Site Visit Itinerary Solicitation N6945023R0075
Base Operations Support Services Naval Submarine Base Kings Bay, GA and Outlying Areas
6 December 2023
Location: Naval Submarine Base (NSB) Kings Bay, Georgia
Directions: See the map on pages 2 and 3 of this document for directions on where to park and meeting location for the site visit.
Site Visit Access: All contractors must comply with the completion and submission of the access forms found in section L.11 SITE VISIT INSTRUCTIONS of the solicitation.
The forms must be completed and returned to Courtney Peterson at courtney.j.peterson3.civ@us.navy.mil (with a copy to Cari Fiebach at cari.l.fiebach.civ@us.navy.mil) by 2:00 PM EST, 14 November 2023.
In addition, all contractors must bring the completed forms with identity documents to gain access to the location for the site visit.
Transportation: All site visit attendees are to meet at the Stimson Gate. Government transportation will be provided from this location to tour the facilities. All site visit attendees must utilize the Government provided transportation throughout the site visit.
Schedule: The anticipated schedule is as follows:
TIME ACTIVITY
0600 - 1130 Park at Stimson Gate parking lot to begin badging process. Government transportation will be provided from Stimson Gate to Franklin Gate to first obtain SUBASE badge, then to SWFLANT to obtain LA badge.
Government transport vehicles will stop at the Technical Library after all badging is complete, then final stop at SUBASE Auditorium to eat on base or bring own lunch.**
1130 - 1230 Lunch 1230 Introduction/Security Brief at SUBASE Auditorium 1330 - 1630 Windshield Tour:
Upper base (BQs, TTF, NEX/DECA, SWFLANT, point out CA and LA, fire station and through COA gate to TRF area)
TRF, fire station-2, dredge spoil area, DOSF, site-6, along WRA fence line point out WRA area, Port Ops and look across to Crab Island, back around dredge spoil area to TRF, and out of COA gate.
1630 Return to Main Gate Pass & ID to drop off site visit attendees End of Site Visit Dismissal
*The following items are prohibited and must be left in your vehicles during your time on the installation: firearms, ammunition, explosives or other lethal weapons of any type, night sticks, blackjacks, knives with blades exceeding 3 inches, brass knuckles, mace, pepper spray or other less-lethal weapons, alcoholic beverages, illegal drugs, photographic equipment (to include cellphones, personal data assistants, laptops, and dash mounted recording devices), flame or spark producing items (to include vaporizer cigarettes and electronic cigarettes), Commercial Mobile Devices (CMDs), and Commercial Wireless Devices (CWDSTs). CMDs and CWDSTs include all government-owned, personally-owned, and contractor-owned CMDs (formerly referred to as Portable Electronic Devices (PEDs)). CMDs include, but are not limited to, pagers, mobile or cellular phones, Personal Communications System (PCS) devices, audio and video recording devices, scanning devices, remote sensors, messaging devices, Personal Digital Assistants (PDAs) (e.g., Palm VIIx, Casio E125, etc.), Smartphones (e.g., Blackberrys, Androids, iPhones, etc.), Portable Computing Devices (PCDs)(e.g., laptops, notebook computers, etc. ), digital picture frames, smart watches, Personal Wearable Fitness Devices (PWFD) with wireless interfaces (e.g., Fitbit, etc), radios with recording capabilities, Wi-Fi cards, digital readers, and tablets.
CMDs also include removable media (e.g., Secure Digital (SD) cards, flash memory data storage devices, diskettes, Multimedia Cards (MMCs), externally removable hard drives, etc.) and any other commercial wireless devices capable of storing, processing, or transmitting information.
**Cell phones will be allowed during the morning badging process ONLY. Site visit attendees can arrive between 0600 – 0730. If participants arrive at 0600 and finish badging requirements early they can either stay in the auditorium and surrounding areas or be taken back to their vehicles at Stimson Gate. Any participants that choose to return to their vehicles after badging must be back at Stimson Gate by 1200 to return, via Government provided transportation, to the base auditorium. Any participant with a cell phone that remains in the auditorium after badging must make time during lunch break to return the phone to their vehicle (transportation will be provided).
Reminder: No questions will be answered at the site visit. All questions shall be submitted in writing to the contracting point of contact, Courtney Peterson at courtney.j.peterson3.civ@us.navy.mil (with a copy to Cari Fiebach at cari.l.fiebach.civ@us.navy.mil) prior to the Government Pre-Award Inquiry (GPI) cutoff date listed in the Solicitation. All prospective offerors submitting GPI questions must be submitted on the GPI form provided as Attachment JL-2.
