Technical Exhibit 1 DRAFT
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. The Government expects the Contractor to perform at a minimum, the identified acceptable levels throughout the life of the contract, and the Contractor’s performance shall be given significant consideration when exercising contract option years and evaluating recommendations for future government contracts and or awards.
Performance Objectives: Describes the work that is to take place.
Standard: Describes the desired results that are to be achieved.
Performance Threshold: The Contractor shall be rated acceptable or unacceptable based upon the scores of all inspections for a month. Deficiencies will be noted for each month for each Performance Objective item. This number is identified as the Performance Threshold.
Acceptable Performance: Acceptable Performance is achieved if inspections scores are above 85%. That level is 100% for Program Management.
Unacceptable Performance: QAR’s inspection score falls below 85% or work specified by Task Order is incomplete.
Method of Surveillance: The Government will monitor the Contractor’s service performance using the Periodic Inspections method or 100% inspection method as detailed in “Quality Assurance Surveillance Plans (QASP).”

PRS#1.
Operations Management The Contractor shall provide end-to-end management of the Corporate Operations supported functions.
The Contractor shall analyze, evaluate and provide recommendations for linking Competency capabilities with Department demands to enable proactive and efficient management of Corporate resources, processes and tools.
Supported functions are staffed at 100% to meet functional requirements.
Periodic review of activities by COR or Technical Lead.
PRS#2.
New Accounts The Contractor shall assist in the development and management of the workflow database daily and process check-in, check-out, move/add/change actions.
Work tickets within the queue, investigate anomalies, enter data and work with customers to resolve each ticket. Review all incoming requests in the Check In Check Out (CICO) system to insure accuracy and compliance to established policies and business rules.
Answer phone calls and assist customers with all Accounts Management services.
Assist in creating and monitoring reports for reporting metrics for

Request approvals should be completed within 1 business day of receipt.

Create, modify and terminate SPAWAR accounts in LDAP for the RDT&E network in response to tickets, reports and e-mails. Create, modify and terminate Navy Enterprise Resource Planning (ERP) accounts and roles in response to tickets, reports and emails. Assist customers with entering requests in the CICO request system.
Assist customers with resolving problems with SPAWAR accounts and PKI certificate registration issues. Maintain the COG pages for the Check-in, Check-out, SPAWAR and ERP accounts processes. Assist in developing and maintaining desk guides for all Accounts Management services. Assist with testing and problem solving during implementation of any new CICO processing system.
Requests for SPAWAR accounts are completed and closed within 2 business days from the request activation date.
Requests for ERP accounts are submitted in Access Enforcer within 3 business days of the request activation date and/or PERNR creation.
PRS#3.
Security Support Services The Contractor shall perform authorized installations, upgrades, relocations, removal and preventative maintenance management on the

Atlantic physical electronic security system for all Sensitive Compartmented Information Facilities (SCIF) and non-SCIF areas.
Perform installation, maintenance and hardware repair on the closed circuit television system, intrusion detection, and badging and access control system, collectively referred to as the security system. Perform base level system hardware configuration, authorized upgrades, software updates and upgrades, removals and relocations of workstations equipment and hardware.
Monitoring the Electronic Security System control console

Security systems are operational 24 hours per day.

Classified Material Handling The Contractor shall receive, handle, store and dispose of classified

Functions include those required in support of security requirements for planning and analysis of management's procedures in performance of tasks associated with physical, personnel, information, or information systems security programs. Process visit requests from contractor facilities and other government agencies.

Visit request are processed within 24 hours of receipt.

Fire and Life Safety Program The Contractor shall provide advisory and risk prevention support services to the Safety Office

Hazardous Materials Control The Contractor shall administer and provide

At South Carolina locations the Contractor shall assist in administering the SPAWARSYSCEN Atlantic Hazardous Waste Program performing/coordinating waste pick-ups from work centers and designated turn-in locations to include heavy batteries.
Contractor will manage all paperwork and documentation as required by the state and federal hazardous waste regulations as well as Joint Base Charleston requirements. The contractor will provide database support for the Clean Air Act Program and Storage Tank program. The contractor will enter and maintain required data in the online Air Force Air Program Information Management System. Collect waste, conduct research in support of waste characterization efforts, and store waste IAW applicable requirements.
Identified waste is collected for disposal per standards.

PRS#8.
Large Facilities Space Management Projects The Contractor shall manage all phases and aspects of a project from project inception to completion.
Coordinate and document project requirements; developing space utilization plans and AutoDeskTM software (AutoCAD, Revit, and ARCHIBUS, from here forward referred to as CAD Software) layouts to include both current and future-state layouts for short and long-term planning scenarios; designing systems furniture layouts; communicating project requirements and schedule with outside vendors, other contractors, Government

PRS#9.
Space Inspections The Contractor shall inspect vacant spaces in all SPAWARSYSCEN Atlantic Charleston buildings to survey conditions of the spaces.
Survey vacant spaces to determine if materials have been abandoned or placed in vacant spaces. The contractor shall organize any materials, coordinate with the appropriate groups for proper disposition of materials, and pack up the items for transport.
Vacant spaces are available for assignment within two days of inspection.
Periodic inspections of space assignments by the COR or Technical Lead.
PRS#10.
Material Storage The Contractor shall provide management of material storage operations.
Management, administration, and execution of material storage operations in support of the Facilities staff and shall maintain the existing inventory of all material in the warehouse in real time.
Material inventory is current and in real time.
Periodic inspection of material inventory documentation by the COR or Technical Lead.

Field Site Surveys Facilities The Contractor shall perform field site-surveys, investigation and drafting services to support the

Atlantic Facilities engineering staff with development of design drawings.
In accordance with National CAD Standards (NCS), Unified Facility Criteria, and SSC Atlantic Facilities CAD standards to implement modifications to all existing buildings and to install new facility components or equipment.

drawings are completed within specified time frame with less than 10% errors.
Periodic inspection of field site surveys by the COR or Technical Lead.

Work tickets entered in real time for all maintenance calls and within 1 business days for all other calls.
