RESPONSE

6 12/11/2023 & 12/12/2023 4 of 14 C 1503030 3 and 3.1

"Informational Note: The Government has found on previous contracts that solid waste and recyclable collection at the frequencies listed in J-1503030-04 has maintained services at an acceptable level."

Our observation and experience, including solid waste and recycling operations for many Naval installations, conveys to us that the frequencies listed are significantly overstated. We are certain that these frequencies would maintain an acceptable level of service but not take into consideration the stated Performance Standard here: "Pickups are scheduled at the minimum number that will prevent waste container overflow." 85 of 118 Front End Load 8 cubic yard containers are scheduled for service every day Monday through Friday. 72% of all front load containers scheduled daily is highly unusual. The number of roll off containers that are scheduled multiple days per week is also far from the norm compared to our experience on multiple Naval Installations, including heavy production repair facilities and other submarine basses.

We understand that after award the front load (8CY) container collection schedules can be adjusted to frequencies that will ensure pickups are scheduled at the minimum that will prevent container overflow. Would the Government please confirm that roll off container (20CY, 30CY & 40CY) service standard is also as required at the minimum number that will prevent waste container overflow, even if the historic frequency in J-1503030-04 shows 5 days per week?

The Government confirms that the frequencies are as stated in Section J, Attachment J-1503030-04.

7 12/11/2023 & 12/12/2023 5 of 14 C 1503030 3.1.1

The only Residential collection locations identified in J 1503030-04 are locations referred to as Wren Housing 1-18 and 19-44 these homes are currently controlled by Balfour Beatty Communities who has confirmed that they are responsible for waste and recycling collection from these units.

Please identify the location and number of residential units to be serviced under this contract, if any.?

There are no residential units to be serviced. Section C, Sub-annex 1503030, Spec Items 3.1.1 Residential; 3.1.1.1 General Household Waste; 3.1.1.2 Recyclable Waste; and 3.1.1.3 Bulky Items have been removed. In addition, Wren Housing 1-18 and 1- 44 have been removed from Section J, Attachment J-1503030-04. See Amendment 0006.

As the inert landfill is in the closure process, can you please estimate how much longer it will remain open, as this has a major impact on capital equipment procurement decisions.

The Inert Landfill is not closing.

Section C, Sub-annex 1503030, Spec Item 3.6 Inert Land Operations has been renumbered to Spec Item

3.5 and revised to remove closure information. See Amendment 0006.

26 12/11/2023 & 12/12/2023 12 of 14 C 1503030 3.6

Are the inert landfill closure activities considered separate from the inert landfill operations, and therefore should not be priced as part of 3.6 the Operations tasks?

Is there a formal closure plan? if so please provide a copy and identify any responsibilities/tasks that fall under this contract.

See GPI Response #25. 0006

27 12/11/2023 & 12/12/2023 11 of 14 C 1503030 3.6

Per J-1503030-08 approximately 2,000 tons per year have been disposed of at the inert landfill. Once the landfill is closed this material will have to be disposed of off site.

Please explain what unit pricing will be used to make up the service call price?

An extra front load container service has a different cost from say a roll off service or special event service or foreign waste service, yet there is only one line item A001AJ for a service call.

Should there not be unit pricing for the various types of service that may be included in a ISWM Service Call?

The Government does not provide the unit pricing for service orders.

This is a performance-based requirement. Offerors are responsible for providing a price for ISWM service orders in their proposal, utilizing the information provided to perform their own risk assessment. For each ISWM service order, the contractor has full responsibility for all work up to the limit of liability identified in Section C, Annex 1503030, Spec Item 3.7 (updated to Spec Item 3.6 in Amendment 0006) of $1,000 in total cost per service order. See GPI Response #12 regarding Foreign Port Origin Waste and GPI Response #29 for examples of historical ISWM service orders.

29 12/11/2023 & 12/12/2023 12 of 14 C 1503030 3.7

Please provide examples of ISWM Service Calls issued during the last two contract periods. We are trying to ascertain what services (8CY, roll off, foreign waste, resdential etc.) are ordered and whether a service call is for multiple containers and or collections, so that we can price this ELIN properly.

Examples of ISWM service orders include: "Relocate roll-of dumpster from near transformer"; "Place a 20 yard solid waste dumpster in the southeast corner of esb parking lot for disposal of old equipment";

"Place 2 40 yard refuse containers at building 5009"; and "Place a 20 yard roll-off dumpster at back door of building 1052 at first parking space".

The dimensions are close to a 6 cubic yard Front End Load container, could Front End Load containers be used for this service?

The Government confirms the size bins identified in Section J, Attachment J-1503030-04; however, pictures cannot be provided due to security requirements. It is at the offeror's discretion to provide containers suitable for the services identified in Attachment J-1503030- 04.

39 12/11/2023 & 12/12/2023 17 of 21 J 1503030-05

Will the Government please consider 2" letters for the required markings identified in this section? 4" letters are quite difficult to fit on the containers in a way pleasing to the eye, particularly on the longer descriptions required such as "SOLID WASTE / KITCHEN WASTE ONLY." Most loads of these commodities are often HIGHLY contaminated with trash and soiled commodities mixed in with recyclable commodities. This leads the facility to charge an enormous processing fee, per load/by ton, whether or not its clean.

Since the Government is responsible for income generated, please confirm that the collection, processing, and recycling fees should be paid for by the Government? Not only the fees for processing, but costs for labor, fuel, truck time, overhead, etc.?

Section C, Sub-annex 1503030, Spec Item 3.2.2 Recyclable has been updated to state "Income generated from sale of recyclable waste shall become property of the Contractor."

The Contractor shall pay all fees associated with disposal. All associated costs and/or projected costs required for completion of the performance work statement shall be included in the offeror’s proposal.

3.2 Solid Waste

Disposal

If metal loads are contaminated, and are turned away to go to the landfill how will the Government 1) attempt to correct the contamination and 2) reimburse the contractor, since the contractor is responsible for the solid waste and disposal fees (Section 3.2) , Base personnel need to follow the rules and place METAL ONLY in the containers, otherwise, it will have to be disposed as trash and be on the contractors dime.
