About this file
This document outlines a solicitation notice for a fiscal year 2024 construction indefinite-delivery, indefinite-quantity (IDIQ) multiple-award task order contract for the National Capital Region. The solicitation seeks proposals for construction services for small- to medium-sized projects valued between $2,000 and $15 million each. The General Services Administration will award approximately 15 contracts to small businesses, which will then compete for individual task orders. The base IDIQ contract period is five years. Offerors must submit past performance evaluations, descriptions of at least five relevant prior projects demonstrating a variety of construction trades, information on key personnel and subcontractor relationships, and socioeconomic status designations. Proposals are due by December 14, 2023. Pricing will be evaluated separately from technical factors. A sample seed project for replacement of a retaining wall is provided for pricing purposes.

# RFI Government Response
Is a bid bond required for the seed project? If yes, what proposal volume does it need to be submitted in? Yes. Submit the Bid Bond (SF-24) with the Price Proposal.
Is the Agreement required to be included in the Price Proposal? It is not listed on page 10 of 37, but is referenced in II.C. Price Proposal -2nd paragraph labled (1) Content. Yes.
On Form D - Subcontractor Relationship it states: This factor considers the Offeror’s subcontractor relationships by requiring the offeror to submit one (1) Subcontractor Relationship form for two (4) different subcontractors that the offeror has executed agreements with within the last three (5) years.
Do we need to provide 2 or 4 subcontractors?
Form D (v.2) has been corrected to require five (5) subcontractors. The updated form was posted to SAM.gov with Amendment 0003. Submit one form for each subcontractor.
On Form E, is this IDIQ Management Plan based on the Seed Project? Or does it need to be an overall view of all anticipated task orders? Please review factor 5 in the solicitation. Section VI.F Non-Price Factors
The prior experience form and FACTOR 2, Prior Experience, of the RFP says prior experience must be in a fully occupied office facility, but Factor 2 of the RFP goes on to define "Similar projects" as work performed in an occupied buidling. Based on this, it appears work performned in a non-office facility that is occupied would be acceptable as prior experience. Is that correct?
Correction: The FACTOR 2 states "Worked performed in support of an occupied building."
The work has to be performed in support of an occupied building not necessarily within the building, i.e. the seed project. The explanation of the prior experience will need to clearly describe the impact of the work on building occupants.
The prior experience form says work must have been completed within the last three (5) years. The
RFP says five years. We assume five years, correct? Form B has been corrected and was posted to SAM.gov with Amendment 0003.
I do not see a signature block on Form A, Past Performance Form. Does it need to be signed by the reviewer? If so, where? The reviewer can place a digital signature anywhere on the form
Can a company submit a proposal to be selected for an award under their own company name as well as a JV with another company (JV Entity) and be awarded a contract as the single enity and under their own company name as well as with the JV entity?
Joint Ventures (including Mentor-Protege relationships) are governed by SBA rules and regulations. We encourage you to review 13 CFR 125.8 and 13 CFR 125.9 and contact your supporting SBA office for JV eligibility related questions.
Government Response to Requests for Information (RFI) Submitted by 10/23/2023
RFP # 47PM0123R0023
FY24 NCR MATOC Construction IDIQ
In reviewing the SF 1442, it states that the due date and time is August 31, 2023 at 4:00pm; however, the SAM.gov site states that the due date is November 6, 2023 at 4pm. Since August 31, 2023 has already passed, will the Government be providing an updated SF 1442 with the updated due date for the proposal?
The SF 1442 has been updated and was posted to SAM.gov with Amendment 0001.
