FLEET READINESS CENTER SOUTHWEST

CONTRACTOR’S

ENVIRONMENTAL

GUIDELINES

During extremely dangerous situations, verbally order the nearest employee to begin the evacuation of all personnel from the shop. Under these circumstances it is absolutely critical that you make the call to the

Fire Dept. at 911 immediately.

Required Information

WHAT type of substance spilled (i.e. oil, acids, fuel, solvents etc.)?

HOW much has spilled (estimate the quantity)?

WHERE is the spill located (i.e. nearest street name, building number)?

Has the spill source been secured?

Has the spill been contained?

Is the spill headed towards a storm drain?

Immediate Spill Containment

If it is safe and practical, utilize the shop spill control kit. Head off spills running toward storm drains and protect sensitive equipment if possible.

NEVER PUT YOURSELF OR

YOUR COWORKERS AT RISK.

ALWAYS NOTIFY EMERGENCY

RESPONDERS BY FOLLOWING

THE EMERGENCY RESPONSE

NOTIFICATION FLOWCHART.

Spill Prevention/Response

NOTIFICATIONS

Upon discovery of a hazardous or unknown substance spill or release to the environment, follow the Emergency Response Notification

Flowchart posted throughout FRCSW and make the appropriate phone calls.

ENVIRONMENTAL ASPECTS OF

WORKING AT FRCSW

This reference document provides essential information for performing work at FRCSW in accordance with our standards and regulations.

Please check in with the Environmental Program Office (EPO) to discuss your project and its potential environmental impacts.

FRCSW was the first federal facility to become registered to the Interna-tional Standard for Environmental Management Systems (ISO 14001).

ISO has requirements above and beyond minimum regulatory require-ments. Contractors must become familiar with the Environmental Poli-

cy. For more details call the EPO at (619) 545-2901.

It is very important to discuss any air quality requirements with the EPO.

In general, the following requirements apply:

Permits – Some processes and equipment may require air pollution permits. These permits have requirements for operation, emission limi-tations, and record-keeping. The permit conditions are posted on or near the equipment. Failure to adhere to the permits will likely result in fines and penalties. For guidance, contact the Air Program at

FRCSW_AIR@NAVY.MIL.

Maintenance – Equipment such as engines, blast booths and scrub-bers require regular maintenance in order to ensure emission limitations are not exceeded. If you are performing maintenance, please ensure that the local or manufacturers specifications are followed and keep rec-ords of it in the assigned logbooks.

Hazardous Material – Air regulations prohibit use of certain materi-als. Local regulations require usage tracking of all hazardous material. If you are using hazardous material, provide both a Safety Data Sheet (SDS) and a total amount used for each material to the EPO.

Make every effort to practice pollution prevention:

Use less hazardous, bio-preferred and reutilized chemical and mate-rial products and reuse spent chemicals in similar processes

Recycle solid waste in designated containers

Contact the EPO at (619) 545-2901 for guidance

The EPO is responsible for adhering to standards for “cradle-to-grave” disposal of hazardous wastes. Notify the EPO in advance of all projects that use hazardous materials and generate hazardous wastes. In gen-eral, the following requirements apply:

All contractors must provide copies of SDS on the hazardous materi-al required for the project to the EPO and maintain copies at the job site. Prior to their use, all hazardous materials used on base must be approved in writing by the EPO.

All liquid hazardous material must be stored with secondary con-tainment.

Notify the EPO of the quantity and location of any hazardous mate-rials storage. Non-compatible hazardous materials must be stored separately.

At the completion of the project, provide the EPO the approximate quantity of hazardous material used.

Ensure all hazardous waste is placed in the correct, properly labeled, waste container. Ensure any transport of hazardous wastes off North Island complies with Department of Transportation regula-tions.

FRCSW is committed to reducing energy and water consumption. To assist us in meeting our goals:

Turn off lights and equipment when not in use

Use natural or task lighting when available

Set heat no higher than 68°F and A/C no lower than 76°F

Trouble calls: Report all leaks (water, air, steam and natural gas) to the Trouble Desk at (619) 545-5244

For more details on FRCSW energy and water policy, requirements and guidelines, contact the EPO at (619) 545-2901.

The HW Storage Facility is a physical chokepoint for all waste leaving FRCSW. It is the central operating facility for all chemical handling func-tions required to support FRCSW production and service shops. These personnel are also trained as first responders in the event that the shop cannot contain and clean a spill with its spill kit.

Pollution Prevention

90– Day Hazardous Waste Storage Facility

The EPO must approve in advance any work performed outdoors that may be subject to rain or storm water runoff. In general, the following requirements apply:

Oily equipment and parts shall be elevated and covered.

Utilize a drip pan or container for any petroleum product leaking from vehicles and equipment

Minimize use of water to clean up outside locations, as the water will flow to the storm drain

Grinding, sanding and painting are typically not allowed outdoors unless properly contained to comply with regulatory requirements

All stationary and portable storage tanks that contain petroleum prod-ucts or industrial chemicals and waste are impacted by regulatory re-quirements.

Contact the EPO to determine if the tanks and containers satisfy in-tegrity and professional engineering certification requirements.

Daily inspection of all tanks and containers over 55 gallons is re-quired.

All tanks and containers shall be constructed of materials compatible for handling the fluids, have secondary containment if required for storage, and have in place when necessary vents and emergency vents (e.g. flammable materials).

All storm drains at FRCSW enter San Diego Bay. To protect the Bay and comply with Spill Prevention Control and Countermeasures (SPCC) and other regulations:

For any petroleum product, industrial fluid or wastewater, block off downstream storm drains before transferring fluids to and from stor-age tanks/containers

Spill kits are required near any activity involving petroleum products, industrial fluids or wastewater
