SHORT TITLE: COMMAND OPERATIONS FUNCTIONAL SUPPORT

1.0 PURPOSE

1.1 SCOPE

The purpose of the effort is to provide services to support Naval Information Warfare Center (NIWC) Atlantic operations functional areas with responsibilities to sustain mission capabilities. The scope and focus is on those Command functions that support day-to-day operations that are critical to NIWC Atlantic's mission success. Functions include: Force Management, Personnel and Physical Security, Cybersecurity, Communications, Business Analytics, Facilities, Safety, Administrative Management and Contracts Administration.

NOTE: Website and e-mail addresses referenced throughout the PWS and Contract Data Requirements List (CDRL) forms are subject to change. For any website and e-mail address not working during time of performance, the contractor shall contact the Contracting Officer’s Representative (COR) or Contracting Officer for latest website and e-mail address. An incorrect website or e-mail address does not alleviate a contractor from required reporting or access requirements.

1.1.1 Multiple Funding

This contract is funded with multiple appropriations as delineated on specified contract line item numbers (CLINs). The applicable PWS task(s) associated with each funding CLIN is outlined in Section B and Section G. This contract will allow multiple appropriation on a single task order;

funding requirements will be specified at task order level.

1.2 BACKGROUND

This effort supports operational functions and responsibilities primarily within the Corporate Operations Competency and seeks to align selective supporting services to gain efficiencies in processes, expedience to capabilities and Financial Improvement and Audit Readiness (FIAR) compliance support to achieve the Command’s primary goal of Integrated Product Team (IPT) success. The contractor shall apply a holistic approach to managing the support to the functions outlined in this PWS with the intent to rapidly make assets and resources available to supported functions. The expectation is for the contractor to readily identify and improve process efficiencies with a flexible workforce.

2.0 PLACE(S) OF PERFORMANCE

2.1 GOVERNMENT FACILITIES

The Government will provide facilities (i.e., office space, computer hardware/software, or lab space) to those labor categories that would otherwise adversely affect the work performance if they were not available on-site. Labor categories and Government location of those personnel with supplied Government facilities will be identified at the task order level. Contractor personnel assigned space within Government facilities shall provide support in accordance with the following requirements.

2.1.1 Training Requirements

[Ver dtd 29 Nov 18] 2 of 79

Contractor personnel working full-time or partially at a Government facility shall complete all applicable mandatory training requirements as specified under Security Training, PWS Para 8.0.

2.1.2 Alternate work locations from Government facilities

The ability to provide support from an alternate location versus from a Government facility is dependent on the support requirement, the contractor employee, and the contractor’s employment policy. The decision to allow work to be performed at an alternate work location will be specified at the subtask or task order level. If allowed on task, a contractor employee may work at an alternate location if their company has defined minimum criteria consisting of secure connectivity access and an established signed agreement between the company and employee. The contractor shall provide a copy of the agreement to the applicable COR for the contract files. The Government reserves the right to disallow any billable hours by contractor employees working at an alternative work location.

2.1.3 Inability to access Government facilities

The contractor, in agreement with the COR, shall make alternative work arrangements if access to the assigned Government facility/building is restricted due to safety/security exercise, an Executive Order, or an administrative leave determination applying to the local activity (e.g., inclement weather). The contractor shall adjust work schedule, work at an alternate location, or if alternate work arrangements cannot be accommodated, the contractor shall notify the COR of the inability to access the assigned facility prior to charging their time to the contract as direct cost provided such charges are consistent with the contractor’s accounting practices. The ability to work at an alternate location may not be an option for some support positions.

2.1.4 Exercise Support

While working in Government facilities, contractor personnel may be required to participate in safety, security, and operational exercises (possibly two per year). Applicable contractor personnel shall support and participate in the exercise which may include role-playing, and reacting to exercise injects based on the situation or exercise objectives.

2.2 CONTRACTOR FACILITIES

A significant portion of work issued under this contract requires close liaison with the Government.

The contractor shall be prepared to establish a local facility within a thirty (30)-mile radius of NIWC Atlantic. Close proximity allows for regular Government interaction and monitoring of contract requirements. The contractor’s facility is not necessarily for the exclusive use of this contract and can be utilized on a shared basis. The contractor shall meet all facility location requirements within 30 days after contract award.

3.0 PERFORMANCE REQUIREMENTS