The proposal due date has been extended to 4:00 PM EST on 12/14/2023
In reviewing the Form B - Prior Experience document, paragraph 2 states that we need to provide a list of five (5) successful project as the Prime contractor within the past three (5) years. Please confirm that the time frame is within the past FIVE (5) years or clarify this requirement. See the response to question 6
In reviewing the Form D - Subcontractor Relationships, it states that we must submit one (1) form for two (4) different subcontrctors that the offeror has exectued agreements with within the last three (5) years. Please confirm that we need to submit ONE form for TWO different subcontractors wihtin the past FIVE years or clarify this requirement. See the response to question 3
In reviewing the Solicitation, under Factor 4: Subcontractor Relationships Form D - The evaluation states that we need to utilize the same 5 projects from the Prior Experience Factor and must submit at least 3 different subcontractor forms. However, Form D instructions states that we must submit one
(1) form for two (4) different subcontractors. Please confirm the number of forms and the number of different contractors we need to submit the forms for. See the response to question 3
In reviewing the Form C - Key Personnel, Please confirm the date range that the Similar Project
Experience needs to be submitted for. Currently the doucment reads May 2014 - 2017. Form C has been corrected and was posted to SAM.gov with Amendment 0003.
In reviewing the Form C - Key Personnel, the Similar Project Experience states that we are not to include projects previously listed under Evaluation Factor 1: Prior Experience. If the Key Personnel worked on those projects in the past 5 years, why should those projects be excluded from projects that show the Key Personnels experience if they fall within the criteria? We are requesting that the government allow us to use the same projects, if necessary, to show experience of the Company and the experience of the Key Personnel. See response to questionn 13
In reviewing the Solicitation, under VI. Method of Award (2) Non-Price Factor, please confirm whether they are significantly more important, less important or equal too the Total Evaluated Price. Non Price Factors when combined are significantly more important than price.
For FACTOR 4: Subcontractor Relationships do we need to include a Form D for an A&E firm that will support our firm under this IDIQ? Please read factor 4 in the solicitaition.
For FACTOR 4: Subcontractor Relationships do we need to have a completed Form D for all
Construction Subcontractor trades listed on page 35 of 37? Please read factor 4 in the solicitaition.
Will Teaming Partner Past Experience be considered as Prime Contractor Experience if a signed
Teaming Agreement is included in our proposal submission? Yes.
Can a Prime Contractor firm also submit a second proposal as a Joint Venture firm if the JV firm meets a different socio-economic requirement ? For example, company ABC submits a proposal for the Small Business category but company XXX/ABC JV possesses SDVOB certification. Can they submit a 2nd proposal as XXX/ABC JV as an SDVOSB firm ? See response to question 8
Can the small projects Past Experience requirement be increased from $2,000 to $500,000 versus the
RFP requirement of $2,000 to $150,000 ? It is difficult to meet 8 of the 11 trades utilized requirements for projects under $150,000.
The Prior experience requirement is the submission of 5 project. 3 projects shall have a dollar value between $150,000.00 and $15,000,000.00 and the other 2 projects shall have a dollar value between $2000.00 and $150,000.00. This covers the entire range from min-max of projects expected to be awarded off this IDIQ. No revisions necessary on this requirement.
Regarding the trades, each contractor is given a chance to select 5 projects. An aggregate of at least 8 trades MUST be utilized within those 5 projects. This does not mean that each project has to demonstrate 8 trades on its own. Instead, the aggregate of experience amongst those five projects must include at least 8 of the listed trades. It was mentioned "It is difficult to meet". Keep in mind that level of difficulty was not a consideration when developing these factors, it is based on the needs of the Program. This requirement remains unchanged.
The Past Experience requirement indicates the project submitted need to be "complete and closed-out". Can Past Experience projects that are "Substantially Complete" be considered ?
No. Only projects that have been Closed Out. All work has been completed, all close out documents have been received from the contractor by the Customer/Owner and all final invoices have been paid to the contractor.
Form B - Prior Experience states “The offerors are requested to demonstrate their construction experience in fully occupied office facilities by providing a list of five (5) successful projects completed as the prime contractor within the past three (5) years”. Please confirm that the projects to be submitted are to have been completed within the past five (5) years. See the response to question 6
Form C – Key Personnel states “In the space provided below, please list three (3) other “similar” projects, as described in this solicitation, that the individual listed under Project Manager worked from
May 2014-May 2017”. Can the government confirm that the date range is correct? See the response to question 13
Form D – Subcontractor Relationships states “This factor considers the Offeror’s subcontractor relationships by requiring the offeror to submit one (1) Subcontractor Relationship form for two (4) different subcontractors that the offeror has executed agreements with within the last three (5) years”.
