Question Answer
1 What’s the difference between Knowledge Management (KM) in Technical Areas and Corporate Analytics?
KM is focused on the Command Operating Guide (COG) that is SSC Atlantic's official intranet, and is used to perform daily operations, enable workforce productivity, and store all authoritative guidance required by employees.
Corporate Analytics is based on the development, collection and analysis of data generated throughout Corporate Operations functions designed to inform resourcing decisions.
2 Will all the systems and version currently used by the Code 8.0 be disclosed in the RFP?
Yes.
3 Are there business intelligence tools in place now? Yes, the Command currently uses the Data Warehouse Business Intelligence System (DWBIS) SAP Business Objects, SAP Predictive Analysis, and Oracle Crystal Ball.
4 What is the scope of the FIAR work currently? All business processes that impact the Command’s financial statements are subject to Financial Improvement and Audit Readiness (FIAR).
5 Will CSWF positions be identified in the RFP for the command information technology portions of the contract?
All labor categories will be identified in the RFP for the basic contract. Specific CSWF positions will be identified at the TO level.
6 Can you talk about OCI issues that may arise? Will there be a mitigation plan if OCI’s are anticipated?
OCI issues which may arise are dependent upon their immediate identification by BOTH the Government and the Contractor. Any companies with OCI issues, should have a mitigation plan.
7 Can you address OCI issues and concerns for the Prime and Subcontractor Level?
The RFP will contain the necessary OCI clauses and NDA requirements as needed to support the Government’s requirement.
8 Will the Solicitation be a Small Business Set Aside? The Government anticipates issuing this requirement as a Small Business Set Aside.
However, the contract strategy has not been finalized.
9 Are you considering Key Positions to be submitted and if so, how many?
The Government anticipates having key personnel for this effort. However, the number has not been determined at this time.
10 Will there be percentage requirements for Key small business inclusion eg SDVOB, WOMB etc?
Percentage requirements are affiliated only with a full and open competitive procurement, which we do not anticipate at this time.
Under a small business set aside companies must comply with the RFP, which will include FAR Clause 52.219-14 Limitation on Subcontracting
(50% of the COST of the contract performance incurred for personnel shall be expended for employees of the concern).
SBA has issued a final rule which updates this clause to also allow prime contractors under small business set-aside to count work performed by other small businesses as their own.
While the SBA has issued a final rule, this information has not been incorporated into the Federal Acquisition Regulations.
