# Question Answer PWS Reference

Is this project N68520-22-R-0010 CHILLED Water System (FRCSW), a sole source contract or is it an open contract and only the Carrier Chillers are sole source?

This is a total small business set aside competition. There is a requirement for the Chillers provided to be Carrier Brand.

2 Could you share the serial numbers of the old units? Yes, SN # are 3518Q63393 and 3518Q63402 3 Do you have a price range or magnitude considered for this solicitation? As this is a competitive procurement, the government is not able to provide a price range or estimate.

4 Does this procurement require bid guarantee? Bid guarantee is not requested or required.

Typically Site Visits are offered prior to the RFI deadlines as many of the questions arise as a result of the site visit. Can you please advise when we can walk this project?

Site Visits were provided thru Sources Sought notices and were held on November 9, 2021 and March 8, 2022. No additional site visits are planned.

There are multiple documents that are titled with “SOW”. There is typically 1 SOW related to a project, so in this scenario, which prevails?

Please reference updated SOW attached to the Combined Synopsis/ Solicitation (N6852022R0010). (SOW Chiller V6.docx)

The “Drawings” make various statement related to scope. They also note that “Drawings” should be interpreted to mean the (6) M sheets. There was an E sheet provided. Confirm this drawing is to be included with the other 6?

Yes there are 6 mechanical and 1 electrical draiwngs.

8 Please confirm that this is not a design build project. No, this is not a design-build project. The designs are already provided.

9 Are housekeeping pads required for Chillers and WT? No, housekeeping pads are not required.

Please confirm the stand alone controls intent is to have a control system isolated to this system and not connected to a BMS, FRCS, AWEMS, or any other existing control systems.

The Government confirms this is a standalone control system, and it will not be connected to any other existing control systems.

Please confirm the cybersecurity is not applicable to controls for this project since they are stand alone and local.

The government confirms this is a standalone control system, so there are no cybersecurity concerns.

AWS D.1.1 is not applicable to pipe welding or its accessories. Please confirm UFGS 23 64 26 specified ASME B31.9 will be applicable instead.

Yes, ASME B31.9 applies. Please use ASME B31.9 instead of AWS D.1.1.

The SOW states that the existing chillers are Drake Chillers. The Drawings state that the existing are Carrier. This is an conflict, please clarify.

The existing Chillers are Carrier Branded. Please reference SOW section 3.12 attached to the Combined Synopsis/ Solicitation (N6852022R0010). (SOW Chiller V6.docx). A26-GFP-Chill Water attachment also provides information on existing Chiller units

3.12

The sole source documentation states the reasoning and approval for sole selection of Carrier is to match existing and provide seamless operation. However, the documents are currently in conflict on whether the existing is drake or carrier.

Furthermore, the RFP requests stand alone controls of the system which would not necessarily be any chiller manufacturer. Lastly, it is stated through out the RFP that “or equal” will also be permitted for chillers and other equipment. Please clarify the sole source requirement if any for this project.

The manufacturer of the existing water chillers was Carrier. There are no Drake units in the building. All Drake water chillers were removed several years ago. Only Carrier units remain. In order to simplify the control system, and provide seamless operation, all new water chillers are required to be Carrier units, and the control system must be capable of operating with Carrier water chillers. Using one manufacturer for all water chiller units avoids compatibility issues between different equipment brands. Since the existing water chillers are made by Carrier, the new chillers must be manufactured by Carrier as well. The control system does not need to be manufactured by Carrier, however, it MUST be capable of controlling operation of the Carrier water chillers (both existing and new) to perform as indicated in the System Controls and Sequencing at the upper right corner on sheet M-1. It is presumed that a control system manufactured by Carrier will be required, however, if the Contractor can obtain the control system not manufactured by Carrier that can control the water chillers as indicated, it will be acceptable.

Will any and all aircraft be removed from the work area during construction activities.

The requirement does not intend for construction activities to remove any aircraft.

20 Will an SSHO be required on this project and be required to be onsite at all times? It is recommendated SSHO/competent perform be on-site.

21 Will a QC manager be required on this project be required to be onsite at all times? No, QC will only be required for testing and acceptance

22 Can any of these positions if required be dual or triple hatted by one individual. The Government cannot require individual contractors to be dual or triple hatted.