Page 35 of the Solicitation states "Submit at least 3 different subcontractor forms". Please confirm the number of subcontractor forms that are to be submitted. See the response to question 3
Form D – Subcontractor Relationships states “This factor considers the Offeror’s subcontractor relationships by requiring the offeror to submit one (1) Subcontractor Relationship form for two (4) different subcontractors that the offeror has executed agreements with within the last three (5) years”.
Please confirm the date range that is acceptable for subcontractor agreements. See the response to question 3
Can previously completed PPQs be used in lieu of the provided form for the Factor 1 - Past
Performance requirements?
No. Either FORM A, or a copy of the CPARS are acceptable. No other PPQ forms will be considered.
In reviewing the SF 1442, pages 3-4 have CLINS 0001 to 0005 with lines for Lump Sum/Unit prices to be listed. Please confirm that we are not required to fill these pages in since the Seed Project for the
Retaining Wall at WNRC's pricing will be submitted via the Price Propsal Bid Form. If we are not required to fill in these line items, does the Government anticipate revising the SF 1442 and providing an updated doucment?
CLIN 0001 on the 1442 is the Lump Sum price for the seed project. No entires are required for
CLINs 0002-0005.
In reviewing Factor 2 Prior Experience and how it will be evaluated, similar is defined as projects comparable in terms of scope, magnitute, complexity and price. The Government is also looking for projects that demonstrate "at least 8 of the following trades & materials: Carpentry/Millwork, Painting/Wall Covering, Flooring, Electrical, Plumbing, HVAC, Concrete/Asphalt, Landscaping and
Sitework, Hazardous Materials Removal/Abatement, Fire Protection, Historic Preservation."
QUESTION 1: Would the Government consider for the larger projects "demonstrating at least 5 of the
10 listed trades" since concrete/asphalt, landscaping and sitework and Historic Preservation are more specialty trades which may not be included on a project for interior renovation that would otherwise meet the other criteria?
Regarding the trades, each contractor is given a chance to select 5 projects. An aggregate of at least 8 trades MUST be utilized within those 5 projects. This does not mean that each project has to demonstrate 8 trades on its' own. However the aggregate of experience amongst those five projects must include atleast 8 of the listed trades. It was mentioned "It is difficult to meet". Keep in mind that level of difficulty was not a consideration when developing these factors, it is based on the needs of the Program. No revisions necessary on this requirement.
QUESTION 2 for factor 2: For the smaller projects where we are required to submit two projects that range from $2,000 to $150,000, it would be challegning to have at least 8 of the listed trades that would fit in that price range. Would the Government consider changing the language to "at least one trade" for the smaller projects in the $2,000 to $150,000 price range? See response to question 28
Please confirm that we are to submit the completed and signed Form A - Past Performance Forms in our submission package. See response to question 26
In reviewing Form B - Prior Experience the form states that we must list five (5) successful projects;
however, in the top of page 2 of the form, it only allows for us to select Project 1, Project 2 or Project 3.
Are we to use this form for the 3 projects between $150,000 and $15,000,000 and then for the two projects between $2,000 and $150,000, use the same form and select Project 1 and Project 2?
There is only room for 1 project to be submitted per Form sheet. So each contractor shall prepare 5 separate Form responses.
32 The SF 1442, block 13a states proposal are due on 08/31/2023. Will a revised SF 1442 be provided? See the response to question 9.
How many contract awards are anticipated, and are any set-aside for specific Small Business designations?
The government anticipates awarding it to 15 small businesses.
