1521.12 states:
“Moisture content of the existing roofing assembly to be covered by a new roofing system shall not exceed 5 percent by weight in the roofing membrane and 8 percent by weight in commercially manufactured rigid board insulation as verified by moisture survey performed in accordance with TAS 126”.
Florida Building Code 1521.12 further states that “testing for moisture content shall not be required for existing lightweight insulating concrete, gypsum, and cementitious fiber roof decks. On Lightweight insulating concrete, gypsum, and cementitious wood fiber roof decks field fastener withdrawal resistance testing, in compliance with TAS 105 shall be carried out to confirm compliance with wind load requirements.”
When evaluating and determining the roof substrate moisture content to be “dry or “wet” the FBC criteria was utilized. Other criteria or standards may be applied that change the moisture classification.
NOVA’s methodology and approach to determined roof component moisture percentage from gravimetric analysis results is as follows.
• Cores samples are taken from applicable roof sections.
• Gravimetric Analysis, as described in the above section, is performed on each core sample to determine the moisture content of each material component from the roof core.
• From testing, if at least one of the material components within a roof core is determined “wet”, that core and corresponding nuclear measurement numerical reading is considered “wet”.
• If a “wet” core is determined on a roof section, that corresponding nuclear measurement numerical reading and all nuclear measurement numerical readings higher than that reading are assumed and deemed to be “wet”, with one clarifying exception. This methodology and approach, NOVA references as a corresponding wet continuation.
• The exception to corresponding wet continuation is if a taken core sample has a numerical reading higher than a tested “wet” core, and that numerical reading higher core had all material components that tested “dry”. If this occurs, then the specific numerical reading higher core only will be considered “dry”.
Note that based on field conditions in relation with gravimetric analysis results, if applicable, NOVA conclusions may warrant deviation from the above methodology and approach.

1.4 Results
The table below summarizes the results based on the gravimetric analysis of the extracted core samples, as well as the statistical interpretation of the nuclear measurements. Refer to
Appendix D – Nuclear Roof Moisture Survey Figure.
2. Field Uplift Resistance Testing (FBC TAS 124) – Bonded Method
NOVA performed bonded uplift resistance testing – bonded method in general accordance with
FBC TAS 124. NOVA was directed by WDA to test to failure rather than a specified pass or fail criteria. McEnany Roofing contractor prepared the test areas of the roofs by cutting and removing the roof system components to expose the LWIC assemblies. The roofing contractor also provided low-rising polyurethane foam adhesive (OlyBond500 SpotShot) and 2” polyisocyanurate insulation board samples, which were utilized in the testing.
NOVA fabricated 2ft2 load transfer device panels for each of the test areas consisting of three
½” pieces of plywood secured together with wood screws and Liquid Nails adhesive with a ½” galvanized eyebolt placed in the center of the boards. The insulation board was adhered to the load transfer device panels with the OlyBond 500 adhesive applied in ribbons spaced at
6” O.C., and then adhered to the LWIC in the same manner. The test specimens were allowed to be cured for at least two hours, as required by the adhesive manufacturer.
A Digital Extractor (Roofing and Construction Pull Tester Model DFG2W200), manufactured by
Com Ten Industries and most recently calibrated on May 06, 2024, was utilized to perform the bonded pull testing. The test procedure and apparatus consisted of an aluminum tripod with block and tackle in conjunction with a calibrated load cell for applying and measuring the load applied to the roof system during the bonded pull tests. Each load transfer panel is weighed prior to testing for calculation purposes. Each load transfer panel weighs 15 lbs.
For each test, an initial load of 40 lbs. plus the weight of the load transfer panel (55 lbs.) was applied and held for a one (1) minute duration. The load of 40 lbs. plus the weight of the load transfer device was calculated to be 10 pounds per square foot (PSF) of applied pressure. When no load loss was detected after the initial one-minute duration, the applied load was increased an additional 10 PSF and held for one-minute (per cycle) increments. This procedure continued until failure occurred.

2.1. Test Results
Test specimens were pulled to failure at the client’s request. While TAS 124-20 generally requires 4 bonded pull tests for any roof area between 5,001 to 10,000, NOVA was requested by a WDA representative to only perform a maximum of three tests per roof section. Due to the favorable test results achieved throughout the roof sections, NOVA personnel were directed by the WDA representative to proceed with one test location on roof areas 6 A-E and 19 A-C, which is a deviation from our proposal and the FBC TAS 124-

3. Fastener Withdrawal Resistance Testing (ANSI/SPRI FX-1)
NOVA performed fastener withdrawal resistance testing in general accordance with
ANSI/SPRI FX-1 Field Test Procedure for Determining the Withdrawal Resistance of Roofing
Fasteners, as requested by the client. This procedure is utilized in the field to test the pullout resistance of all types of fasteners into the load-resisting material of the roofing substrate. Before testing, roofing material shall be removed (i.e., waterproofing membrane, existing insulation).
Fasteners were installed using the same methods and tools as per during actual construction.
Fasteners were pulled out perpendicular to the deck utilizing either a hydraulic or electronic load cell with a dated calibration certificate. Testing was performed at a minimum rate of ten (10) test locations for up to 50,000 sq. ft. and five (5) additional test locations for each additional 50,000
sq. ft. or portion thereof. Testing locations were performed at various areas of the roof, including corners, perimeter, and field, to provide a representative sampling of the roof area, with 50% of the tests in the corners and perimeter areas.
Testing was performed on each building and roof section stated in the project information section of this report at 136 locations (per client’s direction) throughout the roof sections noted above.
Per WDA request, fasteners were provided by McEnany Roofing and included HD #15, 8” and
14” deck fasteners and installed fasteners at test locations. A Digital Extractor (Roofing and
Construction Pull Tester), most recently calibrated on May 06, 2024, manufactured by ComTen
Industries, was utilized to perform the testing.
