Is there a reason the hours were prepopulated, was this by mistake or just for an example?

These labor hours reflected do not represent the most current Government estimate. Your proposed JL-1 labor hours should reflect what you deem necessary to meet the current solicitation requirements.

19 4/23/2024 57 M.4 3(b) We are very interested in bidding on the Multi-Function Support Services RFP for NAS Jacksonville. In review of the requirements for what constitutes a relevant project, it is noted that the requirements include an annual contract value of $3,000,000, servicing a minimum of 50 buildings for custodial services, and performing grounds maintenance for an individual project of a minimum of 400 acres. We feel that these requirements are restrictive for a 8(a) set-aside contract and will significantly reduce the overall competition you will receive for this RFP.
We perform these services for multiple Federal clients, including NAVFAC and we feel confident we can perform the services outlined in this RFP. Unfortunately, our experience does not meet the stringent requirements for a project to be considered relevant. We would like to request the requirements for relevance be reduced to a minimum annual contract value of $600,000, performing custodial services on a minimum of 8 buildings, and ground maintenance for a minimum of 3 acres.
No. The Government has reviewed this requirement and it remains unchanged.