Factor 1, Past Performance request Past Performance Surveys of (2) selected projects. If a CPARs exists for a Federal Contract, is it to be utilized in lieu of the Past Performance Survey? If the CPARs is to be utilized in lieu of the survey, is the Offeror to submit the CPARs to the Contract Specialist prior to the offer due date or should it be included with the proposal submission? See response to question 26
Spec Pg 5 sect 1.3.F The section includes blank dates. Will the Government please clarify if there are any planned periods of temporary suspension of work? Contrator is to refer to section 2.1 Working Hours of the SOW.
Spec Pg 61 sec 1.3.B Will the Government provide the required training and experience to be an
SSHO? No
Spec Pg 95 Sect 1.07.B Will the Government provide a copy of the Pennoni Associates geotechnical report dated June 2, 2021?
This deliverable is not needed. That geotechnical information served as Basis of Design information for the drawings and specifications. Contractor is to review SOW, Drawings and
Speciifications. If the contractor has a specific question regarding a technical detail that will impact their bid please ask it via RFI after reviewing the Geotechnical information within the
Construction Document's and SOW.
Spec Pg 98 Sect 3.04C. Will the Government accept inspections by the contractor’s licensed engineer? Contractor to hire and pay for independent testing per specifications.
SF1442 reflects a Period of Performance (POP) of 360 calendar days and the SEED SOW reflects a
POP of 330 calendar days. Will the Government clarify the duration of the project? The 360 day POP includes 30 days for punchlist items, invoicing and closeout.
The provided SEED SOW references safety guidelines and requirements contained in NCR section
01546. The provided specification includes a refrence to specification Sect 015950 Safety & Health.
Will the Government provide the correct specification and where it can be found? Please see information starting at page 60/106 of the Specification document.
Please confirm that any applicable joint venture agreement (per II.F.1) should be included in the price proposal. Confirmed.
Factor 1 notes the following: “If the contractor is utilizing a Federal Contract opportunity, then a
CPARS of at least VERY GOOD must be submitted to meet this requirement.” Please confirm that offerors may submit CPARS evaluations in lieu of new evaluations – and that these CPARS evaluations should be included with the proposal PDF submission. If otherwise, can the Government clarify this requirement? See response to question 26 and 43. Please follow the instructions in the solicitation.
Factor 1 notes the following: “If the contractor is utilizing a Federal Contract opportunity, then a
CPARS of at least VERY GOOD must be submitted to meet this requirement.” CPARS often do not have an overall rating for a project, only individual category ratings. Can the Government clarify its standard? The contractor must have been rated as at least VERY GOOD for each individual category.
Factor 1: Will the Government allow offerors to submit CPARS evaluations associated with its Factor 2 projects – in lieu of provision of new evaluations? References are often reluctant to provide additional new evaluations when existing evaluations have already been completed. This is especially true when official CPARS evaluations exist. Allowing existing evaluations helps prevent lower offeror scores resulting from circumstances that are often outside of offeror control. See response to question 26
Factor 1: Would the Government allow offerors to request that references submit evaluations already completed, provided those evaluations are on a federal PPQ form? References are often reluctant to provide additional new evaluations when existing evaluations have already been completed. Allowing existing evaluations helps prevent lower offeror scores resulting from circumstances that are often outside of offeror control. See response to question 26
Factor 2: Would the Government consider omitting the $2,000-$150,000 category, reducing the required number of projects in this category from 2 to 1, and/or revising the category ceiling from
$150,000 to $500,000 (which would still demonstrate a relevant capability with projects around
$150,000)? Two projects that meet all required “similar” criteria and that are valued below $150,000 would likely be very rare, especially in light of overall D-B submission requirements, and might needlessly eliminate many or most very well qualified offerors from consideration, to the Government’s detriment. See response to question 20.
Factor 2: Would the Government consider reducing the D-B project submission requirement from 2 projects to 1 project? Relevant DB projects that meet all required similarity requirements and that are under $150k, in particular, would likely be very rare and would likely create a very narrow window for each offeror that may unnecessarily restrict offeror proposals and participation. See response to question 20.
