About this file

This is an integrated pest management plan for Naval Station Mayport and the Navy Fuel Depot in Jacksonville, Florida. The plan covers all pest management operations conducted by in-house staff and contractors. It details the installation background and pest issues, as well as roles and responsibilities, contracting requirements, and operational guidelines for pest control programs. Pest management services are required for structural pest control, grounds maintenance, forestry, right-of-ways, aquatic weed control, and public health. The current contractor providing general pest control and mosquito services is Orkin under the RBOS-2 contract administered by Naval Facilities Engineering Command Southeast. Grounds maintenance is also provided by the RBOS-2 contractor. The plan establishes standard procedures for pesticide approvals, record keeping, contractor certification, safety compliance, and integrated pest management best practices to address the installation's pest needs.

Executive Summary This Integrated Pest Management Plan (IPMP) provides a comprehensive, long-range document that captures all the pest management operations and pesticide-related activities conducted at the Naval Station (NS) Mayport and for the Navy Fuel Depot (NFD) located at Heckscher Drive in Jacksonville, Florida, owned by NS Mayport. It incorporates pest management practices and the local, State, Federal, and Department of Defense regulations, conforming to the requirements of DoD Instruction 4150.07 and OPNAVINST 6250.4C. It gives comprehensive information about the pest management program to installation staff and internal and external compliance auditors.

The Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic) Applied Biology Center prepared this IPMP from information obtained through pest management data collection, on-site observations, interviews with installation personnel, and document reviews.

The main goal of the various pest control functions is to support the mission of NS Mayport. Commercial contract pest control operators currently provide the majority of the pest control services for NS Mayport and the NFD. In-house pest control operators provide pest control at the Windy Harbor Golf Course. Pest control services are needed at NS Mayport to:

(1) Provide services that will prolong the life of the structures through subterranean termite and nuisance pest control;

(2) Maintain the safety and security of industrial and storage areas through weed control;

(3) Provide nuisance pest control to all buildings (except PPV housing) and outdoor areas to ensure a good working and living environment;

(4) Control weed and insect pests in all recreational and lawn areas to maintain aesthetics and provide recreational facilities to personnel;

(5) Provide control of mosquitoes, flies and other potential disease vectors to ensure the comfort and well-being of all personnel; and

(6) Provide vertebrate pest control, including rodent control, to all areas of NS Mayport.

For the current level of work to be accomplished, a sufficient staff of qualified applicators must be maintained. Contract personnel must meet state certification requirements as specified by the contract.

Pest Management Performance Assessment Representatives (PMPARs) must successfully take an initial

Pest Management Performance Assessment Representative (PMPAR) Course. To maintain their certification, the PMPARs and DoD pesticide applicators must successfully pass a DoD pest management training and recertification course every three years. Pest control facilities must comply with current safety standards to provide a safe workplace and to minimize pesticide hazards.

The focus of this IPMP is on safe, environmentally sound, and cost-effective control of pests through Integrated Pest Management (IPM). IPM depends on education, proper surveillance and identification of pests, non-chemical and chemical control methods, and individual responsibility for pest prevention.

1. Introduction

1.1. Installation Background

1.1.1. Mission

The mission of Naval Station Mayport is to sustain and enhance war-fighter readiness. NS Mayport supports a variety of tenant and support commands that provide various services toward the successful achievement of the military mission. NS Mayport’s major operational tenant commands include one battle group staff, two destroyer squadrons, 23 ships (including an aircraft carrier), and six helicopter squadrons. Additionally, the installation has major training and repair tenant commands and facilities.

The Navy Fuel Depot (NFD) is a bulk fuels terminal located in Jacksonville, Florida. Its mission is to receive and distribute bulk fuels to US Navy and US Marine Corps clients throughout the Southeast by means of tanker, truck, and barge operations. NFD is part of the Fleet and Industrial Supply Center (FISC) Jacksonville, Naval Supply Systems Command (NAVSUP). FISC personnel operate the Depot; however, NS Mayport owns the land. As such, NS Mayport is responsible for the operation of the Government-owned, Government-operated (GOGO) fuel terminal, including maintenance of the facility in compliance with Federal, state, and local laws and regulations. As a GOGO facility, the NFD operates with a government staff and various contracted personnel (e.g., security).

1.1.2. Location and Facilities

Naval Station Mayport encompasses 3,409 acres and is capable of accommodating 40 ships at one time. NS Mayport is located at the mouth of the St. Johns River, approximately 15 miles east of the Jacksonville Central Business District in Duval County, Florida. It is bordered to the north by the St.

Johns River, to the south by the city of Jacksonville, to the east by the Atlantic Ocean, and to the west by the Village of Mayport and the Atlantic Intracoastal Waterway. NS Mayport also includes two off-base areas: the Greenfield Plantation and Ribault Bay Village Housing. The Ribault Bay Village Housing area is located off base on Navy-owned property approximately 3 miles south of NS Mayport’s main gate, west of Mayport Road, near the end of Asissi Lane. The Greenfield Plantation is located off base to the west of the installation.

NS Mayport contains 15,150 Active Duty personnel, 32,000 family members, and numerous DoD personnel and contractors.

The NFD is located in Duval County approximately 7 miles north of downtown Jacksonville and approximately 1 mile east of the intersection of Interstate 95 and State Highway 105. The facility is located on a 150-acre parcel on the northern bank of the St. Johns River.

1.2. The Integrated Pest Management Plan

1.2.1. Scope

The NS Mayport Integrated Pest Management Plan (IPMP) is a long-range, comprehensive planning and operational document that establishes the strategy and methods for conducting a safe, effective, and environmentally sound Integrated Pest Management (IPM) program. The IPMP covers all pest

1-2 management and pesticide-related activities conducted by civilian and military DoD personnel and commercial contractors within all functional areas of NS Mayport. A glossary of acronyms used in this document is found in Appendix C.

1.2.2. Authority
