SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

L.11 SITE VISIT INSTRUCTIONS

(a) The site will be conducted on Wednesday, 6 December 2023. The government will provide transportation from the designated location. Government transport vehicles will depart according to the times and locations specified on the itinerary on the morning of the site visit. The itinerary is provided as Attachment JL-3.

(b) Arrangements and Special Instructions for the site visit are indicated below. Any other site related information will be provided via amendment.

NOTICES AND SPECIAL INSTRUCTIONS TO ALL CONTRACTOR SITE VISIT PARTICIPANTS

1. All participants may be subject to scan or search. Searches/scans may constitute use of guard dogs and/or other detection devices, instruments or security methods/procedures. Security personnel and guard dogs could be present at various locations during the site visit.

2. The following items are prohibited and must be left in your vehicle during your time on the installation: firearms, ammunition, explosives or other lethal weapons of any type, night sticks, blackjacks, knives with blades exceeding 3 inches, brass knuckles, mace, pepper spray or other less-lethal weapons, alcoholic beverages, illegal drugs, photographic equipment (to include cellphones, personal data assistants, laptops, and dash mounted recording devices), flame or spark producing items (to include vaporizer cigarettes and electronic cigarettes), Commercial Mobile Devices (CMDs), and Commercial Wireless Devices (CWDSTs). See the site visit itinerary for additional information. No participant will be allowed to carry any of these items on the base: Cameras, knives or weapons, and packages or briefcases. Cell phones are allowed, but they must be put away during the tour and no pictures may be taken at any time while on the base and during the site visit.

3. No foreign nationals will be permitted to participate in the site visit.

4. All contractors must comply with the completion and submission of the following forms to gain access to the various locations for the site visit:

i. Each attendee needs to complete the Department of the Navy Population ID Card/Base Access Pass Registration, SECNAV 5512/1 (May 2021) form (Attachment JL-4). See Attachment JL-5 for instructions for filling out the SECNAV 5512/1 form. NOTE: The Government will complete Block 25 on Page 1 of the SECNAV 5512/1 Form.

ii. Each company attending needs to complete the NAVFAC SE PWD – Kings Bay Visit Request (Attachment JL-6). Fill out the form with each attendee’s information using the example provided below. Access should be “HARD 12” for each attendee. Do NOT delete “ER-SWIPE AREAS 4, 7, 10” from the form.

iii. If your company is already a Facility Cleared Contract company, you will need to submit a DISS Visitor Request to SMO 68733 to request access to the CA Area 6 and the LA. The Point of Contact for the DISS Visitor Request is Carlos Cullin at SWFLANT (Phone: 912-573-4053). Notify Contract Specialists, Courtney Peterson and Cari Fiebach, if you are submitting a DISS Visitor Request.

iv. Each company attending needs to complete SWFLANT Visit Request, SWFLANT 5530/50 (REV 3/21) (Attachment JL-7). Fill out the Company Name and Address and Personal Data with each attendee’s information using the example provided below. Do NOT edit any other pre-filled information.

All forms must be completed and returned to Courtney Peterson at courtney.j.peterson3.civ@us.navy.mil (with a copy to Cari Fiebach at cari.l.fiebach.civ@us.navy.mil) by 2:00 PM EST, 14 November 2023.

In addition, all contractors must bring the completed forms with identity documents to gain access to the location for the site visit.

Only cleared contractors will be allowed to participate in the site visit.

5. Should special accommodations such as handicapped bus/van access be required to attend the site visit, provide a "Request for Special Accommodations" letter identifying what specific accommodations are needed and how many individuals require these accommodations. This letter must be submitted via email no later than the due date of the access forms above. Early submission of requests is highly encouraged. Every effort will be made to accommodate reasonable requests.

6. Each contractor is limited to three (3) participants.

7. Government transportation will be provided at the point designated on the itinerary. No privately owned vehicles will be allowed access to the base to participate in this site visit.

8. Participants will not be authorized to exit the bus during site visit unless authorized by Government escort.

Escorts will be identified on the day of the site visit.

9. There will only be one scheduled site visit for this solicitation. Contractors will not be allowed access on any other dates to view the site.

10. All contractors shall meet at the designated location and time indicated on the itinerary.

11. A valid Government-issued photo identification will be required (driver’s license, passport, etc) for this site visit.

12. Controlled access points may not be available on the date of the site visit. All service requirements to include controlled access areas are identified in the solicitation.

13. Security personnel will be present for identification verification and issuance of the contractor visitor pass.

No questions will be answered at the sites. All questions should be submitted in writing on the Government Pre- Award Inquiry form (Attachment JL-2) in accordance with Section L.4 PRE AWARD INQUIRY FORM.