Factor 2: Would the Government consider reducing the submission requirements for the number of trades applicable to a past project from 8 each to 5 each? 8 trades, plus all other criteria, for projects below $150,000 would likely be very rare. This together with the other project features required would likely create a very narrow window that may unnecessarily restrict offeror proposals and participation. See response to question 20.
Factor 2: Would the Government consider increasing the look-back term from 5 years to 7 or 10 years? 5 years is a relatively short and narrow look-back term, when considered alongside the other
“similar” project requirements (as noted above), but is comparable with respect to construction standards and related elements to a 7-year or 10-year look-back. Moreover, a longer look-back term may allow very well qualified offerors to better participate in this procurement, to the GSA’s benefit and without any reduction in look-back relevancy.
It is customary in the industry and will be a customary on this IDIQ for contractors to balance multiple projects within the range specified in any given year. For the purposes of evaluating an offereor we are simply looking for contractors that have performed similar work as will be encountered on this IDIQ. Completing 5 projects within 5 years is relevant for us as the IDIQ duration will also be 5 years.
Factor 4: Form D notes “… two (4) …” and “… three (5) …” at the top. Please confirm if the
Government intends for 2 or 4 and 3 or 5. See the response to question 3.
Factor 4: Solicitation Factor 4 requires at least three different subcontractor firms. This appears to be at odds with the instructions at the top of Form D. Can the Government clarify how many forms and different subcontractors are required? See the response to question 3.
52 Factor 4: May offerors demonstrate subcontracts with more than one A/E? Only one is needed to meet this requirement.
Factor 4: Can the Government confirm that these Form Ds are not intended to be commitments to utilize any particular A/E or other subcontractor on the Seed project or any subsequent task order? If otherwise, can the Government clarify this requirement?
The subcontract relationships used to meet this requirement should represent relationships that the Prime contractor WILL use depending on the needs of the project. The purpose of the requirement is for the contractor to prove that they have relationships with qualified subcontractors that can be utilized to fulfill the GSA's needs. The Government intends to benefit from the Prime utilizing subcontractors to which they ALREADY have experience doing work with at an above satisfactory level as noted in the Past Performance requirement. Since the Prime responsibilities will be largely administrative, it is our intent to evaluate the subcontracts you have for adequacy to fulfill our need. We are not asking for an exhaustive list of all your subcontractor relationships but those presented within the Prime Contractor's proposal should be the best representation of your intended workforce.
54 Factor 4: Are offerors limited to any specific number of forms (Form Ds) and different subcontractors?
Only FIVE (5) are needed to meet the requirement. No extra points will be given for extra relationships submitted. However if less than 5 relationships are submitted and/or no A/E subcontract submitted "0" points will be given for this factor.
Factor 4: For a Form D listing an A/E, specifically, please confirm that offerors are to submit the A/E as a single company and that the Government does not intend for individual Form D submissions for each of the 9 A/E sub-sets noted in Factor 4. If otherwise, can the Government clarify this requirement?
The Offerors understanding is correct. One A/E firm can be submitted. Feel free however, within form D to check the box that says "Other" and list all the discplines within the firm that were involved with the selected project(s).
Is Form E - IDIQ Management Form required to be used for the proposal? Can we modify it to a
WORD document versus a document with tables in it? Form E has been updated and is included in the amendment. See response to question 375.
57 What font is required for Form E - IDIQ Management Form? Times New Roman.
Would the governnement consider removing the double space requirement for Form E- IDIQ
Management Form? No.
On the Form E- IDIQ Management Plan can we remove the government provided question/statement in each section to allow us that area of the form for responses? See response to question 375
60 Will the government considered extending the proposal to Friday, Nov 10? The proposal due date has been extended to 4:00 PM EST on 11/20/23
Concerning the past projects, Please advise for projects between 2,000- 150,000. the dollars amount threshold at the time of award or the final contract amount including contract modifications. Same with the projects from 150,000- 15,000,000.00 Final contract amount, including all options and modifications.
