Presentation Notes from 22 May 2018 for Solicitation N5236 18 R 0022 Command Operations Functional Support
Notes below correlate to Slides 7-12 of Industry Day:
The Contract will support both Firm Fixed Price and Cost Plus Fixed Fee. It is anticipated at this time this effort will be a total 100% small business set aside.
The Government is looking for a five to seven year effort for new corporate operations services.
Previously we have issued contracts for segments – Corporate Operations spans Information Technology (IT) and facilities, security, and has all the same functions. These current contracts provide support for each area so even if skillsets match, it’s difficult to shift support to areas where the Government needs it. The Government can’t shift support. The Government needs to be able to make changes to have a more agile and responsive services to support the command. This change in our requirement is not due to performance of any contractor, it simply is needed to allow the Government necessary flexibility to maneuver across the spectrum. This will enable the Government to be agile enough to support for day to day operations without needing contract modifications or task order modifications to accomplish full spectrum mission support. For the Business Intelligence portion of this requirement is still in flux as it is a new offering. The Government is looking for an approach for all of these services.
Hiring, moving furniture, the Government needs to be able to have one contractor in order to facilitate all the moving parts needed to support our mission. The Government is looking for flexible workforce that can be applied across the spectrum. With our current contracts we are unable to see the full picture in order to respond appropriately to the Government’s mission and needs.
At the command level, SPAWAR 8.0 supports both departments and competencies. The Government needs be able to figure out how to service these areas of the Command. Breakup of this requirement is currently estimated to be security 26%, IT 25%, Analytics 15%, Organization 34%.
Management and Business Analytical Support (MBAS) is about the work coming into the command and work acceptance. This information currently is not provided to us through our systems so we do not have visibility to know if all the work needs a classified space, or a SIPR connection. As people are hired, the requirement for this contract will provide business intelligence information for the 8.0 management, before the onboarding process, so we can plan where the new employee(s) will sit, what security is necessary for those employees, etc.
Data Warehouse Business Intelligence System (DWBIS) – The Government has a group that manages the warehouse – that’s part of MBAS, Strategic Analysis and Decision Support, that requirement is not part of this effort. The Government needs necessary 8.0 business intelligence information for the data warehouse to facilitate data analytics. We have new cyber workforce members coming in which need a Secret Compartment Information Facility (SCIF), and having this information from the data analytics will help us understand what we need to support. i.e. New cyber workforce employees need SCIF space, so the data analytics would help us understand if we are going to do 15% more cyber work then what does that translate for facilities or IT.
Example- Different segments of a conference room. A task order requirement for a conference room will include the tables and chairs – which are good from a facilities standpoint, but it’s not good unless it works with other areas of the room such as working phone, Network connections, and the Video Teleconference (VTC). The Government needs the entire package which comprises the conference room. The Government needs the contractor to help manage the sustainment for VTC. We also need the contractor to be able to provide lab with equipment that allows it to be bridged together such as the Integrated Services Digital Network vs the Internet Protocol. We need to be able to manage this and enable the Government to work.
Check-In-Out : There are 11 different spots that someone has to touch when you come into the Command. Currently, these systems are not linked. There is some data, but no intelligence on how long it took to check someone in. We can’t tell where anyone is in the process, and always have to make a call. The Government should be able to call and check and have a roll-up as to where an individual is in the onboarding process. Once and employee/contractor is in we don’t have a record of that individual as it’s a ticket system. If the individual is there, the Government does not know what IT assets the person has or what assignment they are on. Nothing from a people characteristic standpoint. During check out – the Government has to find you. We don’t have data visibility currently to understand who is checking in and out. The Government needs a holistic viewpoint. Facilities needs to be allocation based. Here is the individual’s seat, it’s located in this room in this building. That’s all the information which is currently visible. We need the people characteristics. Our system ARCHIBUS – can’t cross walk information to see space and what people in space are doing. The Government is looking for this information to be put into DWBS so we have the necessary information on what is happening, where people are moving in and out from, and with what equipment. Currently the Government does not have this visibility, which is causing significant issues managing assets and space.
Depth of the Problem:
How can the Government associate the people data to the IT – someone to help manage all the ebb and flow. The Government has anticipated requirements for the influx of a large surge in classified space. This is a very large undertaking, with over 300 individuals needing office space in a secure location/lab. An easy solution for that is to say this building is for these inviduals. And we are currently working on data to help figure all that out. People and equipment on this list are in various programs. The Government does not have the necessary information to see what assets and equipment are where.