62 Will projects over 15 million be considered for this procurement. No.
Concerning the relevant of 8 trades for the past projects. Does every project submitted must meet at least 8 trade involvement or collectively the 5 projects submitted should cover all the trades. Please note it is not possible to show the 8 trades for projects in the range of $2,000 - $150,000. See response to question 20
64 Form E; Part 3 - Please elaborate on the requirements of the process flowchart specified within part 3.
We'd like to see the offerors ability to presnt themselves for this requirement and would like to steer away from being too prescriptive on what should be included. In general, we'd like to see how a requirement's lifecycle will look within your company from initial bidding to award to substantial completion to closeout.
Do all of the past projects submitted need to have been completed within an occupied building? Can an exception be made for new construction projects?
See answer to question 5. New construction will count so long as the construction supports or has some form of impact and coordination needed with building occupants. Most of the projects procured through this IDIQ will be projects where a lot of coordination will be anticipated between the project team and the building occupants. This creates a complexity that does not exist in many new construction projects. Some of the buildings that will be worked in are critical and necessitate 24/7 operation. We are much less concerned or interested in the dollar value and more interested in the level of complexity of the project.
66 Form B - Can we utilize projects that are 75% complete? See response to question 21.
Form B- on Page 2 of 3, there is an option to check the box next to "Contract". Please clarify the
"contract" box and what it means.
The "Contract" box has been removed. A copy of newly updated FORM B was posted with
Amend 0003
Form B - Page 3 of 3. There is a box for: "Number of trade skills employed and number of exempt positions employed". Please clarify what is required for this section.
Trade skill employees are hourly (i.e. plumber, laborer, electrician)
Exempt Employees are salaried positions exempt from overtime. (i.e.. Project Manager, Superintendent)
If a CPARS exists for a submitted project, does the same client have to fill out form A or can the
CPARS be submitted in lieu of Form A? See response to question 26
Form C, Similar Project Experience - If our proposed key personnel participated in projects listed in
Factor 2 prior experience, will the projects submitted in Factor 2 be acceptable for resume project references if the projects were not used for Factor 1 "Past Performance"? See response to question 14
Factor 4 - Please clarify if an actual subcontract agreement between the offeror and their A/E is required per "Evaluation" Paragraph 1. If not, shall Form D be filled out for the A/E? A subcontract agreement for an A/E firm is required.
From D - Please confirm that we are to fill out Form D for a minimum of 3 trade subcontractors as well as 1 A/E firm.
The requirement (FORM D) has been updated to five (5) subcontractos, of which at least one must be an A/E firm. Keep in mind that a subcontractor can cover multiple trades.
73 Are we permitted to provide photographs in our prior experience project submissions? Photos are not necessary and will not result in a higher evaluation.
Are we permitted to submit an executive summary? If so, will this be counted towards the overall project page count? An executive summary is not needed.
Pre Award Summary Bid Sheet - Is the intention of the pricing portion of the seed project that we complete the estimate in the excel format bid form? Yes, use the bid form for the seed project pricing.
76 Is the 360 calendar days listed on the SF1442 the duration for the seed project? Yes.
Please clarify how the offeror is to price each CLIN on the SF1442. What specifically are we pricing for
CLINS 0002-0005? See reponse to question 27
78 Please define a liquidated damages amount for the seed project.
Liquidated Damages (LD) are not applicable for the Seed Project. LD will be determined on an individual basis for each task order under the IDIQ.
79 Please define the maximum load limit of vehicles that will use the seed project loading dock. Any vehicle load limits during construction to be determined by the contractor.
80 Will projects over 15 million be considered for this procurement. No.
Concerning the relevant of 8 trades for the past projects. Does every project submitted must meet at least 8 trade involvement or collectively the 5 projects submitted should cover all the trades. Please note it is not possible to show the 8 trades for projects in the range of $2,000 - $150,000. See response to question 20.
82 Please provide as-builts of the existing retaining wall to be removed Sealed design and specifications have been provided and are sufficient for bidding purposes.
Can an alternate retaining wall design be proposed? The cast in place option with shoring is expensive and the ultra lightweight foamed glass aggregate is very expensive
In order to ensure uniformity throughout the bidding and review, please bid based on the documents provided.
Post Covid several government officials have moved on or left the agencies they were associated with.
By requesting the evaluations forms to be sent back to us we can ensure that the proposal package is complete with the evaluations or else we are not sure if they were sent directly to Ms. Ashfaq Follow the instructions in the solicitation
Concerning the past projects , we would like to provide a new construction project and military base which demonstrates involvement on several trades . However new construction does not meet the occupied building criteria spelled out in the past performance requirements . Will a new construction project on active military base be accepted
The requirement is that the project be in support of an occupied building. If the building that is being built is supporting another occupied building, or impacting it's tenants in a way that may necessitate coorindation with occupants etc. then it is acceptable.
Please clarify how many subcontractor forms are required . The requirement on the number of forms provided conflicting. Do we provide multiple subcontractors for each trade or one for each trade with a total of 3 forms DESCRIPTION: This factor considers the Offeror’s subcontractor relationships by requiring the offeror to submit one (1) Subcontractor Relationship form for two (4) different subcontractors that the offeror has executed agreements with within the last three (5) years. (complete one form for each subcontract) This factor ensures that each offeror, throughout the life of the contract and resulting task orders, will have adequate and responsive personnel in response to the
Government’s project requirements.
3 forms are required. One form for each subcontract. One subcontractor can perform multiple duties/trades.
Concerning the past performance can we send a copy of the evaluation already filled out along with our proposal. The previously filled out past performance evaluation are on the same forms issued by
GSA for this solicitation. See response to question 26
Concerning the past projects, Please advise for projects between 2,000- 150,000. the dollars amount threshold at the time of award or the final contract amount including contract modifications. Same with the projects from 150,000- 15,000,000.00 Base contract value/contract value at time of award.
Page 9 of 37 of the solicitation says: The length of the proposal (not including past performance reference forms) is limited to required forms A-F with attached resumes and narratives, GSA Form
527 and Financial Statement, SF 24, SF 1442, and GSA Form 3518. Proposals submitted with incorrect formatting are considered non-responsive and may not be evaluated. This requirment can be interpreted multiple ways and doesn't mention title pages (to be placed at the beginning of the proposal and identifies the Offeror, solicitation # etc.), cover letter, table of contents, tab pages, divider pages, and the individual price volume and technical volume etc. Please confirm the offeror is allowed to provide a title page, cover letter, table of contents, tab pages & divider pages that will not count against any page limits?
Confirmed. The Offeror can provide a title page, cover letter, table of contents, and divider pages which will not count against page limits.
90 Can a space at or around the loading dock be dedicated as a laydown area during construction?
Laydown are to be located on-site and coordainted/ confirmed with GSA & A/E after construction award.
91 Are there as builds or cad files of the existing retaining wall? See answer to question 82
92 Are there paving profiles of the existing condition(s)? No, we do not have paving profiles of the existing conditions.
93 Has any work been perfomred on the existing retaining wall since the original construction? No previous work has been performed on the existing wall.
Pg 4 Sect 1.1.B.10 states that cell phones that audibly ring will be confiscated by guards and held until the end of the working day. Will the Government remove this specification or clarify if this noise standard applies outside the facility? See response to question 218
Pg 4 Sect 1.1.B.7 states that pollution producing equipment shall not be located near air intakes. Will the Government provide information on where the intakes are located on the building?
Contractor to inspect existing conditions to verify and maintain clearances throughout construction
Pg 69 Sect 3.2.B and C states that the use of tools or equipment that produce unacceptable levels of noise and oders are not allowed. Will the Government remove or revise these specifications?
This specification only relates to interior work. The use of tools & noise producing task are permitted on the exterior.
